The Double bench of Punjab and Haryana High Court on Wednesday has stayed the single Bench order quashing the appointment of Mr.Suresh Kumar (Retd.IAS) as Chief Principal Secretary to Chief Minister Captain Amarinder Singh. Former Finance Minister P Chidambaram had appeared on behalf of the Punjab government. Political circle reveals that it was a big win of Captain Amrinder Singh. The administrative mafia , who conspired the whole issue, was upset over the decision of double bench.

The primary argument raised by the state was that the petitioner had filed plea citing wrong provisions, hence the plea got listed before a single-judge bench. The state argued further that if at all the petition was to be filed against the appointment, it should have been heard by a bench hearing public interest litigations.
Punjab and Haryana Highcourt on January 17 had set aside the appointment of Suresh Kumar as chief principal secretary to Amarinder, ruling that he was holding the public office without authority.

Mr. Suresh Kumar, a 1983-batch retired IAS officer, known as Mr. Clean,  was appointed immediately after Congress Govt. come to Power in State on March 16 last year. The post was created for the first time in Punjab following Gujrat State.
