HIGHCOURT DIRECTS PUNJAB, HARYANA UT CHANDIGARH TO SUBMIT STATUS REPORT ON INSTALLATION OF CCTV CAMBERS IN POLICE STATIONS

Punjab and Haryana High court directs States of Punjab, Haryana, and UT Chandigarh to submit status report regarding installation of CCTV Cameras in Police Stations. Direction also issued for appointment of non-official visitors to Jails, on pattern of Model Rules circulated by Union of India.

While hearing a PIL filed by advocate Hari Chand, seeking implementation of directions of Supreme Court of India, in D.K. Basu’s case in 2015, a division bench of the HC comprising Chief Justice and Justice Arun Palli today directed the States of Punjab and Haryana, and Chandigarh administration to submit a status report regarding installation of CCTV Cameras in Police Stations. The direction was handed down by the Bench as the petitioner drew attention of the HC Bench to bomb blasts in and outside Police Station Maksudan (Jallandhar) on last Sunday, but no clue to the accused could be found for the reason that CCTV cameras installed in the Police station were not functional.

The Bench also directed the aforesaid respondents to appoint non-official visitors to Jails in consonance with provisions of Model Prison Manual-2016 circulated by Government of India. Under the said Model Rules, the following non-official members can be appointed in the Board of Visitors:-

(a) Three members of the Legislative Assembly of the State of which one should be a woman;

(b) A nominee of the State Human Rights Commission;

(c) Two social workers of the District/Sub-Division; one of them shall be a woman having an interest in the administration of prisons and welfare of prisoners.

The HC Bench directed the respondents to file a status report on the next date of hearing on appointment of non-official visitors to Jails, while adjourning the PIL to 23.10.2018.
