RTI EXPOSES PANJAB UNIVERSITY SPORTS QUOTA ADMISSION SCAM

 Failure of checks and controls and lack of transparency and accountability have been encouraging Panjab University authorities to undertake corruption, latest in the series being admission of favourites by fraudulently changing their score. 

At least three students are alleged to have been admitted fraudulently against 5% reserved sports quota seats in LL.B. in the academic session 2019-20 by arbitrarily changing their score based upon their achievements in Karate Sports. Score of 36 given to each of them by the 7-member chief admission committee was subsequently changed to 46, that too without any grounds or justification. 

RTI activist Dr Rajinder K Singla alleges abuse of position by the Vice-Chancellor Prof Raj Kumar who on the recommendations of Dr Parminder Singh Ahluwalia, Director, Physical Education and Sports, PU, authorized a group of four persons to change scores awarded by the competent body. Score of 36 awarded to 3 candidates namely Saumya Joshi (BA/BCom, LL.B. 5-year, UILS), Rakesh Deshwal (LL.B. 3-Year, Law Dept.) and Harish Gujjar (LL.B. 3-Year, Law Dept.) was increased to 46, under the signatures of Prof Navdeep Goyal, Prof Davinder Singh, Prof Gurmeet Singh and Dr Neeru Malik. No reason, calculation, basis or logic has been assigned to increase the score.

Individual merit sheets duly signed by members of the PU chief admission committee unveil that score of 36 out of 100 was earlier awarded to each of these candidates. Karate expert Ashwani Kumar had also affirmed the score of 36. However, while changing the score, not only Karate expert was bypassed, most of the members of the competent admission committee were also replaced. 

Sports merit certificates procured by Singla under RTI Act reveal that all these candidates had won Gold Medal in North Zone Karate Championship (2018-19) held at Adarsh Public School, Sector 20-B, Chandigarh. Criteria for marking of merit indicate that a candidate with Gold Medal (First Position) is entitled to 46 marks only on the basis of sports performance as a player in Zonal University Championships/National Zonal Championships (Under Senior and Open category). Accordingly, championship in which these candidates participated cannot be equated with National Zonal or Zonal University Championships. Interestingly, PU does not participate in Karate Championships at National/Zonal/State Level. 

Dr Parminder Singh admitted under RTI Act that he does not possess result of karate championship (2018-19) held at Adarsh Public School, Chandigarh. ‘How could then he ascertain the veracity of these certificates’ questions Singla. Dr Singh further claims that increase in score was approved by the 7-member chief admission committee as well as karate expert, but failed to produce the documents. 

Besides Registrar and Chief Vigilance Officer of Panjab University, complaint has been filed by the RTI Activist with PMO, PU-Chancellor, UGC and MHRD for enquiry by some investigating agency outside the purview and control of University authorities.
