MOHALI DM ISSUES DIRECTIONS REGARDING UNLOCK 1.0

The District Magistrate Mr. Girish Dayalan, in exercise of powers conferred under Section 144 of Cr. PC has ordered directions regarding unlock 1.0.

According to the directions, Lockdown is to continue in Containment Zones till 30.06.2020. The Containment Zones and buffer zones will be as notified by the office of the DM. In the Containment Zones, only essential activities shall be allowed. There shall be a strict perimeter control. Guidelines of State Health Dept and MoHFW in regard to activities in the Containment Zones shall be strictly followed.

In the District during the period 01.06.2020 to 30.06.2020 outside the containment zones, The movement of individuals for all the non-essential activities shall remain prohibited between 9.00 pm to 5.00 am. The persons above 65 years of age, persons with co-morbidity, pregnant women and children below the age of 10 years are advised to stay at home except for essential requirements and/or health purposes. The National Directives for Covid-19 Management as specified in Annexure-I to the guidelines of 30.05.2020 of the Ministry of Home, Government of India, shall be followed throughout the District.

Schools, colleges and other educational institutions and coaching institutes would remain closed. Online distance learning shall continue to be permitted and shall be encouraged. These shall be opened as per the directions of MHA and GoP later. In the Marriage related gatherings Number of guests are not to exceed 50 and in Funeral/ last rites the Number of persons not to exceed 20.The following will remain closed till 7/6/2020. However, these will be opened in compliance of the SoPs issued by the State Government Religious places/places of worship for public, Hotels and other hospitality services, Shopping malls. 

The following activities shall continue to be prohibited such as All cinema halls, gymnasiums, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls and similar places, All social, political, sports, entertainment, academic, cultural, religious functions and other large congregations, Spitting in public places, Consumption of liquor, pan, gutka, tobacco etc in public places is prohibited. However, there will be no restriction on their sale.

The Restaurants may be opened for take-home or home delivery services; while home delivery may be allowed till 9 PM i.e. within permitted timings till movement of persons is allowed.

The Dine-in services to remain closed till 7/6/2020 and will be opened as per the SoP issued by the State Government. The Inter-State movement of persons by domestic flights/trains/buses/cars etc. is allowed subject to the condition that the inward passengers would follow the SOP of the Health Department. The passengers would be required to either download Cova-app) and get self-generated 'e-pass' or declare their particulars at the airport/ railway station/ bus stand/ inter-state border as the case may be.

With regard to buses, Inter-state and intra-state movement will be allowed subject to compliance of the SOP issued by the Transport Department, Punjab. The Inter-state movement of passenger vehicles like taxis, cabs, stage carriers, tempo-travellers and cars will be permitted against self-generated e-pass after downloading of COVA App or after declaring their particulars at the inter-state border. Intra-state shall be allowed without any restriction. The Bicycles, rickshaws and auto-rickshaws will be allowed subject to compliance of the SOP as issued by the Transport Department, Punjab. The 2-wheelers will be allowed subject to compliance of the SOP as issued by the Transport Department, Punjab for 1+1 passengers. The 4-wheelers will be allowed for 1+ 2 passengers subject to compliance of the SOP as issued by the Transport Department, Punjab.

Also, No pass would be required for permitted activities like shopping, going to office and workplace.There would be no restrictions on Inter-State movement of goods. 

The social visits (non-essential) shall be avoided.

All shops including shops in main bazars in both urban and rural areas allowed to open from 7 AM to 7 PM. The Liquor vends shall, however, remain open from 8 AM to 8 PM. The Barber shops, hair-cut saloons, beauty parlours and Spas will be allowed from 7 AM to 7 PM subject to compliance of the SOP as issued by the Health Department, Punjab. The Sports complexes and stadia: will be allowed without spectators as per the SOP of the Health Department.

All categories of industries and construction activities are allowed to operate in both rural and urban areas. Agricultural, horticultural, animal husbandry, veterinary services are allowed without any restriction. The Banks may operate during their normal working hours without any restrictions.
E-Commerce is permitted for all goods.

Offices:  Private Offices are allowed to open as per required strength without any restrictions except that compliance of social distancing and wearing of masks at all times, shall be ensured. If so required, the timings may be adjusted by the Heads of Offices to work in small teams to ensure strict compliance of these restrictions.

All Government offices would remain open as per required strength. However, Head of the Office will ensure that there is adequate space for maintaining social distancing norms. If the space is inadequate, the employees will be required to attend office by rotation.

Further, those officers/ employees assigned specific COVID19 related duties by this office, shall continue to work on their respective duties and shall not be recalled until specifically relieved. The Heads of Offices in the District shall ensure compliance of the same and exempt such employees from their internal roster. Violation shall invite action against the employee and Head of Office as per law.
Social distancing i.e. minimum 6 feet distance for all the activities shall always be maintained. Wearing of masks by all persons in public places including work-places etc. will be mandatory and must be strictly observed and enforced.
No separate permission would be required by the industries and other establishments to resume their operations. All employees, be it government offices, private offices and other work-places, would be allowed to move without any requirement of pass during the permitted hours i.e. 5.00 am to 9.00 pm.
There shall be no restriction on inter-state movement of persons and no separate permission or E- permit would be required for such movement. However, use of cova-app and self-generated 'epass' would be mandatory. The Employees are advised to ensure that Arogaya Setu is installed by all the employees having compatible mobile phones. Similarly, individuals are also to be advised by the district authorities to install Arogaya Setu application on their compatible mobile phones and also regularly update their health status on the app.
Any violation of these guidelines and lockdown measures shall be punishable under sections 51 to 60 of the Disaster management Act, 2005 besides legal action under section 188 of Indian Penal Code (IPC).
Also, The Health & Family Welfare Department, Punjab has issued advisories on different subjects. All concerned are shall ensure compliance of these advisories. Any violations shall invite criminal proceedings under the relevant provisions of the Disaster Management Act, 2005 and the Indian Penal Code, 1860.
