CAG SHOULD INVESTIGATE THE EXPENDITURE INCURRED BY THE MEMBERS OF PARLIAMENTS : DINESH CHADHA

RTI activist Advocate Dinesh Chadha has released a list of Members of Parliament who spent more than the maximum travel allowance / daily allowance . This list has been drafted on the basis of information received from both the Lok Sabha and Rajya Sabha of India.

Advocate Chadha has disclosed that most of the members of the Rajya Sabha had spent about Rs. 10 lakhs in the form of TA, DA, in one year from April 2016 to March 2017. At the same time, some of the members spent about Rs. 69 lakh, which is about Rs. 6 lakh per month. Here is the list members of the Rajya Sabha who has spent highest TA, DA :

The leader of the Opposition of the Rajya Sabha has a year's TA, DA expenses of Rs 6,87,235, but on the other hand the expenditure of the Deputy Chairman is Rs 43,16,938.

Where the above figures of TA, DA expenses of the above members are very surprising, prices of their air tickets by these members are also surprising.

Ritabrata Banerjee has often traveled via air travel from Kolkata to Delhi for committee meetings. It is surprising that prices of his air tickets from Kolkata to Delhi for various air travels is same i.e Rs 49,205 per trip and in the same way, prices of air tickets for his many flights from Delhi to Kolkata are also same i.e Rs 49,220 per trip. He has a paid up to Rs 56, 461 for air travel from Kolkata to Delhi. Whenever Parliament Member travels by air, he also gets an additional amount equal to 1/4 of the air fare. In this way, Shri Rita Ritabrata Banerjee has spent up to Rs 70, 576 rupees for his fkight from Kolkata to Delhi. On the other hand, if the air ticket from Kolkata to Delhi is to be booked just before one day then this ticket of an Economy class costs up to Rs 8000.

Similarly, Shri. D. Raja spent up to Rs 65, 841 from Delhi to Chennai air travel and after adding 1/4 additional amount, he spent up to Rs 82,301 for this route. He has spent Rs. 61, 105 for his air journey from Delhi to Tiruvananthapuram and adding 1/4 additional amount, he spent up to Rs 76, 381. On the other hand, if air ticket is reserved from Delhi to Chennai one day in advance, this ticket of an economy class costs up to Rs. 9000. Similarly, if ticket from Delhi to Thiruvananthapuram is reserved one day advance , then it costs up to Rs 9500.

Oscar Fernandes has spent up to Rs. 69, 218 for traveling from Delhi to Bangalore and after adding 1/4 additional amount, he spent up to Rs 86, 522 for this route. On the other hand, if air ticket is reserved from Delhi to Bangalore one day in advance, this ticket of an economy class costs up to Rs 9500.

Tiruchi Siwa has spent up to Rs. 65, 893 for traveling from Chennai to Delhi and after adding 1/4 additional amount, he spent up to Rs . 82,366. On the other hand, if air ticket is reserved from Chennai to Delhi one day advance, this ticket of an economy class costs up to Rs 8000.

C.P. Narayanan has spent up to Rs. 61,846 for travelling from Delhi to Tiruvananthapuram and after adding 1/4 additional amount, he spent up to Rs 77, 307. On the other hand, if air ticket is reserved from Delhi to Tiruvananthapuram one day advance, this ticket of an economy class costs up to Rs 9500.

Ananda Bhaskar Rapolu has spent up to Rs. 85, 113 for travelling from Hyderabad to Delhi and after adding 1/4 additional amount, he spent up to Rs 1, 06, 391. On the other hand, if air ticket is reserved from Hyderabad to Delhi one day in advance, this ticket of an economy class costs up to Rs 8000.

Shri Sukhhendu Sekhar Roy has spent up to Rs. 56, 136, for travelling from Kolkata to Delhi, and after adding 1/4 additional amount, he spent up to Rs 70, 170. On the other hand, if air ticket is reserved from Kolkata to Delhi one day in advance, this ticket of an economy class costs up to Rs 8000.

In details obtained from Rajya Sabha regarding TA,DA expenses of Shri Sukhhendu Sekhar Roy for an air journey from Mumbai to Kolkata, air fare has been told Rs 99,039 and after adding 1/4 additional amount, total expenses on this air journey has been told Rs 1,23,798. On the other hand, if air ticket is reserved from Mumbai to Kolkata one day in advance, this ticket of an economy class costs up to Rs 8000.

In the same way, most of the Members of the Lok Sabha has spent about Rs 2 lakh to Rs 7 lakh in the form of TA, DA, in 6 months. At the same time, some members has spent more than Rs 57 lakh in 6 months, which is about Rs 10 lakh per month. Here is the list of the members of the Lok Sabha who has spent more TA, DA.

It is astonishing that the Central Public Information Officer of the Lok Sabha, which passed the Right to Information Act for the citizens of India, has refused to supply detailed copy of TA, DA bills of Lok Sabha Members with reason that it is a personal information and has no relation with public activity . But these air travels has been made with public money. It seems from very costly air travels bills of Members of Parliament that they have travelled in most expensive classes such as Business Class, First Class etc. But on the other hand, in The Salary Allowances and Pension of Members of Parliament Act 1954, it is mentioned that members will be entitled for air fare and an additional amount equal to 1/4 of air fare.

No where it is mentioned that members are entitled for fare of business class or any other special class. But it seems from the above mentioned expenses, that members of Parliament have themselves assumed the meaning of air travel as a business class or other special classes.

The ccitizens, who voted to elect the Parliament members of parliament should make them accountable for their expenses and the Comptroller and Auditor General of India should investigate these expenses.
