DELHI POLICE BUSTED INTERNATIONAL NARCOTIC DRUG CARTEL, HEROIN WORTH 120 CRORES SEIZED

A team of Special Cell/SouthernRange, led by Inspr. Shiv Kumar under the supervision of ACP Attar Singh hasbusted an International narcotics cartel. Three key members of cartel namely(1) Abdul Rashid ( 26 years) r/o Distt. Bhilwara, Rajasthan,  Arbaj Mohammad (21 years) r/o Distt.Bhilwara, Rajasthan and  Mohd.Nazim(22 years) r/oDistt. Bhilwara, Rajasthan have been arrested in the intervening night of 16&17.12.2018 near Ambedkar Park, Sector 12, RK Puram, Delhi. 30 kgs.of goodquality heroin worth Rs. 120 crores in the International market has beenrecovered from their possession and from Ertiga car.

Accused persons had created secret cavities in the car. Said car was being used by arrested drug suppliers for carrying heroin from Manipur to Rajasthan.This is the biggestseizure of heroin by the Delhi Police in the current year in one single case.  

Special Cell in its tirade againstdrug suppliers has busted several narcotic drug cartels in the past byarresting various members of these cartels and by recovering huge consignmentsof heroin. It is worthwhile to mention here that Special cell had succeeded inbusting more than 20 narcotics cartels and has recovered more than 198kgs ofheroin during the past one year.

Mr. Pramod Singh Kushwah, Dy. Commissioner of Police, Special Cell : Delhi, said, a team of Special Cell was working on aninformation that an International narcotics cartel is active in the states of Manipur,UP, MP, Rajasthan. Members of this cartel were involved in getting supply of heroinfrom Myanmar through Manipur and then further supplying this drug to Rajasthan& MP. This drug trafficking to Rajasthan and MP passes through Delhi. Thisinformation was further developed through human surveillance. It tookpainstaking efforts of 4 months to develop this information. During thisprocess, members of this cartel were identified and their activities were keptunder discreet surveillance.

Mr. Kushwah, further said, on December 16,  specificinformation was received by Inspr. Shiv Kumar that Abdul Rashid had collected abig consignment of heroin from Manipur. He will be going to Rajasthan via Delhiin his Ertiga car No. RJ06UA-9729 to supply the contraband to his contacts inRajasthan.He would be passing from Ambedkar Park, Sector 12, RK Puram, Delhibetween 11 PM to 12 midnight and would meet someone. Accordingly, a trap was laid near Ambedkar park,RK Puram. At 11:40 PM. One Ertigacar bearing No. RJ06UA-9729 coming from Hayathotel side stopped near Ambedkar Park.

There were 3 persons in the car. All three persons came out from the car andwaited for someone. Informer identified all of them as Abdul Rashid, ArbajMohammad and Mohd. Nazim. Abdul Rashid gave two bags i.e. one each to Arbaj andNazim from the car. After 5 minutes, all three were surrounded by the membersof team and they were overpowered.

Trio were searched and 15kgs heroin i.e. 5kgs from each was recovered. During search of Ertiga car 15kgs. heroin wasrecovered from the specially designed cavities beneath both the foot boards ofthe car. Thus total 30kgs heroin was seized at spot.Ertiga car has been foundregistered in name of Abdul Rashid. A case under the appropriate sections oflaw was registered at Police Station Special Cell.  

Modus-operandiand gist of interrogation of arrestees 

All the accused persons weresubjected to sustained interrogation wherein they disclosed that they aremembers of an International narcotic drug cartel. Accused persons disclosedthat the recovered consignment of heroin was procured by them from a person in Imphal, Manipur. They also revealed that said person is a notorious drug supplier of Imphal(Manipur). He used to get supply of heroin from Myanmar in containers loaded with betel nuts arriving in India. They have disclosed that they were indulgingin supply of heroin to Rajasthan, MP & UP from Manipur for the last 4 years.They have already supplied more than 200kgs heroin to their contacts in these statesin the last one year. 

Since last one year, it was beingnoticed that this is a new route for smuggling of heroin from Myanmar viaManipur to states of North India. Special Cell has kept surveillance on thisroute. Special Cell has busted 6 such modules operating from Manipur and hasrecovered more than 95kgs heroin in this year. Heroin brought from Myanmar iscomparatively cheap in cost but it is relatively of very good quality incomparison to the illicit heroin produced in the traditional opium cultivation areasof Bareilly, Badaun, Barabanki in UP, Mandsaurin MP and Jhalawar in Rajasthan. 

Police said, accused Abdul Rashid hails from a middle class family. He is a school dropout. Rashid workedas driverwith private transport carriers. He came in contact with one notorious drug supplier of Mandsaur through his friend around 4 years back. Subsequently,he developed his own network of getting the supply of heroin from a person ofManipur and he further supplied it in above mentioned states. He is the ownerof Ertiga car seized in this crime,  Mohd.Nazim hails from a poor family.His father is a truck driver. Nazim is student of final year B. Com. Nazim isalso working as a car driver. He came in contact with Abdul Rashid who luredhim to work as carrier of heroin for him. For the last 3 years he has beenworking with Rashid in drug trafficking. He gets Rs. 50,000/- per trip.  Third accused Arbaj Mohammad hails from a poorfamily. Arbaj is school dropout. Arbaj is also working as a car driver. He camein contact with Abdul Rashid who lured him to work as carrier of heroin forhim. For the last 3 years he has been working with Rashid in drug trafficking.He also gets Rs. 50,000/- per trip. 

Efforts are afoot to identity theforward and backward linkages of this narcotic drug network and to arrest themain suppliers and receivers of heroin.
