Haryana Chief Electoral Officer, Mr Rajeev Ranjan said that for the first time, the provision of the audit of five VVPAT machines has been made in the counting of votes for Lok Sabha elections. For this, transparent and safe VVPAT counting booth has been set up at each polling station. He said that the agents of candidates could clearly watch the counting process of voter slips in the booth.

Mr Ranjan gave this information after inspecting the counting centres set up at Sector-14 in Panchkula and at Sector-1. On the occasion, Joint Chief Electoral Officer, Dr Inder Jeet was also present.

Mr Ranjan said that on May 23, the counting of votes would commence from 8 am and 14 tables have been installed at each counting centre. He said that in order to keep vigil on the entire process of counting of votes, one Observer has also been deputed at each counting centre by the Election Commission. He said that this time, counting of votes would be more time consuming due to counting of voter slips of five VVPAT.

He discussed in detail about all the aspects related to staff deputed on both the counting station, security of EVMs and security arrangements for counting and also issued necessary guidelines to the officers. He expressed satisfaction over the arrangements made by the District Administration. 


Joint Chief Electoral Officer, Haryana Dr Inder Jeet said that it is for the first time when soft copy of postal ballot has been sent to the service voters of the State through electronic means. There are about 1,05,859 service voters in the State.

Dr Inder Jeet said that the Commission has developed Electronically Transmitted Postal Ballot System (ETPBS) for the convenient of service voters.

He said that the postal ballot received from the service voters by 7:59 a.m. on May 23, 2019 would be included in the counting process. The service voters could send their postal ballot through speed post, the expenditure of which would be borne by the Commission, he added. He said that outer and inner envelop and declaration has the QR code which would be scanned and necessary validity checks would be performed. The counting of postal ballots of service voters would be done by RO at Parliamentary Constituency level, he further added.
