DELHI POLICE BUSTED INTERSTATE NARCOTIC DRUG CARTEL, KING PIN AMONG FOUR ARRESTED WITH HEROIN WORTH 200 CRORES

Delhi Police reported to have busted interstate drug cartel and recovered 50 kg. contraband heroin worth over Rs., 200 crores in international market.

Mr. Sanjiv Kumar Yadav, DCP, Special Cell, said,  team of SpecialCell/Northern Range, led by Inspr. Vivekanand Pathak and Inspr.Kuldeep Singhunder the supervision of Shri Manoj Dixit, ACP has busted an Inter-state drugcartel by arresting its four key members namely Mohd. Sufiyan (age-31years) R/o Village & PO BibiyapurGhat, PS Kothi, Distt.Barabanki, U.P and  Mohd. Ismail (age-49 years) R/oVillage Budwal, PO-Ganhari, PS LoniKatra, Haidergarh, Distt.Barabanki, U.P , ManojKumar Das (age-50 years) R/o Ward No. 12, Nipania Phulwaria, Anchal Taghra, PSPhulwaia, Barauni, Begusarai, Bihar and Hasim @ Neta (age-30 years) R/oVillage Sidhor, PS Ashandra, Distt. Barabanki, U.P,also R/o PS Kamrouli,Distt.Amethi, U.P.

DCP further said, 50 Kg. of high-grade heroin worth more than Rs. 200 crores in international market have been recovered from their possession. Two cars used in transporting the contrabands alongwith several mobile handsets and severalSIM cards used in drug trafficking activities have also been recovered from them.

So far, Special Cell sleuths have busted 14 such narcotic syndicates with the arrest of their 43 active members including their Kingpins. Total 177 Kg. Heroin has been recovered so far apart from other recovered contrabands i.e. Charas (Hashish), Tramadol tablets& powder,Ketamine injections, methaqualone powderetc worth billion of rupees in international market.

DCP further said, Special Cell in its continuous crusade against drug suppliers had busted several narcotic drug cartels in this year. So far, Special Cell sleuths have busted 14 such narcotic syndicates with the arrest of their 43 active members including their Kingpins. Total 177 Kg. Heroin has been recovered so far apart from other recovered contrabands i.e. Charas (Hashish), Tramadol tablets& powder,Ketamine injections, methaqualone powderetc worth billion of rupees in international market.

DCP said, sleuths of Special Cell of Northern Range were working on information that an interstate narcotic drug cartel is active in states of Manipur, U.P, Delhi,Bihar etc. Members of this cartel are involved in supplyinghigh grade heroin inareas of Delhi/NCR, U.P,Bihar etc. Members of this cartel used to bring highgrade heroin from suppliers of Manipur who actually collects the raw material fromhilly areas around international border of Manipur and Myanmar, to finally preparethe fine quality heroin. This information was further developed throughtechnical as well as manual surveillance. It took about 4/5 months of painstakingefforts to ripen the said information. During this process, members of thiscartel were identified and their activities were kept under discreetsurveillance.

The recent activities of these cartels through Golden Triangle area (Lhasa, Thailand and Burma) via North-Eastern states of India have marked its significance on thedrug map of the Indian subcontinent. On April 4, acting upon a tip-off received by SI Praveen Rathi of Special Cell/NR, that twokey members of an interstate narcotic cartel namely Mohd. Sufiyan and Mohd.Ismail would come to supply huge consignment of drugs to one of their Delhi based contact in their Swift Dzire car a raiding party was constituted and sharp vigil was maintained. Consequently, Mohd.Sufiyan and Mohd. Ismail wereapprehended from behind Burari Authority, service road towards Burari to GolfCourse Nala at about 01:45 PM on 04/04/2019. 50 kg.offine quality heroin wasrecovered from their possession (11 kg. from accused Mohd. Sufiyan, 14 kg.fromMohd.Ismail and 25 kg.from their white Swift Car). Mobile handsets and SIM cardsused in drug trafficking have also been seized. 

A case under appropriate sections of law wasregistered at PS Special Cell. The spot interrogation of both the accusedpersons confirmed that the recovered heroin was delivered to them by one Kabir,aresident of Manipur,upon the directions of Manoj,resident of Barauni, Bihar. 

Pursuantto their disclosure statements, a team of Special Cell, NR was sent to to Barauni,Bihar on 05/04/2019 and main source of supply of this cartel namely Manoj Kumar Das was arrested from Patna, Baktiyaar Pur Road, near Diler Ganj Toll Plaza,Biharwhile he was driving his white Creta car. The creta car and mobile handsetwith SIM card of accused used in drug trafficking has been seized in this case. 

Further,on 06/04/2019, pursuant to the disclosure statements of arrested accused persons and on receipt of another secret information, a team of Special Cell/NRarrested fourth key member of this narcotic drug cartel namely Hasim @ Neta R/oJ.J Colony, Bawana, Delhi, when he came to meet one of his Delhi based contact from Barabanki, U.P. 

INTERROGATION OF ACCUSED PERSONS 

Mohd.Ismail and Mohd.Sufiyandisclosed that they have been indulged in trafficking of narcotic drugs uponbeing lured by Manoj of Barauni, Bihar for last about 4-5 years. They also disclosed that they used to work as carrier for Manoj and received supply ofheroin from Kabir as per his direction. They used to travel in their car uptohilly areas of Manipur and Assam especially Imphal to procure heroin from Kabiron the directions of Manoj. Mohd. Ismail further disclosed that Manoj used tocommunicate with Kabir and direct him to receive supply of heroin from Kabir atvarious places in Manipur. To avoid to being detected by law enforcementagencies he used to hide the packets of heroin in secret cavities designedinside the car. They had already brought such consignment of huge quantity ofheroin for Manoj on 4-5 occasions. Both further disclosed that they also usedto supply heroin to contacts of Manoj namely Hasim @ Neta in Amethi, U.P andother contacts in Delhi & NCR and Bihar as per his direction. They madesecret cavities inside the dikki and in front cabin area of their Maruti Swiftcar to hide the heroin packets to dodge the law enforcement agencies. 

Accused Manoj disclosed that he is the kingpin of said syndicate and indulged in drug supplying for last 8-10 years. He used toreceive supply of heroin through his carriers Mohd. Sufiyan and Mohd.Ismail,from one Kabir, resident of Manipur. As Govt. authorities have stopped issuinglicense for cultivation of opium to the farmers, hence drug traffickers likehim turned to North-Eastern states to get the supply of drugs/Narcotics. 

Accused Hasim @ Neta disclosed that he used to receive supply of heroin from Manoj and further supply the same to various persons in U.P and Delhi/NCR areas. In 2012,he has been convicted in an NDPS Act case of PSJaitpur for possessing 450 gm. Morphine. 

PROFILE OF ACCUSEDPERSONS 

Mohd.Ismail is a resident of Barabanki, U.P. He only received basic education. Manoj lured him to work with him in this business andto earn huge profit in short period. He started working as carrier for Manoj and travelled to Manipur4-5 times to bring consignment of heroin. He was previouslyinvolved in one case of NDPS Act which is pending trial at Barabanki. 

Mohd.Sufiyanis also a resident of Barabanki, U.P. He got education up to Middle school. He isa school dropped out. Mohd.Sufiyan along with Mohd. Ismail started getting supplyof heroin from drug suppliers of Assam and Manipur on the directions of Manoj. 

Manoj Kumar Das is a resident of Barauni,Bihar. He got education up to 9th class. He is the key member/sourceof supply of this syndicate. Manoj used to procure heroin from one Kabirresident of Manipur. 

Hasim @ Netais resident of Bara Banki, U.P. He is illiterate and runs a bakery shop in thearea of Bara Banki. He used to deliver consignment of heroin in the areas of U.P,Delhi and Bihar. He was previously involved in the one case of NDPS Act andcase is pending trial at Barabanki. Further investigation isin process.
