TWO INTERSTATE NARCOTICS DRUGS CARTELS BUSTED WITH RECOVERY OF 36 KG HEROIN , ARRESTED FIVE KEY PLAYERS

Teams of Northern Range, Special Cellled by Inspr.VivekanandPathak,Inspr. Kuldeep Singh and Insp. Puran Pant under thesupervision of ShriManoj Dixit, ACP, have busted two different Interstate drugcartels by arresting their 05 key members namely (1) Mohd. Sikandar, aged 30 years and (2) Mohd.Umar, aged 26 years both residentof SoraMayalLeikai, HayalLabuk, Thoubal, Manipurand; (3)Ankush (age-25years) r/o Mangolpuri, Delhi (4) Amit (age-34 years) r/o Sector-15, Rohini,Delhi and (5) Mukesh (age-32 years) r/o Phase-1, BudhVihar, Delhi.36 Kg. ofhigh grade heroin worth more than Rs. 144Crores in the international marketrecovered from their possession. Hyundai Xcent car, Esteem car and Duster carused in transporting these contrabands have been seized. Several mobilehandsets and several SIM cards used in the drug trafficking activities havealso been recovered from them.

Mr. Sanjeev Kumar Yadav, DCP, said, sleuths of Northern Range of Special Cell have assiduously been working upon to burst theinterstate narcotics drug cartels active in Delhi/NCR and adjoining areas of U.P.

The tirade received big success with the simultaneously bursting of twointerstate drug rackets by these team members.

A team led by Inspr.Puran Pant received a tip off regarding kingpin of an infamous drug cartelnamely Mamu of NawabGanj, Bareilly, UP.

This raw information was furtherdeveloped by SI Bijender Singh & SI Raj Singh with the help of other teammembers through technical as well as manual surveillance. After 05-06 months ofrelentless efforts, some of the key members/carriers of this cartel wereidentified,namely Mohd. Sikander&Mohd.Umar.The network involved the trans-borderprocurementand shipment of illegal drugs consignments from Myanmar, Afghanistan and other Middle-Eastcountries.These drugs were even supplied to overseas contacts of Mamu inwestern countries including USA.

On 08/03/2019, specificsecret information was received regarding supply of huge consignment of herointo one NasirMiyan, a Delhi based contact of Mamu.

The information furtherrevealed that, acting upon the directions of cartel kingpin Mamu, the carriersnamely Mohd. Sikander&Mohd. Umar, both resident of Manipur would comebetween 10.30 P.M to 11.30 P.M near light point, Prahladpurmor, Delhi by an SUVcar Duster Reg. No. DL-8CZ-8112 to supply the said consignment. Accordingly, araiding party was constituted, a trap was laid down at the rendezvous and sharpvigil was kept at the spot. At about 10.45 P.M, an SUV car Duster Reg. No.DL-8CZ-8112 came from Rithala metro road, sector-24, Rohini, and after turningtowards PrahladPur Village, the vehicle stopped on the road side. One personhaving one shoulder bag in his hand alighted from the driver side, who waslater identified as Mohd. Umar, whereas another person having another shoulderbag in his hand alighted from the other side, who was later identified as Mohd.Sikander. After waiting there for about 10 minutes, when nobody turned up, theystarted walking back towards their vehicle but both of them were apprehended bythe raiding party. After completion of legal formalities, the shoulder bags ofMohd. Umar &Mohd.Sikander were checked, from which two packets each (total4 packets) of contraband fine quality heroin weighing 5 Kg. each were recoveredrespectively. Further, upon their instance, the cavity created in the stepnykept in the dickey of the car was opened and two cloth packets containingcontraband heroin weighing 6 Kg. each were recovered. The same were found keptinside the tubeless tyre of the stepny after deflating them. In total, 32 Kg.of fine quality heroin was recovered.

A case under appropriatesections of law was registered at PS Special Cell. The spot interrogation ofMohd.Umar &Mohd.Sikander confirmed that the recovered heroin was deliveredto them by one Mukand at Guwahati (Assam) at the behest of one Mamu of Bareilly(U.P) and the same is to be delivered to some contacts of Mamu in Delhi. Boththe arrested accused persons were produced before the concerned court and PCremand of both was obtained from the court. Efforts are being made to apprehendthe racket kingpin Mamu and his source of drugs supply at Manipur. For the samea dedicated team is stationed near Bareilly, U.P with all possible means formaking all out efforts. 

SECOND OPERATION

Informationwas received that members of an interstate drug cartels used to bring highgrade heroin from suppliers hailing from Bareilly, U.P, who in-turn used tocollect raw material for preparation of heroin from porous Indo-Bangla border.This information was further developed through technical as well as manualsurveillance. It took about 3-4 months of painstaking efforts to furtherdevelop the crude information. During this period and process, members of thesecartels were identified and their activities were kept under discreetsurveillance.

Finally,on 13/03/2019, specific information was received that two key members of thisinterstate drug cartel, namely Ankush and Amit, would come in Hyundai Xcent CarNo. DL-1ZB-5851 near service road, in front of Veer Apartment, Rohini, Delhi to deliver consignment of heroin to one ofthe contacts of Mukesh and Ankush. Accordingly, a raiding party was constitutedand sharp vigil was maintained at the spot. Ankush and Amit were apprehendednear service road in front of Veer Apartment, Rohini, Delhi at about 07:15 A.Mon 13/03/2019. During search 04 kg. fine quality heroin was recovered fromtheir possession; 02 kg. from the possession of Ankush, while 2 kg. frombeneath the driver seat of their white Xcent car No. DL-1ZB-5851.

Pursuant to the disclosure statements made by arrested accused persons, immediately araiding police team was constituted and one more accused, Mukesh was furtherarrested from the area of HaiderPur, near Max hospital, Delhi and his MarutiEsteem car No. DL-2CAC-6936 was alsoseized from his possession.Mukesh is a notorious drug supplier of Delhi.Mukesh was previously involved in 5 cases of Excise Act.A case vide FIR No.40/2019, Dt. 13/03/2019, u/s 21 NDPS Act was registered at PS Special Cell.

 INTERROGATION OF ACCUSED PERSONS:

Mohd. Umaris known to Sikander since childhood as both resides in the same locality atManipur. Mohd.Sikanderlured Mohd. Umar of easy and hefty money and brought him inthis network.Mohd. Umar has been working as a driver as well as a cloth vendor.Sikander used to pay Rs. 50,000/- to 1,50,000/- per trip to him, depending uponthe drugs quantity and destination.

Mohd.Umar came in the contact of one Tasleem @ Mamu of Bareilly (U.P). Initially for5/6 occasions, both Mohd.Umar and Mohd.Sikandercollected very smallconsignments of heroin from one Mukund at Guwahati, Assam andsupplied it toMamu.

The said Mukundin-turn used to procure and transport the heroinconsignments from destination to Guwahati through trucks and other goodstransport vehicles at the risk of truck drivers/transporter concerned. Mukundusedto safely collect the drug consignments at some point near Guwahati and handover the same to them at some other points with high precautions.

As they wonMamu’sfaith, they were assigned the job of supplying heroin to the otherprospective local buyers/smugglers ofDelhi/NCR and U.P and; overseasbuyers/smugglers of Myanmar, USA, Afghanistan and other Middle-East countries, whoare confident contacts of Tasleem @ Mamu. For this purpose, Mohd. Umarhad purchaseda second hand Duster car no. DL-8CZ-8112 through OLX. Use of second-handvehicle also causes little monetary loss if situation warrants to abandon thevehicle. Having received thecontraband’s consignments from Guwahati, he alongwith Sikander used to proceed to the destination with the consignment concealedin the secret cavities of his second hand altered vehicle.

 On the other hand, the interrogation of three accused persons namely Ankush, Amit andMukeshrevealed that they used to receive supply of heroin from Sajid ofBareilly, U.P. Amit used to work as a carrier for them and translocate theconsignment of heroin for Ankush and Mukesh as per their directions. Mukesh andAnkush used to send Amit to get consignments of heroin from Bareilly, U.P. Amitused to travel in taxi number car to dodge the police. The accused persons wereinvolved in supplying heroin for last 03-04 years. Accused Ankush disclosedthat he used to work with Mukesh in partnership. After procuring supply ofheroin, they further supplied the same to their various contacts/receivers in Delhi& NCR.  

Accused  Mohd.Umar(age-26years) r/o SoraMayalLeikai, HayalLabuk, Thoubal , Manipur.,He studied up to 5th standard at aMadarsa in Manipur. He belongs to a poor family. He is a driver by occupation.Mohd.Sikandar, aged 30 years, r/oSoraMayalLeikai, HayalLabuk,Thoubal , Manipur.He studied up to 7thstandard at a Madarsa at Manipur. He belongs to a middle class family. He is adriver by occupation. Ankush(age-25 years) r/o Mangolpuri,Delhi.He is an undergraduate. He belongsto a middle class family. Mukesh had lured him to work as partner and told himabout easy money in supplying heroin.Mukesh(age-32 years) r/o Phase-1,BudhVihar, Delhi. He is a resident of BuddhVihar,Delhi. He received only primary education. Due to poor financial condition of hisfamily, he fell in bad company and dropped out of school. He started supplyingliquor in the area of MangolPuri and BuddhVihar, Delhi. He was previouslyinvolved in 5 cases of Excise act. While lodged in jail,he came in contact withdrugs suppliers. After coming out from prison, he started supplying drugs inthe areas of MangolPuri and BuddhVihar, Delhi. Mukesh lured Ankush to work withhim supplying drugs.Amit(age-34 years) r/o Sector-15, Rohini, DelhiHeis a resident of Rohini, Delhi. He also received only primary education. He isa driver by profession. Ankush lured him to work with him in drug supplying. Hestarted working as carrier for Ankush and Mukesh and travelled to Bareilly 8-9times to bring their consignments of heroin.Further investigation is in process.
