NO CASH AWARD GIVEN BY PUNJAB STATE DURING LAST TWO YEARS, RTI DISCLOSURES

Advocate Hari Chand Arora intends to file a PIL for seeking disbursement of cash awards to sports persons of Punjab, who have won medals in International/Inter University/ National/State level and other such other competitions, during 2015-2016 and 2016-2017.

Players/sports persons, who had won medals at State/National/Inter-University /International level during last two years are yet to get their cash awards-State of Punjab has not made any provision in its budget to make such payments- State Government has not even invited applications for giving cash awards to sports persons who won medals during 2016-2017-RTI Story:

As per RTI Information received by RTI Activist and advocate Hari Chand Arora from the Public Information Officer in the office of Director Sports, Punjab, vide letter dated 13.9.2017, the sports persons, who had won medals at State/National/ Inter-University /International level during previous two years (2015-2016 and 2016-2017) are yet to get their cash awards. The State Government had invited applications from the sports persons (who won awards in 2015-2016), by issuing advertisement in news papers. State of Punjab has not made any provision in its budget to make such payment- Cash awards to those sports persons are therefore, yet to be disbursed.

A perusal of the list containing names, and particulars of the sports achievements of such sports persons shows that around 1020 achievers of 2015-2016 had submitted their applications seeking payment of cash awards to them in terms of sports policy of the State Government. Shockingly enough, the names of the sports persons include atleast…15……names of those distinguished sports persons, who have brought Gold/silver/bronze medals for India in South Asian Games-2016 held at Guwahati in February, 2016. Their names are (1) Manpreet Kaur (Short put);(2) Vanita Sharma (Hand ball); (3)Manpreet Singh (Hand Ball); (4) Hardev Singh (Hand Ball); (5) Gurjeet Kaur (Hockey); (6)Gagan Preet Singh (Hockey); (7) Gagan deep Singh (Hockey); (8) Jasleen Singh Saini (Judo); (9) Gurpreet Singh (Shooting); (10) Neeraj Kumar (Shooting); (11) Pardeep Singh (Weight lifting); (12) Vikas Thakur (Weight lifting); (13) Gurdeep Singh (Weight lifting) (14) Harpreet Singh (Wresling);

The letter from the PIO states that as regards the sports persons, who won medals in International/National/ Inter-University /State level during 2016-2017, their list is not available, as applications are yet to be invited from them by the Sports department. It can be a safe guess that figure of achievers during 2016-2017 would also be around 1000 persons.
The letter further states that efforts are being made to make arrangements for the funds for disbursement of cash awards to the sports persons, who won medals in competitions at International/National/ Inter-University /State level during 2015-2016.

It is pertinent to notice that earlier also it was due to intervention by the Punjab and Haryana High Court in two separate PILs filed by Advocate Hari Chand Arora that cash awards were disbursed to sports persons of Punjab and Haryana in August/September, 2016.
“It is a pity that sports persons who win medals in National Games, arre entitled to Rs.15,000/-, 10,000/- and 7,500/- for cash awards for gold, silver and bronze medal, and after spending hard earned money of their parents, they have to wait for such a long period of time for getting these small amounts of cash awards. “
