INTERSTATE GANG OF SMUGGLERS, SUPPLYING HIMACHALI MALANA CREAM TO MUMBAI AND GOA BUSTED

Narcotics Control Bureau (NCB) reported to have busted gang of notarious smugglers involved in smuggling of super fine quality of Charas (Malana Crream) from Himachal Pradesh to Goa and Mumbai.

Mr. Kostubh Sharma, IPS, Zonal Director NCB said on the basis of specific information shared by NCB Chandigarh Zonal Unit with Narcotics Control Bureau, Delhi Zonal Unit a seizure of 06.200 Kgs. of high quality Charas (Malana cream) was effected and three persons namely Rafiq a known courier of Nagwain near Bhuntar, his relative Gulazar and one person who has been assisting with transporting contraband based in Delhi called Ramdev were arrested on Monday. They were arrested from Platform No. 3, Nizamuddin Railway Station, New Delhi.

Accused has been procuring Charas from Kasol and Malana village of Himachal Pradesh and supplying it to Mumbai and Goa. NCB unit in coordinating with Himachal Pradesh Police in apprehending the suppliers identified one Neel Chand S/o Sobheran resident of Gohar who has received 1.1 crores in different bank accounts has been identified as kingpin who himself has cannabis cultivation in Gohar village near Kasol.

During preliminary enquiry Rafiq disclosed that the consignment was given to him by one Jai Somaiya who is a known smuggler of Mumbai and presently in Choj village of Kullu district (H.P.) along with his wife who is Belarus national.

In the follow up action under direction of Dr. Kaustubh Sharma, IPS, Zonal Director, NCB Chandigarh, a team of NCB headed by Shri Kuldeep Sharma, Superintendent, NCB Chandigarh supported by Shri Aashish Ojha, Superintendent Mandi Sub Zone, Shri Shailender Prasad, Intelligence officer, Gurpreet Singh, Surveillance Assistant and Kulwinder Kumar, Sepoy NCB Chandigarh on 06.11.2017 also arrested Jai Haresh Somaiya and Ramesh Kumar.

It was also revealed that the accused has been procuring Charas from Kasol and Malana village of Himachal Pradesh and supplying it to Mumbai and Goa. NCB unit in coordinating with Himachal Pradesh Police in apprehending the suppliers identified one Neel Chand S/o Sobheran resident of Gohar who has received 1.1 crores in different bank accounts has been identified as kingpin who himself has cannabis cultivation in Gohar village near Kasol.

The modus operandi for money transfer is to deposit Rupees 50,000/- amounts as cash from different banks into7 to 8 different accounts. It was found that accused had links with a known smuggler of Malana.
Accused Neel Chand and his son Ramesh Kumar are investing the money in buying land and also constructing a house from the ill gotten money. NCB is getting all the documents frozen.

Accused Jai Somaiya and Ramesh Kumar (whose accounts show receipt of huge amounts as drug sale money) have been granted transit remand by the Judicial Court of Kullu (H.P.) to Intelligence officer Shri Shailender Prasad, NCB who would be producing the accused before Delhi Metropolitan Court for further investigation by NCB Delhi Zonal Unit.

Another modus operandi of transporting money has been found to transfer money as payments to travel agents and get cash from them to pay for purchase of Charas. The rates that Charas from Manikaran valley is ten times the rates of Charas from other areas and about 15 times that of Charas procured from Nepal, Bihar etc.  As per the supplier Jai Somaiya, a number of high profile people use Charas from Parvati river valley and is in great demand in Mumbai and Goa.
