  Senior leader of the Aam Aadmi Party (AAP) and Leader of Opposition (LoP), Harpal Singh Cheema, has demanded the resignation of Punjab Industries Minister, Sham Sundar Arora, for shoddy probe into the Rs 1500-crore industrial plot allotment scam in Punjab Small Industries and Exports Corporation (PSIEC) which is under the Ministry of Industry and Commerce.

Cheema also sought dismissal of the top-ranking and other officials of the PSIEC named in the investigation report and bringing the three-member committee of IAS officers, headed by Rahul Bhandari, for giving clean chit to the accused officers whose names had figured in vigilance investigation report, under the purview of the CBI, saying if the government failed to hand over the investigation to CBI by October 10, AAP would knock the doors of the court, Cheema warned the government.

Reiterating his party’s demand for a time-bound probe into the Rs 1,500-crore scam by CBI under the watch of a sitting High Court judge, Cheema said that properties all the accused officials of the PSIEC and their relatives / family members be attached sooner than later. Cheema also demanded that the entry of all the accused, including the chief architect of the scam, SP Singh, and others be immediately banned to the PSIEC headquarters and they be put under suspension or sent on long leave till the CBI inquiry was completed, saying that they may continue to operate and tamper with the office records vital to the investigations into the scam.

Cheema released the closure report submitted by the 3-member committee headed by Rahul Bhandari to the media at the party headquarters here on Wednesday in the presence of Party MLA Kulwant Singh Pandori, Core Committee Members Sukhwinder Sukhi, Manjit Singh Sidhu, halqa Baba Bakala President, Dalbir Singh Tong, Legal Wing President (Sangrur), Tepinder Singh Sohi, among others.

Harpal Singh Cheema alleged that the possible role of a close aide of Chief Minister Capt Amarinder Singh in scuttling the vigilance report cannot be ruled out, saying had the central investing agency been allowed to prove the multi-crore scam in a free and fair manner, the heat would have reached some top bureaucrats and Chief Minister's advisors as well.

 The AAP leader further said that in the investigation report submitted to the government by the Vigilance Bureau had named PSIEC Chief General Manager, SP Singh, General Manager (Planning) Jaswinder Singh Randhawa, Estate Officer, Amarjit Singh Kahlon, Senior Assistant, Vijay Gupta, consultant Darshan Garg, and SDO Sabtej Singh and dozens other members of their families. He said that on January 30, 2019, the Joint Director of Vigilance Bureau had sought the government’s go ahead to file a case against those officials named in the report under the relevant sections, which was not granted, saying the government instead set up a parallel dummy three-member committee of IAS officers headed by Rahul Bhandari to investigate the report submitted by the vigilance bureau.

Cheema said the said committee gave clean chit to the main architect of the scam, SP Singh and others, while only Jaswinder Singh Randhawa and Swatej Singh were charge-sheeted in the case, alleging the committee led by Rahul Bhandari had indulged in a complete cover up exercise to downplay the scam and that the charge-sheeting of Randhawa and Swatej Singh in its closure report was nothing but a mere eye wash.

Cheema accused the government of its inept handling of the multi-crore scam, questioning as to why weren’t those named in the investigation report put under suspension or sent on long leave to allow free and fair investigations. He demanded that Industry Minister Sham Sundar Arora should clarify the government’s loco-standi on the issue.
