The first meet of Governing Council of H.P. National Law University was held in the High court of Himachal Pradesh, Shimla. The meeting of the Council was presided over by Mr. Justice Mansoor Ahmad Mir, the Chancellor of the University and the Chief Justice of High Court of Himachal Pradesh. The meeting was attended by Sh. Kaul Sing Thakur, Minister of Law, Sh. Sudhir Sharma, Minister of UD, Housing and TCP, Hon’ble Mr. Justice Tarlok Singh Chauhan, Hon’ble Mr. Justice C.B. Barowalia, Dr. Subash Chander Raina, Vice Chancellor of the University and other members of the council. Many important issues regarding the newly established University were discussed in the meeting, especially regarding upcoming 2017-18 academic sessions. Proposal regarding the introducing the new courses in the university were also discussed in detail. The council also discussed the feature strategy regarding over all development of the university i.e infrastructure, appointment of teaching facility and ministerial staff so that the university may function smoothly. On this occasion Hon’ble the Chief Justice said that it was his dream to establish such an institute in the state and he is happy that it could becomes possible to establish this University during his tenure. He dedicated this university to people of state. He further said that soon new courses like BBALLB, MBALLB, LLB Corporate and Phd. Law will be introduced in the University.
Brief History of National Law University.
Faced with the lack of quality legal education in the State of Himachal Pradesh, Hon’ble Mr. Justice Mansoor Ahmad Mir, Chief Justice of High Court of Himachal Pradesh, Who also belongs to hilly state Jammu and Kashmir, took initiative for the setting up of Himachal Pradesh National law University and as a result this issue was seriously discussed in the Regional Conference of the Judicial Officers held at Peterhoff on 24.04.2015. Due to keen interest taken by Hon’ble the Chief Justice, the lengthy and cumbersome process was not only completed but university also started running within a record time of about one year. The land measuring 3.51 hectares for establishing National Law University was got identified in village Ghandal, Tehsil Shimla. In principle, forest clearance was granted by Government of India Ministry of Environment, Forest and Climate change on 16.06.2016. The State Government has made a budgetary provision of Rs. 20 crore during financial year 2016-17. The Himachal Pradesh National Law ordinance, 2016 was promulgated by Hon’ble Governor, on 18.06.2016. Hon’ble Mr Justice T.S Thakur, the Chief Justice of Supreme Court of India laid the foundation stone of the university on 19.08.2016. Hon’ble Chief Justice, High Court of Himachal Pradesh, Shimla appointed Dr. Subash Chander Raina, as Vice-Chancellor of H.P National Law University on 23.08.2016 and Professor S.S. Jaswal as Registrar of the university on 07.09.2016.The university has started running classes on 06.10.2016. Hon’ble the Chief Justice in the month of November, 2016 has been pleased to constitute different Committees as required under the Himachal Pradesh National Law University Act. The first meeting of the Executive Council was held today. The Governing Council presided over by Hon’ble the Chief Justice also convened its first meeting today which was attended by Sh. Kaul Sing Thakur, Minister of Law, Sh. Sudhir Sharma, Minister of UD, Housing and TCP, Hon’ble Mr. Justice Tarlok Singh Chauhan, Hon’ble Mr. Justice C.B. Barowalia amongst others.
