HARYANA TO CELEBERATE 2020 AS SUSHASHAN SANKALP VARSH: GOVERNOR ARYA IN HIS ADRESS

Haryana Governor Mr. Satyadeo Narain Arya said that his Government has decided to celebrate the year 2020 as Sushashan Sankalp Varsh. Under this, focus would be given on launching several new good governance initiatives and on improving service delivery to citizens by every Department and across the state throughout the year, he added.

Mr. Satyadeo Narain Arya said this while delivering his address on the first day of Budget Session of Haryana Vidhan Sabha which commenced here today.

The Governor said, “I believe that increase in the Ease of Obtaining Government Services by using technology and streamlining processes will help to improve ‘Ease of Living’ as well.” He said that on the occasion of the next ‘Good Governance Day’ on December 25, 2020, the State Government would submit its report card on such initiatives and reward officers, employees and Departments that would have performed exemplary work.

He said that the present State Government aims at providing an effective, responsive, transparent and clean administration. The Government believes in the principles of ‘Sabka Sath Sabka Vikas’ and ‘Haryana Ek, Haryanavi Ek’ and is deeply committed to ensuring that every section of society gets equal opportunities for growth and that fruits of development reach every area and region.

HARYANA HONORED KRISHI KARMAN AWARD 

Haryana Governor Mr. Satyadeo Narain Arya said that Haryana has been honoured with a Commendation Award (Krishi Karman Award) for enhanced promotion and production of oilseeds. The award was presented by Prime Minister Mr Narendra Modi on January 2, 2020.

Mr. Satyadeo Narain Arya who was delivering his address on the first day of Budget Session of Haryana Vidhan Sabha here today said that his Government has with a renewed mandate been working on all fronts.

He said that a record procurement of 6.19 lakh metric tonnes mustard was done during marketing season 2019-20. Besides 13,156 metric tonnes of sunflower was also procured. The entire payment at Minimum Support Prices for these crops was made directly into the accounts of the farmers.

The Governor said that to ensure complete transparency in procurement, all efforts are being made to procure maximum quantity of crops through Farmer Registration Portal - Meri Fasal Mera Byora which utilizes four parameters, namely self-entry by farmers, e-Girdawari, verification by agriculture extension officers and authentication through satellite imagery. More than 6.40 lakh farmers have been registered in this mode for the ongoing Rabi season so far.

He said that during the current financial year, 93.60 lakh metric tonne of wheat was procured at Minimum Support Price and an amount of Rs 17,222.40 crore was paid to the farmers for it. During the Kharif marketing season 2019-20, 64.69 lakh metric tonne of paddy amounting to Rs 11,870.62 crore was procured at Minimum Support Price of Rs 1,835 per quintal. He said that the State Government is committed to ensure that the farmers of major Horticulture crops get remunerative prices. Bhavantar Bharpai Yojana (BBY), insulates such farmers if market prices remain low. Twelve new vegetables namely, carrot, peas, brinjal, capsicum, lady finger, chilli, bottle gourd, bitter gourd, turmeric, cabbage, radish, garlic and 3 fruit crops namely guava, mango and kinnow have recently been included under this Scheme.

Mr Arya said that the State Government is establishing Integrated Pack Houses for farmers for grading, sorting, packing, branding, value addition, storage and refrigerated transport of fruit and vegetables and is providing direct access to market by eliminating intermediaries. We have established three such Pack Houses with a cost of Rs 14.36 crore and additional 52 such projects in various horticulture crop clusters with a cost of Rs 181.72 crore would be established in the year 2020, he added.

He said that his Government is also promoting Farmer Producer Organizations (FPOs) for collective input management, produce aggregation, management of their agri-business activities to increase their income. So far, 409 FPOs have been formed in various blocks in the State and it has been planned to increase the number to 1,000 by 2022. He said that to promote judicious use of fertilizers, about 81.69 lakh soil health cards have been issued to the farmers. The Government aims to establish a soil testing laboratory in 111 Agriculture Market Committee Mandis and sub yards during this year. Apart from this, Block level soil fertility maps would be prepared on the basis of these test results. Haryana State Agricultural Marketing Board would also develop a Masala Market in Sersa Village, an Apple Market in Pinjore and a Flower Market in Gurugram, he maintained.

Mr Arya said that in the interest of environmental protection, an extensive campaign was undertaken for the management of crop residue. About 1,672 Custom Hiring Centres have been established by providing 80 per cent subsidy for machines. About 5,228 individual farmers have been given 50 per cent subsidy for in-situ crop residue management. Efforts have also been made to ensure marketing tie-up for ex-situ management.

He said that farmers of the State are being advanced crop loans without any interest if they repay the principal on time. Interest relief of Rs 127.88 crore was provided to around 5 lakh farmers on this account during the year 2018-19. He said that in a major relief to those farmers who could not repay their dues and had become defaulters of Primary Agricultural Cooperative Societies (PACS) and District Central Cooperative Banks (DCCBs), One Time Settlement (OTS) Scheme was started on September 1, 2019. Under the scheme out of about 8.50 lakh defaulter members of PACS, about 4.14 lakh members have availed the interest benefit amounting to Rs 858.77 crore upto January 31, 2020. Similarly in DCCBs out of 31,749 defaulter loanees, 7634 have availed the interest benefit amounting to about Rs 497.40 crore upto January 31, 2020. Similarly, under the ‘Recovery Linked Incentive Scheme’ of State Cooperative Agriculture and Rural Development Bank, 10,564 loanee who were hitherto defaulting have availed the benefits of Rs 83.08 crore from September 1, 2019 to January 31, 2020.

GOVT. TO COMPLETE DIGITIZATION OF LAND RECORDS

Haryana Governor Mr. Satyadeo Narain Arya said that the vision of the present State Government is complete digitization of the land records so that owners could access details of their properties and their land records online any time. For this, an Integrated Haryana Land Records Information System (Web-HALRIS) has been developed. It has been rolled out in 102 Tehsils/Sub-Tehsils and the whole state would be covered by June 30, 2020, he added.

He said that the State Governemnt would continue to undertake e-Girdawari first conducted during Kharif-2019 to ensure accuracy of data related to crops sown and to provide fair compensation in case of damage due to natural calamities. He said that the State has also undertaken a prestigious project of large scale GIS mapping of entire rural, urban and Abadi Deh areas in collaboration with the Survey of India. A pilot project towards making villages ‘Lal Dora free’ was launched for Sirsi Village of Karnal district on December 25, 2019. Under this, registered deeds of all land and properties situated within Lal Dora have been distributed to their respective owners.

He said that mapping of complete districts of Sonipat, Karnal and Jind alongwith 75 villages of 15 districts have now been taken up. He said that Modern Revenue Record Rooms project has been established in 7 districts namely, Karnal, Palwal, Rewari, Panchkula, Yamunanagar, Faridabad and Gurugram. The remaining districts would be covered during this year, he added.

Chandigarh February 20: Haryana Governor Mr. Satyadeo Narain Arya said that the State Government is committed to provide quality veterinary health services for the livestock population of the State. 2.20 lakh animals have been insured so far.

Mr. Satyadeo Narain Arya was delivering his address on the first day of Budget Session of Haryana Vidhan Sabha which commenced here today.

Mr Arya said that National Artificial Insemination Programme has been launched since September 1, 2019. He said that the State Government is working towards making the State free of Foot and Mouth disease among cattle and buffaloes by using a combined vaccine.

He said that the total annual milk production of the State for the year 2018-19 has reached 107.26 lakh tonnes with per capita per day availability of milk rising to 1,085 grams. He said that the State has maintained the second highest position in the country in this regard. Pashu Kisan Credit Cards would be provided to the livestock owners for facilitating their scale of finance and future development of the sector, he added. 

‘ATAL BHUJAL YOJNA’ HAS BEEN LAUNCHED  

Haryana Governor Mr. Satyadeo Narain Arya said that ‘Atal Bhujal Yojna’ has been launched by Prime Minister Mr Narendra Modi with an estimated cost of Rs 6,000 crore for better water management and Haryana has been chosen amongst first seven states to be covered under the Scheme. He said that 36 water stressed blocks of the State have been identified for coverage under the Scheme.

He said that the present State Government accords high priority to ensuring equitable distribution of water to every farmer. Every possible effort would be made to bring to Haryana our legitimate share of surplus Ravi Beas waters through the Satluj Yamuna Link canal at the earliest, he added.

Mr Arya said that his Government is committed to Har Khet Ko Paani and has launched a campaign to feed 100 per cent tailends. The capacity of WJC MLL from Hamida Head to Indri Head would be increased to 17,530 Cusecs from the existing carrying capacity of about 13,000 Cusecs by April, 2020. By augmenting the capacity of Western Jamuna Canal (WJC) system during the past two years, the State is already drawing more than 30 per cent additional water from river Yamuna during the monsoons, which otherwise used to flow down the river. The State Government is working on a plan to increase this additional quantity carried by WJC to 40 per cent by March, 2022.

He said that extensive activities are being carried out in rural areas of the state under the Jal Shakti Abhiyaan since 2019. Nearly 25,000 public buildings in rural areas have been provided with rain water harvesting structures. More than 1.25 lakh soak pits have been constructed in villages for recharge of water table. Apart from this, 4,000 ponds have been identified for rejuvenation and work of desilting and deepening has already been initiated in over 700 such ponds.

He said that Jal Jeevan Mission (JJM) has been launched by Government of India with the aim of providing a functional household tap connection to every rural household that is ‘Har Ghar Nal Se Jal’ by 2024 at the rate of 55 litres per capita per day. He said that the State Government has decided to achieve this target two years in advance, that is by 2022.

The Governor said that it has been decided to waive off road cut charges of Rs 2,000 per connection during the implementation period of Jal Jeevan Mission. The rural consumers are also being given an option to pay the upfront charges of Rs 500 per connection or pay Rs 50 per month instead of Rs 40 per month for general category and pay Rs 30 per month instead of Rs 20 per month for scheduled caste category being charged at present for drinking water supply in rural area. In this mission, 55 litres water conforming to Bureau India Standard: I.S.: 10500 is proposed to be provided per capita per day. More than 2.75 lakh water connections have already been regularized by the State Government so far, he added.

He said that Haryana has notified a policy on Re-use of Treated Waste Water to reduce the dependency on fresh water resources. District-wise comprehensive and time bound action plans for reuse of treated waste water are being prepared to achieve this vision. He said that under this policy, it has been made mandatory for all Thermal Power Plants situated within 50 KM radius of any Sewage Treatment Plant to use Treated Waste Water (TWW) instead of fresh water in cooling towers and for other processes in the Power Generation Plant. Every industry using atleast 1,000 kilo litre per day would also have to mandatorily use TWW instead of fresh water. Further, all Municipal Bodies would also use treated waste water for non-potable purposes that is for the purpose of gardening, horticulture and maintenance of parks.

Mr Arya said that the present State Government is proactive in combating the challenge of anticipated water woes in the State and has become the first State in the country to employ Micro Irrigation with Treated Waste Water (TWW). Substituting freshwater with TWW would save Canal Water as well as reduce dependence on Ground Water, he said adding that a project costing Rs 1200 crore has been given ‘in-principle’ sanction by Government of India which would benefit over 1,20,000 acre area.

Chandigarh February 20: Haryana Governor, Mr. Satyadeo Narain Arya said that it is a matter of great pride that Haryana has topped the overall ranking as well as in its Group category of States in the State Energy Efficiency Index (SEEI) 2019 recently released by the Ministry of Power. This has been a result of my Government’s regulatory reforms for effective implementation of Energy Conservation Act 2001, he added.

He said that notifications for making energy audit for Industries and buildings, LED lights, Energy Conservation Building Code (ECBC) for commercial buildings and mandatory installation of rooftop solar power plants have been issued. He said that efforts of Power Discoms to distribute BEE 5 star rated agriculture pump sets have also been widely appreciated.

He said that in another landmark achievement, both the DISCOMs have reduced the aggregated technical and commercial losses from 30.02 per cent to 17.45 per cent during the last 3 years due to which the distribution companies have achieved financial turnaround and reported profit during the last two years.

Chandigarh February 20: Haryana Governor, Mr. Satyadeo Narain Arya said that the present State Government is committed to decentralization of power to the grass root level so that the Panchayati Raj Institutions come to the forefront of the rural development efforts. The Government is also committed in its resolve to improve living conditions of the rural areas.

Mr. Satyadeo Narain Arya who was delivering his address on the first day of Budget Session of Haryana Vidhan Sabha which commenced here today said that his Government has promised Rs 5 crore for development works in every constituency on the recommendations of the MLA of that constituency.

He said that it has also decided to further strengthen Gram Panchayats by allowing them more powers for regulation of various activities in the fields of cleanliness, water conservation and burning of residuals of crops etc. It has allowed Gram Sabha of the village to pass a resolution by at least one tenth of the strength of the Gram Sabha if they wish to ban the sale of liquor in the village limits, he added.

Mr Arya said that another path-breaking initiative of his Government towards empowerment of Local Bodies is the setting up of Inter-District Council (IDC) to act as a discussion forum for evolving a shared vision of developmental priorities of the State. This Council comprises the representatives of Urban Local Bodies, Zila Parishads, Panchayat Samitis and Gram Panchayats from all parts of the State. He said that the IDC, in its meetings held so far, has made several recommendations for further devolving functions, funds and functionaries to the Local Bodies. Several of these recommendations have already been implemented and the Government is committed to substantially enhance both the powers and responsibilities of Urban Local Bodies and Panchayati Raj Institutions through deliberations of the IDC.

Chandigarh February 20: Haryana Governor, Mr. Satyadeo Narain Arya said that the State Government is in the process of formulating a Data Centre Policy and an Electrical Vehicle Policy. He said that the Government would continue to adopt a comprehensive approach to assist the MSME Sector in becoming globally competitive.

He said that the focus of the State Governemnt would be on effective implementation of the State’s policies of Agri Business and Food Processing, Textile, Warehousing, Logistics and Retail, Pharmaceutical and Micro, Small and Medium Enterprises (MSME) to attract investments and to provide employment to the youth of Haryana.

Mr Arya said that the State is determined to create an ecosystem in which ‘Ease of Doing Business’, guided by the principle of ‘Minimum Government and Maximum Governance’, matches the best global standards. He said that the State Government would continue to focus on path breaking reforms and measures to ensure generation of substantial employment opportunities on the basis of greenfield investments and through geographical disbursal of industry and enterprises across the State.

He said that performance of the state on export front is also appreciable . Starting with exports of Rs 4.5 crore during 1967-68, the state today accounts for exports of nearly Rs 98,570.24 crore in 2018-19. We are currently at the fifth rank in the country in terms of volume of exports, he added.

Mr Arya said that Haryana has shown a handsome revenue growth of 18.44 per cent under State GST in the current financial year. The complete process of granting refunds under GST has been made online and is fully automated thereby removing the human interface. To further smoothen the refund processing, a single disbursing authority has been empowered for both the Central GST and the State GST.

He said that the Government has launched two insurance schemes for registered dealers namely ‘Mukhyamantri Vyapari Samuhik Niji Durghatna Beema Yojana’ for loss of life and permanent disability in case of accidents and the ‘Mukhyamantri Vyapari Kshatipurti Beema Yojana’ for loss of stock of goods and furniture and fixtures. He said that the Government would pay the entire premium on behalf of the beneficiaries of these insurance schemes. The scheme covers 3.13 lakh taxpayers so far.

Chandigarh February 20: Haryana Governor, Mr. Satyadeo Narain Arya said that in order to streamline property tax, a centralised GIS based property tax survey is underway which would provide a unique property ID (Digital Door Number) to every property along with high resolution imagery for accurate dimensions. This would allow citizens to self-assess their properties.

Mr. Satyadeo Narain Arya who was delivering his address on the first day of Budget Session of Haryana Vidhan Sabha which commenced here today said that the system is also expected to lead to a substantial increase in the revenue of Urban Local Bodies.

He said that the State Government is committed to ensuring that all Municipalities emerge as strong and robust institutions of governance. Our aim is to enable them to become self-reliant and capable of taking development decisions at their own level. Under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) Scheme, works amounting to Rs 2,521.35 crore are in full swing for strengthening water supply, sewerage and drainage systems in the urban areas of the State. Apart from this, a centrally sponsored scheme for preparation of GIS application-based Master Plan of all AMRUT Urban Local Bodies is in progress and is likely to be completed this year.

He said that 650 Dwelling Units for Economically Weaker Sections (EWS) have been completed and 7,781 Dwelling Units are in progress under Pradhan Mantri Aawas Yojna (Urban). He said that subsidy of Rs 85.45 crore has been disbursed to the eligible beneficiaries through Direct Benefit Transfer. Another 5,000 EWS houses under Beneficiary-Led construction are expected to be completed by March 31, 2020, he added.

The Governor said that the State Government also plans to develop an integrated afforestation plan for every village. Out of around 6,841 villages in the State, 1,100 villages would be taken up during 2020-21 under this scheme. Farmers would be undertaking plantation of trees in their agricultural fields. He said that Panchayat lands would be taken up for establishment of Fruit Orchards, which would contribute to the income of Panchayats, besides sequestering carbon from the environment.

He said that wherever the panchayats agree, areas upto 2 acre each would be taken up for bio-diversity rich intensive plantations for acting as oxy-parks in the villages. He said that schools, homesteads and ponds would be covered under Paudhagiri and Jal Shakti Abhiyan. This, he said, would ensure sustainable development and water recharge of every village, and also help achieving the target of 20 per cent forest cover in the State in the coming years. He said that the Government of India has recently provided Rs 1,282.65 crore to Haryana Government in State Compensatory Afforestation Management Fund. He said that 10 per cent of this amount would be utilized every year for raising plantations. The projects would include plantations in 1333 hectares of land and several initiatives for wildlife preservation at a cost of Rs 211 crore.

The Governor said that Deen Dayal Jan Awas Yojna was launched to check the development of unauthorized colonies and to achieve the objective of 'Housing for All'. During the last year, a total of 49 licenses aggregating an area of 431 acres have been granted, which have created new housing stock for about 1.18 lakh persons.

Chandigarh February 20: The Haryana Government has streamlined the mining activities in the State as the decision to grant smaller mining areas through e-auction has given opportunities even to small entrepreneurs interested in mining sector. A revenue of Rs 532.81 crore has been collected till January 31, 2020.

This was informed by Governor, Mr. Satyadeo Narain Arya while delivering his address on the first day of Budget Session of Haryana Vidhan Sabha which commenced here today.

He said that the Government has also taken a major initiative by introducing e-Rawaana billing for mineral transportation in the State. The new system would not only effectively control and monitor transportation of mineral but would also improve collection of revenue from the minerals including other taxes.

Chandigarh February 20: Haryana Governor, Mr. Satyadeo Narain Arya said that the present State Government is committed to provide adequate and reliable power to all categories of consumers in the state. Under the ‘Mhara Gaon Jagmag Gaon Scheme’, 4463 villages are being given 24 hour power supply.

He said that under the scheme namely ‘Agriculture Power Surcharge Waiver Scheme for Agriculture Consumers, 2019’, 1,11,817 farmers’ tubewell electricity surcharge amounting to Rs 23.79 crore has been waived off. Chandigarh February 20: Haryana Governor, Mr. Satyadeo Narain Arya said that the present State Government is committed to provide quality, ultramodern and affordable healthcare services to every citizen of the State. Under the Mukhya Mantri Muft Ilaj Yojana, 7 types of services, namely surgeries, laboratory tests, diagnostics, OPD/ indoor services, medicines, referral transport and dental treatment are being provided free of cost.

Mr. Satyadeo Narain Arya was delivering his address on the first day of Budget Session of Haryana Vidhan Sabha which commenced here today. He said that it is a matter of great satisfaction that upto December 2019, the State recorded 93.7 percent of institutional deliveries. The sex ratio at birth has been showing steadily increasing trends and is currently at 923 (Civil Registration System, December, 2019).

He said that under Ayushman Bharat - National Health Protection Mission, coverage of about 1350 health procedures is being provided through countrywide network of empanelled hospitals in a cashless and paperless manner. Under Ayushman Bharat, Haryana is one of the leading states in timely payments and fraud detection. A total of 432 Health and Wellness Centres have been made operational in the State in 2018-19 and the State has achieved 3rd position in the country for their operationalization.

He said that as per Health Management Information System reports, Haryana has achieved 96 per cent full immunization coverage during Financial Year 2018-19 and is committed to achieve above 100 per cent coverage in Financial Year 2019-20. Under National Health Mission, Haryana ranked first at national level by the Ministry of Health and Family Welfare to earn a bonus of Rs 71.72 crore, got the maximum incentive at the rate of 13 per cent for performing outstanding services in Health Sector and achieved the highest increase of Incremental Performance of 6.55 points compared to other states in Health Index June 2019 declared by NITI Aayog.

Mr Arya said that in order to promote Ayurvedic education in the State, a new Government Ayurvedic College has been established at Village Pattikara in District Narnaul. Also, the State Government is establishing a Homeopathic College and Hospital in District Ambala at a cost of Rs 47 crore. He said that for setting up of Post Graduate Institute of Yoga and Naturopathy Education and Research at Deverkhana Village in district Jhajjar, 83 Kanal land has been provided to the Government of India. Apart from this, the State Government would also establish a Modern Drug Laboratory and headquarter building at Panchkula at a cost of Rs 22 crore for which land has been allotted.

Chandigarh February 20: Haryana Governor, Mr. Satyadeo Narain Arya said that the State Government has decided to open Model Sanskriti Senior Secondary Schools in 119 blocks to improve the quality of education and learning outcomes. Apart from this, focused steps would be taken towards ensuring NAAC (National Assessment and Accreditation Council) Accreditation of all Haryana Government Colleges by 2020, in sync with the mandate given by the Ministry of Human Resource Development.

He said that the State Government would continue with its focus on improving the quality of school education and would strive to ensure that in elementary classes, students reach their age/grade level learning. Similarly, in secondary classes, efforts would also be made to ensure that the results of Board examinations see a significant improvement.

Mr Arya said that the State Government would take necessary steps to enhance the staffing and infrastructure of existing colleges. A new program DRISHTI (Digital Revolution in Information Studies in Haryana for Transformation and Innovation) has been launched to boost digital and e-learning in all colleges. Apart from this, exclusive buses for girl students have also been started. He said that 5 new government ITIs and 4 new private ITIs have started functioning from session 2019-20 and construction of buildings of 22 new Government Industrial Training Institutes is under progress.

Chandigarh February 20: Haryana Governor, Mr. Satyadeo Narain Arya said that a new Portal has been launched to facilitate registration of job seekers as well as employers so that the employers can have details of the unemployed youth for ease of selection as per their requirements.

This was informed by Mr. Satyadeo Narain Arya while delivering his address on the first day of Budget Session of Haryana Vidhan Sabha which commenced here today.

He said that the State Government recognizes the importance of providing dignity to youth of the State and engaging them constructively in gainful assignments. A total of 96,772 registered educated unemployed youth have been given honorary assignments at the rate of 100 hours per month under the Saksham Yuva Scheme. Apart from this, skill training has also been provided to 10,906 Saksham Yuva.

Mr Arya said that the State Government has also partnered with various private enterprises to create jobs and providing the same to unemployed youth. As a part of Saksham Haryana Campaign, 65,438 unemployed youth have been employed as Cab/Taxi drivers (Saksham Sarthi), Security Guards (Saksham Rakshak) and food delivery partners under MoUs with OLA, UBER, G4S, Zomato and Swiggy. The Department would enter into similar MoUs with other job providers so that the unemployed youth of Haryana get gainful employment, he added.

He said that his Government is fully committed to protect wage rights of workers. In this regard, the rates of Minimum wages are revised biannually and at present stand at Rs 9024.24 per month for unskilled workers. To ensure the welfare and social security of unorganized workers, the ‘Pardhan Mantri Shram Yogi Maandhan Yojna (PMSYM)’ is being implemented in the State; he said adding that the registration of Haryana under PMSYM is at the top in the country.

The Governor said that an amount of Rs 209.23 crore has been spent on various welfare schemes for construction workers and 1,52,105 number of benefits have been delivered. Similarly, 83,816 numbers of benefits to the tune of Rs 42.50 crore have been disbursed by Haryana Labour Welfare Board during current financial year.

Chandigarh February 20: Haryana Governor, Mr. Satyadeo Narain Arya said that 49 sportspersons have been offered Government jobs under Haryana Outstanding Sportspersons (Recruitment and Conditions of Service) Rules, 2018.

This was informed by Mr. Satyadeo Narain Arya while delivering his address on the first day of Budget Session of Haryana Vidhan Sabha which commenced here today.

He said that cash awards of Rs 195.05 crore have been given to sportspersons for their achievements during the year 2018-19 and 2019-20.

Chandigarh, February 20– On the first day of Haryana Vidhan Sabha Session, which commenced here today, obituary resolutions were passed to pay rich tributes to those prominent personalities who have expired between the period from the end of the previous session and the beginning of the current session.

Leader of the House and Chief Minister, Mr. Manohar Lal paid tributes and read out the obituary resolutions. These including former Minister of State, former Member of Haryana Legislative Assembly, Freedom Fighters and martyrs of Haryana and close relatives of members of Haryana Vidhan Sabha. The members of House also observed silence to pay homage to the departed souls.

Haryana Vidhan Sabha Speaker, Mr. Gian Chand Gupta read out the obituary resolutions and paid tributes to the departed souls.

Leader of the Opposition, Mr. Bhupinder Singh Hooda also read out the obituary resolutions on behalf of his party.

Those paid homage in the House included Minister of State, Chaudhary Khurshid Ahmed and former Member of Haryana Legislative Assembly, Chaudhary Ude Singh Dalal.

Tributes were also paid to freedom fighter namely Mr. Chhotu Ram of village Dhor, District Jhajjar and 7 martyrs of the State who showed indomitable courage and made supreme sacrifice of their lives while safeguarding the unity and integrity of the motherland. These included Sepoy Sunil Kumar, village Bawwa, District Rewari, Sepoy Kapil Singh, village Chelawas, District Mahendragarh, Sepoy Pawan, village Chimni, District Jhajjar, Sepoy Naveen Joon, village Desalpur, District Jhajjar, Sepoy Jai Singh, village Masit, District Rewari, Sepoy Azad Singh, village Malsari Khera, District Jind and Sepoy Anil Kumar, village Madan Heri, District Hisar.

Apart from this, the House placed on record its deep sense of sorrow on the sad demise of Mr. Fakir Chand Garg, father-in-law of Mr. Aseem Goel, MLA, Ms. Savitri Devi, aunt of Mr. Gopal Kanda, MLA, and Ms. Ram Pyari, wife of Mr. Surjeet Kumar Dhiman, Ex-MLA.
