FOUR YEARS RIGOROUS IMPRISONMENT TO THEN MINISTER OF BIHAR GOVT AND TWO OTHERS IN BITUMEN SCAM CASE

The Special Judge, Ranchi has today sentenced Mohd Illiyas Hussain, then Minister, Road Construction Department, Government of Bihar and Mohd Sahabuddin Beig, then Private Secretary to then Minister, Road Construction Department, both to undergo four years Rigorous Imprisonment with fine of Rs.4 lakh each in Bitumen Scam case. Shri J.P.Agarwal, Proprietor of M/s Janardan Prasad Agarwal, Main Road, Kuju, Hazaribagh (Bitumen Transporter) has also been sentenced to undergo four years Rigorous Imprisonment with fine of Rs.6 lakh.

CBI had registered a case on 20.03.1997 U/s 407/420/120B of IPC and Section 13(2) r/w Section 13(1)(d) of PC Act, 1988 against M/s Janardan Prasad Agarwal, Bitumen Transporter, Khazanchi Talav, K.B.Marg, Boddam Bazar, Hazaribagh and other unknown officials of Road Construction Department & other departments. It was alleged that M/s Janardan Prasad Agarwal, Bitumen Transporter, Khazanchi Talav, K.B.Marg, Boddam Bazar, Hazaribagh in connivance with Md. Illiyas Hussain, Shahabuddin Beg and others of Road Construction Department, Governernment of Bihar misappropriated 375 Mt of bulk bitumen worth Rs.18.75 lakh(approx). Accused J.P. Agarwal lifted 1500 MT bitumen from IOCL/BPCL, Haldia for transportation of the same to RCD, Gumla but in connivance with said accused persons misappropriated 375 MT of bulk bitumen.

After investigation, a chargesheet was filed in the Designated Court on 26.07.2003 against the accused. The Trial Court found the accused guilty and convicted them.
