Haryana Governor, Prof. Kaptan Singh Solanki has promulgated the Haryana State Higher Education Council Ordinance 2018 to promote academic excellence and social justice by obtaining academic inputs for policy formulation and perspective planning, ensuring autonomy and greater accountability of all institutions of Higher Education in the state.

While stating this here today, an official spokesman said that as per Ordinance, the Council would ensure guiding the growth of Higher Education in accordance with the socio-economic requirements of the state as per the requirement of Rashtriya Uchchtar Shiksha Abhiyaan.

He said that the Council would be chaired by an educationist with proven leadership qualities or a famous intellectual.  An education administrator of all India repute who is or has worked at least on the post of Professor or equivalent would serve as Vice Chairperson of the council. Principal Secretary of the Higher Education Department would be the Member Secretary. 

The other Members would include State Project Director, a representative of Higher Education Department not below the rank of Deputy Director, a representative of Technical Education Department not below the rank of Deputy Director, a representative of Finance Department not below the rank of Joint Secretary and there would be 15 members from the fields of art, science, technology, culture, social sector and industry, and professional education.He said that 10 members of the council would be from the state and five from other states having national repute.

The other members of the council would include Vice Chancellors of any three Universities of the State, two Principals of autonomous or affiliated colleges and one member would be nominated by the Union Ministry of Human Resource Development. The tenure of each nominated member would be six years. One-third of the members would retire every two years and the council would nominate seven new members every two years. The council would meet once in every three months.

The council would frame policies of higher education and help higher education institutes of the state in planning and implementation, and would also coordinate among the top institutes, regulatory bodies and the government. It would also invigilate and implement the planning of the Higher Education. In addition, it would suggest reforms in education system, make syllabi contemporary and relevant, encourage innovate in research and advice the state government on investment in Higher Education. 

The State government would also constitute the Haryana State Higher Education Commission headed by the Education Minister. The Commission would make recommendations and suggestions for academic excellence in the state.
