HARYANA GOVT. TO GET SHARE OF SURPLUS WATER OF RAVI BIAS THROUGH SYL, SAYS GOVERNOR

Haryana Governor, Mr. Satyadeo Narain Arya said that the present State Government will leave no stone unturned to bring to Haryana our legitimate share of surplus Ravi Beas waters through the Satluj Yamuna Link (SYL) canal at the earliest.Mr Satyadeo Narain Arya said this while delivering his address on the second day of the 14th Haryana Vidhan Sabha session here today.

He said that the State Government would also vigorously pursue the case before the Apex Court so that Hansi-Butana multi-purpose link channel becomes operational soon. Expeditious construction of three large upstream storage dams at Renuka, Kishau and Lakhwar Vyasi on river Yamuna and its tributaries would be the foremost priority of my Government. He said that construction of 12 storage dams in lower Shivalik Hills would also be taken up by the State Government after getting the Inter-State clearances.

RECRUITMENT PROCESS IN THE STATE WILL BE MADE TIME BOUND

While continuing with the transparent recruitment policy of the Haryana Government, the recruitment process in the State will be made time bound. Besides, free coaching will be provided to the students of low income group families for appearing in various competitive exams.  He said that the State Government is conscious of its responsibility to create adequate employment opportunities for the youth and to invest in their education, skilling and employability. He said that transparent, fair and merit based selections in recruitment for government jobs have created a very positive milestone in the state.

 The Governor said that with a view to augment water supply, re-use of treated waste water from the Sewerage Treatment Plants would be taken up in a phased manner. He said that the State Government aims at focusing on water conservation measures as part of Jal Shakti Abhiyan both in rural and urban areas. Under the aegis of Haryana Pond and Waste Water Management Authority, emphasis would be laid on deepening and revival of ponds. Apart from this, efforts would be made to expedite the construction of roof top water harvesting structures and soak pits for ground water recharging, he added.

HARYANA GOVT. COMMITTED TO DOUBLE INCOME OF FARMERS BY YEAR 2022: Haryana Governor, Mr Satyadeo Narain Arya said that the State Government is committed to double the income of farmers by the year 2022. Promotion of agriculture and welfare of the farming community will be one of the major thrust areas of the State Government, he added.While reiterating the commitment of the State Government to follow Prime Minister Mr, Narendra Modi’s principle of Sabka Saath Sabka Vikas in its pursuit of prosperity for all, he said that the newly formed Government is committed to double the income of farmers by the year 2022.

He said that as the hard working farmers of Haryana gear up for the sowing of Rabi crops, the State Government has made arrangements for adequate quantities of all inputs including quality seeds and fertilizers. He urged the house to support and replicate the efforts of the State Government in urging the farmers to adhere to the recommended time schedule of agronomic practices. He said that sowing of wheat should be completed before November 15, as the productivity of wheat sown begins to fall down every day thereafter.

Governor urged the newly elected member of the Legislative Assembly to encourage the farmers in their constituencies to avail the benefits of three one-time settlement schemes before November, 30, 2019.He said that at present, three one-time settlement schemes are being run by the State Government to help the farmers, who had defaulted on loan repayments. So far about 75,000 farmers have availed the benefits of complete interest and penal interest waiver amounting to Rs 220 crore. Further, such farmers have also become eligible for crop and other loans from the Cooperative Banks and Societies.

He further said that under the Pradhan Mantri Fasal Bima Yojna, in Rabi 2018-2019, Rs. 1998 crore of claims have been settled against farmers’ share of premium payment amounting to Rs. 646 crore. Similarly, Under the Pardhan Mantri Kisan Samman Nidhi Yojna, over 14 lakh farmers are getting the benefit of financial assistance of Rs. 6,000 per annum and over 3.9 lakh of farmers are registered under Pardhan Mantri Maan Dhan Yojna and in which a pension of Rs. 3,000 per month is provided after attaining the age of 60 years.

With a view to encourage the livestock owners to rear the good quality animals and to generate awareness about the modern animal husbandry practices and dairy equipments, the State Government will organize district wise livestock shows in the State.

He said that Haryana is unique in the country to give remunerative prices for the crops. The State Government machinery actively purchases not only wheat and paddy but also other crops such as Mustard Seed, Sunflower Seed, Bajra, Moong, Maize, at Minimum Support Prices. Apart from this, the Bhavantar Bharpai Yojna covers also the crops of potato, tomato, cauliflower and onion.

The Governor said that the State Government also intends to continue with these efforts and also to include guava, carrot and peas within the ambit of the latter. He said that the Government will set up commodity specific markets like a modern apple market at Pinjore, flower market at Gurugram and spices market at Sonipat and accelerate the development on the International Horticulture Mandi at Gannaur.

With a view to further harness Information Technology to provide comprehensive revenue records of Jamabandi, Mutations and Khasra Girdavari in a user friendly manner, the Haryana Government will take up a comprehensive GIS mapping.He said that the GIS Mapping will be done in collaboration with Survey of India, thereby enabling holistic planning, accurate demarcation of land and detection of land use changes.

He said that the digitization of age old Revenue Records and modernization of Revenue Record Rooms will be completed in a time bound manner. Apart from this the Government will also work on developing a state of art One Map Haryana that will continuously update various citizen centric spatial information and services, he added.

ALL RAILWAY CROSSINGS WILL BE PROVIDIED ROBs/RUBs BY YEAR 2020: In order to reduce accidents on railway crossings, all railway crossings in Haryana will be eliminated by providing ROBs/RUBs by the year 2020. Besides this, the road network in every constituency of the State will also be improved in an equal and unbiased manner.

Mr. Arya said that the railway Stations in the State will be improved in collaboration with Indian Railway Station Development Corporation Ltd. Apart from this, the construction of Haryana Orbital Rail Corridor will be expedited.
He said that in order to prevent road traffic congestion, more elevated railway line projects in city areas would be taken up. The Metro network in the National Capital Region will be further expanded. Air connectivity from Hisar Airport to other prominent cities in the country will be increased. Besides, it would also be ensured that all Government buildings and public infrastructure is accessible for persons with disabilities, he added.

The Governor said that the State Government would also ensure that Job fairs are organized regularly in every district to enhance recruitment of Haryana youth in private sector jobs also. The State Government now aims at training more than 2 lakh youth and to provide them industry relevant skills to make them employment ready besides strengthening the Start-Up Ecosystem for encouraging innovative ideas and generation of employment, he added.

NEW KHEL NURSERIES WOULD BE OPENED

Haryana Governor Mr Satyadeo Narain Arya said that to ensure proper facilities to nurture the budding sportspersons, adequate number of new Khel Nurseries would be opened in the State.

He said that the State Government is providing jobs and cash awards to the outstanding sports persons of the State in a transparent manner. He said that it is the matter of proud that Haryana’s Sports persons bring so many laurels to the nation in various international sports competitions. Out of a total of 66 medals won by India in Commonwealth Games-2018, 22 medals were won by sportspersons of Haryana. Similarly, in the Asian Games 2018, the sportspersons of the State won 17 medals out of a total of 69.

FREE EDUCATION TO THE STUDENTS OF FROM 1ST TO 12TH ON LINES OF  RIGHT TO EDUCATION ACT 

The Governor said that the development of the unique Sports University being established in Rai would also be accelerated. Keeping in view the recommendations of Draft National Education Policy 2019, the Haryana Government will impart free education to the students of classes from 1st to 12th on the lines of the Right to Education Act 2009. Apart from this, modern infrastructure will be provided in every government school including solar panels, smart class rooms, modern dual desks and English, Science, Mathematics and computer labs will be established in Government High and Senior Secondary Schools.

The Governor said that the State Government is committed to introduce basic reforms in education system in order to improve quality of education, learning level of the school students and their exposure to vocational courses. Besides, the Government would continue its efforts in providing basic infrastructure for e-learning and academic monitoring. The career counselling for students from 8th class onwards would also be provided, he added.He said that the promotion of menstrual hygiene among the girl students of classes from 6th to 12th would be ensured by providing a packet of 6 sanitary pads every month. Also, the girl students residing more than 2 Kilometers away from their schools will continue to be provided free transportation.

HEALTH FOR ALL

Mr Satyadeo Narain Arya said that for achieving the vision of Health for All, high standard medical facilities would be provided to all families whose annual income is less than Rs. 1.8 lakh and whose agricultural land is less than 5 acres. He said that however, similar facilities would be offered to the families with higher income on payment basis.
The Governor said that the present State Government is committed to increase the health expenditure as per National Health Policy, 2017 and also to operationalize another 2,000 Health and Wellness Centres in the coming years. The number of Jan Aushadhi Kendra and diagnostic laboratories would also be increased, he added.

Mr Arya said that to address the issues of malnutrition including Vitamin B12 and folate deficiency, fortified atta would be widely distributed. He said that the State Government would endeavour to expedite the establishment of National Institute of Ayurveda being established at Panchkula with a 250 bedded hospital at an estimated amount of Rs. 270 crore. Apart from this, the State Government would strengthen the newly set up Yog Council and ensure enhanced awareness, practice and adoption of yoga among the people of Haryana through its efforts.

SAFETY OF WOMEN :FOUR DEDICATED FAST TRACK COURTS AND 12 SPECIAL FAST TRACK COURTS

Haryana Governor, Mr Satyadeo Narain Arya said that with the aim of ensuring safety of women in Haryana, four dedicated Fast Track Courts and 12 Special Fast Track Courts will be set up in the State to expedite trial of cases relating to crime against women and of sexual offences against children respectively. The Government would soon unveil a comprehensive Action Plan to tackle sexual and gender based violence, he added.
Mr Satyadeo Narain Arya was delivering his address on the second day of the 14th Haryana Vidhan Sabha session here today.

Mr. Arya said that the State Government is committed to ensure gender equality and empowerment of women and girls. The efforts of the State in implementing Beti Bachao Beti Padhao have been duly recognized by Government of India. He said the Safety of women would continue to be the priority of the State Government and for this free self defense training would be organized in schools. Apart from this, the number of women police personnel shall be increased. Also, CCTV cameras would be installed in sensitive public places to check crime against women, he added.

He said that State Government would strongly focus on further improving the status of women so that they may live with dignity and contribute as equal partners in the development process in an environment free from violence and discrimination.

REGIONAL FORENSIC SCIENCE LABORATORIES AT HISAR AND PANCHKULA.

Reiterating the Commitment of the present State Government to make all efforts to maintain peace and provide security to the people of Haryana, the Haryana Governor, Mr Satyadeo Narain Arya said that an integrated emergency response system with centralized control room using latest IT Technology and GPS would be set up. The system would provide all emergency services related to hospital, police assistance, fire services etc. immediately upon a single call by any person in the state.

He said that the Forensic Science Laboratories would be strengthened through infusion of new technology and establishment of Mobile Forensic Units and regional forensic science laboratories at Hisar and Panchkula.
