COUNCIL OF ENGINEERS FILES COMPLAINT AGAINST SMART CITY CONSULTANCY FIRMS OF LUDHIANA, AMRITSAR AND JALANDHAR

Council of Engineers files complaint with PMO & MoUD against Smart City State Level Committee as well as Smart City Consultancy Firms of all three Cities 

Council of Engineers on Sunday has filed complaint against State Level High Powered Steering Committee (HPSC) Chaired by Chief Secretary of Punjab for not following the mandatory Smart City Guidelines issued by Ministry of Urban Development (MoUD) in June 2015 for Ludhiana, Amritsar & Jalandhar which have been named in Smart Cities as declared by Government of India. 

According to Smart City Guidelines, it is mandatory to involve Technical Experts, resident welfare association, slum level federation, NGOs, Youth Association, Mahila mandali, Senior Citizens etc. in Special Purpose Vehicle (PSV) i.e. Local Level Advisory Forum in Smart City Mission launched by PM Narendra Modi. The Act by State Committee is unlawful and against Clause 13.3 of Smart City Guidelines as there is no proper citizenry involvement in ongoing and proposed projects in all three cities i.e. Ludhiana, Jalandhar & Amritsar. 

According to Smart City Guidelines, it is mandatory to involve Technical Experts, resident welfare association, slum level federation, NGOs, Youth Association, Mahila mandali, Senior Citizens etc. in Special Purpose Vehicle (PSV) i.e. Local Level Advisory Forum in Smart City Mission launched by Hon’ble Prime Minister, Sh. Narendra Modi. However, the entire guidelines have been sidelines by State Level High Powered Steering Committee (HPSC) Chaired by Chief Secretary of Punjab and only government officials have been appointed as Directors of such Local Level Advisory Forum except at Ludhiana where only one technical expert i.e. Architect and one office bearer of Ludhiana Management Association has been included as director of Smart City Project. Practising Civil Engineers as Technical experts as well as other federations/association have been flatly ignored by the Committee at State Level. The Act by State Committee is unlawful and against Clause 13.3 of Smart City Guidelines as there is no proper citizenry involvement in ongoing and proposed projects in all three cities i.e. Ludhiana, Jalandhar & Amritsar. 

Further, the Smart City Consultancy firms in all three cities have never followed guidelines for Scope of Work as defined in Annexure-1 of aforesaid Smart City guidelines as only online voting system was adopted by Smart City Consulting firms and there is never proper participation of Citizens of Ludhiana, Amritsar or Jalandhar and hence making it non-smart citizenry.

It is well known fact that large number of population in all the three cities are not aware of Online Voting or participation but Smart City Consulting Firms in active connivance with SPV i.e. incomplete Smart City Advisory Forum opted for Online Voting only and due to which people at large (which includes, Senior Citizens, Slum level Associations) and businessmen have been deprived of their fundamental Right to Express and participate in giving final shape to proposals for Smart Cities in Punjab. As a result, the infrastructure development projects are confined to limited area of all three cities which is against Fundamental Rights of Citizens of other parts of all three Cities. 

CoE has requested PMO, MoUD and other concerned departments under Smart City Mission to pause/stop projects under Smart City Mission in all three cities of Punjab and proper procedure may please be adopted to ensure citizenry participation in real meaning. We have further requested that State level High Powered Steering Committee (HPSC) chaired by the Chief Secretary of Government of Punjab must be directed to involve Practising Civil Engineers as Technical Experts and other Associations/Federations as part of City Level Advisory Committee. 

In case, the appropriate steps are not initiated within next 7 working days of filing this complaint, Council of Engineers will initiate suitable legal remedies against such unlawful acts of sidelining the guidelines of Smart City Mission by State level High Powered Steering Committee (HPSC) of Punjab formed under smart City Mission.
