DELHI POLICE ARRESTED REWARDED KINGPIN OF INTER-STATE RACKET OF DRUG-TRAFFICKERS

A team of officers ofSpecial Cell/Northern Range, led by Inspector Sanjay Nagpal under thesupervision of Shri Pankaj Sood, ACP has arrested a notorious kingpin of a drugcartel of an inter-State Drug Racket namely Nazir Hussain @ Nizam @ Nizamuddin, aged 45 years, a resident ofNorth-East India. A reward of Rs. 50,000/- was declared by Delhi Policefor his arrest.

A reward of Rs. 50,000/- was declared by Delhi Policefor his arrest, After crack-down by BSF on Pakistan Border, illegal smuggling of Opium/Heroin in Punjab has taken a nose dive and this route has now become a preferred one by drug traffickers. Opium/Heroin from Myanmar is also making way to Punjab through this route. He also stated that North-East States are now the biggest hub for supply of these drugs to rest of North India, which are manufacturingthem locally as well as smuggling from Myanmar.

Mr. Sanjeev Yadav, Deputy Commissioner of Police, Special Cell, New Delh, sad in  the month of May 2016, the same team had arrested five DrugTraffickers resident of Distt. Shahjahanpur (UP) vide case FIR No. 25/16 dated16/05/2016 u/s 18 NDPS Act PS Special Cell, Delhi. Total 69 kgs. of high gradeOpium worth rupees several crores in International market was recovered from theirpossession. During investigation of the case, it was ascertained that Nizamis the kingpin of drug cartel who use to collect opium/heroin from varioussmall cultivators in North-East and the same is supplied to various middle-menlocated in Uttar Pradesh and Delhi-NCR through his carriers using trucksand other heavy vehicles to avoid detection by law enforcing agencies. Nazir Hussain @ Nizam was main supplier ofdrugs to the drug traffickers arrested in this case. Since then the sleuths ofSpecial Cell have been making sincere efforts to trace him and visited Assamand other parts of North-East India several times but he managed to evade his arrest.Moreover, he was also declared Proclaimed Offender (PO) by the concerned Delhi Courtin above said case and Delhi Police has also declared a reward of Rs. 50,000/-for his arrest. 

Operation: To track out the absconded kingpin Nazir Hussain @ Nizam@ Nizamuddin, a team consisted with SI Neeraj Sharma, ASIs MandeepSingh, Kamal Singh, Mohinder Singh, Ajay Kumar, Pawan Kumar, HCs Devender,Nirmal, ASI Mandeep Singh & HC Girdhar were specially tasked  to develop the information. They workedsystematically and strategically for months together in developing theinformation. Their continuous efforts yielded fruitful results when specific information was received that NazirHussain @ Nizam @ Nizamuddin would be  reaching Delhi by train from Guwahati on the late evening hours on 14/04/2017 and would drop at Anand Vihar Railway Station.On receiving the information, team of Special Cell reached at Ghaziabad RailwayStation and boarded the said train. Before reaching Delhi the team was able toidentify and located the said Nizam traveling in the train. He was accordingly apprehendedand after initial spot interrogation, he was duly arrested in the above said case.  

Modus OperandiDuring sustained interrogation,accused Nazir Hussain @ Nizam @ Nizamuddindisclosed that illegal farming of opium is rampant in North-East States likeManipur, Assam & Nagaland and they have become a major source of supply ofopium and heroin to Punjab via UP and Delhi-NCR. After crack-down by BorderSecurity Forces (BSF) on Pakistan Border, illegal smuggling of Opium/Heroin inPunjab has taken a nose dive and this route has now become a preferred one by drug traffickers. Opium/Heroin from Myanmar is also making way to Punjab through this route. He also stated that North-East States are now the biggest hub for supply of these drugs to rest of North India, which are manufacturingthem locally as well as smuggling from Myanmar.

Earlier arrested accused Gopal and Mulla used to act as carrier for the present accused Nazir Hussain @ Nizam @ Nizamuddin.Nizam uses to collect opium and heroin from various small cultivators inNorth-East and the same was supplied to various middle-men located inShahjahanpur, Bareilly, Allahabad in Uttar Pradesh and Delhi-NCR usingtrucks and other heavy vehicles to avoid detection by intelligence agencies. Itis also revealed that these middle-men were regular customers, who used to placeorders on phone and money used to be transferred both through banks and cash.The accused disclosed that he had earlier made several trips to UP and Delhi-NCRto supply opium to various middle-men. This time he has come to makecontact with his earlier arrested associates, who are lodged in Delhi jails.

Police further said, NazirHussain @ Nizam @ Nizamuddin s/o Sajjadur Rehmanr/o Vill. Nahorjan, PO & PS Delai, Distt. Karbi Anglong (Assam)   was born in his native village Pipal Pokhuri, Distt. Naugoan (Assam). He is aschool drop out. He started as a mechanic of Maruti cars and also run a garageat Dimapur (Nagaland) for several years. After earning a reasonable amount fromhis garage, he purchased a second hand truck for plying in goods transport fromDimapur to Western UP and Delhi/NCR. Already arrested accused Gopal used towork as driver on the truck of Nizam. In that course, in the year 2014, Nizam camein contact with already arrested another associate Shariyat Ali @ Mulla atGuwahati and both of them persuaded to each other for trafficking of opium fromDimapur to UP and other States. In Nagaland and Assam States, opium is calledas “Kanhi”. Nazir Ali @ Nizam used to collect the opium from different pettyNaga cultivators, who cultivate opium illegally in the hilly areas of Nagalandand in association with Shariyat Ali @ Mulla and Gopal the contraband was beingsupplied to other parts of the country in huge quantity.   Further investigation is in progress.
