WHY FREE OR SUBSIDIZED POWER TO BE GIVEN ON AGRICULTURAL PUMP SETS TO RICH FARMERS? ASK CHIEF JUSTICE

“Why free or subsidized power be given on agricultural pump sets to rich farmers?” asks Chief Justice of Punjab and Haryana High Court.

Two PILs filed by advocate Hari Chand, seeking exclusions of rich and affluent farmers from the scheme for total subsidy for agricultural pump sets (or free power, in other words) against States of Punjab and Haryana came up for resumed hearing when the Chief Justice, speaking for the Bench, asked the Law Officers of the Punjab and Haryana Governments “Why free power be given to be given on agricultural pump sets to rich persons ?”

CJ’s Bench did not feel convinced with the argument that rich consumers are being asked to voluntarily give up subsidy, the Chief Justice quipped “Subsidy should be for the needy and not for rich and affluent farmers.” And referring to appalling figure of Rs. seven thousand crore approximately of total subsidy amount, the Chief Justice further observed that “The burden of such subsidy falls on all the tax payers”.

Faced with the observations of the Bench, the law officers of both the States sought adjournment to reconsider the entire issue of power of subsidy to rich farmers, and thereafter to file an appropriate affidavit in the matter. The PILs have been adjourned to 6.8.2019.
