PICK AND CHOOSE POLICY ON SPORTS PERSON, COURT SUMMONES SPORTS DIRECTOR

Pick and choose policy of Punjab Government in giving employment to international sports persons, and discrimination against physically handicapped sports persons-High Court summons the Director, Sports, Punjab: 

During resumed hearing of a Civil Writ Petition filed by Balwinder Kaur Nuri, a visually impaired sports person from Khanna, who had bagged bronze medal in Shot put in International Open Athletics Meet held at Sharjah, Dubai, in February, 2014, Justice Rajan Gupta today directed the Director (Sports), Punjab to appear before the HC on next date of hearing, as the Counsel for petitioner leveled very serious allegations against the Punjab Government in adopting pick and choose method while giving employment to sports persons, who win medals at International level tournaments. The Counsel stated that no specific policy has been framed by the Punjab Government so far for giving employment to such athletes/sportspersons. It all depends upon pleasure of the Government. If a woman athlete makes a century in a cricket match at World level, the Government confers huge financial awards on her, and also appointments her as a DSP in Punjab Police, while other unlucky ones, who bring laurels to the Country in International matches are left high and dry. They are not appointed even a an ASI in Punjab Police.

The treatment meted out to handicapped sports persons is particularly disappointing, as per Counsel. He stated that physically handicapped sports persons are not treated in category of sports persons, while considering their applications against recruitment to any post, but they are considered against 3% quota of handicapped, while ignoring their achievements in field of sports.

The amount of cash awards being given to physically handicapped sports persons by Punjab Government under its Policy of Sports is very inadequate. For instance, the petitioner, who brought a bronze medal in International Tournament, for shot put, was given cash award of Rs.75 thousand only, whereas she spent approximately Rs.3 lakh for preparing for ad participating in International tournament at Sharjah (Dubai), by borrowing from friends and well wishers. The CWP shall now come up for further hearing o 6.11.2017.
