FULL COURT REFERENCE HELD IN HP HIGH COURT TO WELCOME NEW CHIEF JUSTICE LINGAPPANARAYANA SWAMY

A Full Court reference was held today in the High Court of Himachal Pradesh to welcome the new Chief Justice, Shri Lingappa Narayana Swamy. He had been sworn-in as the 25th Chief Justice of High Court of Himachal Pradesh this month..

The proceedings of the reference were conducted by the Registrar General Virender Singh.

Justice Dharam Chand Chaudhary congratulated and welcomed Justice L.Narayana Swamy on his first day in the Court and said that Justice Narayana Swamy has been impartial and fearless while delivering judgments in the Court and he has a rich and varied experience as Judge. He further said that with Justice Narayana Swamy’s firm determination, dynamic farsightedness, great administrative capability, vast and varied experience, the State Judiciary will be adorned to much greater heights and achievements with abiding and unshakable faith of common man in the process of justice.

  Speaking on the occasion, Justice L. Narayana Swamy said that he is feeling extremely happy and privileged on assuming the charge as the 25th Chief Justice in the “Dev Bhoomi”, State of Himachal Pradesh, as honest, simple and God fearing people reside here. He said that Judiciary plays a vital role in the country as well as the States in imparting justice to the people and safeguarding their rights and thus to preserve the rule of law and the democratic basis of our polity under the Constitution of India, the Judiciary must be strengthened and streamlined right from the lower level. He assured that keeping in mind the aforesaid fact and also the pendency of cases in the High Court as well as lower judiciary in the State, he will make all efforts for strengthening and streamlining the judicial system.

He further said that he expects full co-operation and co-ordination from the Bar and employees, while discharging his duties, so that the people who come to the Court for justice go out of the Court with a satisfaction and feeling that justice has been done. He thanked all present on the occasion, for such a warm welcome.

The Advocate General Shri Ashok Sharma, the Chairman of the Bar Council of H.P. Sh. Ramakant Sharma, President of H.P. High Court Bar Association Sh. N.S. Chandel and Addl. Solicitor General of India Sh. Rajesh Sharma also spoke on the occasion.

Born on 01-07-1959, Justice Narayana Swamy was enrolled as an Advocate during the year 1987 and practised in the High Court of Karnataka in Constitutional matters, Service Matters, Land Reforms, Land Revenue matters and PIL. He worked as High Court Government Pleader from 1995 to 1999 and was appointed as an Additional Judge of the High Court of Karnataka on 04-07-2007, permanent Judge on 17-04-2009 and as the Acting Chief Justice from 17.01.2019 to 09.05.2019. He assumed the charge of the office as Chief Justice of Himachal Pradesh High Court on 06.10.2019.

Hon’ble Mr. Justice Tarlok Singh Chauhan, Hon'ble Mr. Justice Sureshwar Thakur, Hon’ble Mr. Justice Vivek Singh Thakur, Hon’ble Mr. Justice Ajay Mohan Goel, Hon’ble Mr. Justice Sandeep Sharma, Hon'ble Mr. Justice Chander Bhusan Barowalia, Hon’ble Mr. Justice Anoop Chitkara and Hon’ble Ms. Justice Jyotsna Rewal Dua were also present on this occasion.

Former judges of High Court of Himachal Pradesh, Justice Kuldip Singh, Justice D.D. Sud and Justice V.K. Sharma were present on the occasion, besides Justice P.S. Rana, President, HP State Consumer Disputes Redressal Commission. Registrars of the H.P. High Court, Members of Bar Association, officers and Officials of High Court Registry were also present on the occasion.
