DELHI POLICE BUSTED SYNDICATE CREATING FAKE INDIAN DOCUMENTS ARRANGED PASSPORTS BANGLADESHIES.

TWO AGENTS (ONE WEST BENGAL BASED & ONE ODISHA BASED) ARRESTED., ARRANGED INDIAN PASSPORT FOR ONE BANGLADESHI NATIONAL, ON THE BASIS OF FAKE DOCUMENTS FOR SENDING HIM TO UAE.,  NEXUS WAS RUNNING UNDER THE COVER OF TOUR & TRAVEL OFFICES., 21 PASSPORTS ISSUED IN THE NAME OF DIFFERENT PERSONS, SEVERAL PHOTOCOPIES OF PASSPORTS, BLANK STAMP PAPERS OF WEST BENGAL GOVT., 25 PASSPORT SIZE PHOTOGRAPHS OF DIFFERENT PERSONS & OTHER MISC. DOCUMENTS RECOVERED FROM THE OFFICES OF THE AGENTS., ONE BANGLADESH NATIONAL PAX CARRYING INDIAN IDENTITY ARRIVED FROM UAE., cAUGHT AT IGI AIRPORT DURING IMMIGRATION CLEARANCE., MADE ILLEGAL ENTRY IN INDIA THROUGH MEGHALAYA BORDER IN YEAR 2020,  WENT TO UAE IN AUG 2023 ON WORK VISA.TWO AGENTS WERE ARRESTED EARLIER IN THIS CASE.

Staff of PS IGI Airport arrested two fraudster agents namely (1) Deepak Roy @ Deepu S/o Nirapada Roy R/o Village- Kaikhali, PO- Haritala, Distt Nadia West Bengal, Age 40 Years & (2) S. Dinabandhu Patra @ Dinesh S/o S.Maguni Patra R/o VPO-Gola Gandapalli, PS-Rambha, Distt-Ganjam, Odisha, Age 49 Yrs. in FIR No 206/2024 U/s 420/468/471/120B IPC, 12 PP Act & 14 Foreigners Act, Dated 16.03.2024 PS IGI Airport, New Delhi.

They were involved in a syndicate which used to create fake Indian documents for Bangladesh Nationals to give them Indian identity and arranged Indian passports on the basis of fake documents for sending them abroad. 21 passports issued in the name of different persons, photocopies of several passports, blank stamp papers of West Bengal and other misc. documents were recovered from their tour & travel offices.
Brief Facts & Incident Details: -

The facts of the case are that in the intervening night of 15-16 March 2024, one pax namely Debasish Pal S/o Paritosh Pal R/o VPO Chowgacha PS Krishan Ganj, Nadia West Bengal Age 24 yrs arrived at IGI Airport, Delhi from UAE on Indian Passport. During scrutiny of his credentials and travel documents, he was found to be a Bangladesh National namely Debashis Paul S/o Bishwa Kumar Paul R/o Village Kamar Gaon, PO NS Khola, Lohagarh Narail, Bangladesh who obtained Indian passport fraudulently. A case FIR No 206/2024 U/s 420/468/471/120B IPC, 12 PP Act & 14 Foreigners Act, Dated 16.03.2024, PS IGI Airport, New Delhi was registered accordingly and investigation of the case was taken up.

Usha Rangnani, IPS, Dy. Commissioner of Police, IGI Airport, , said during the course of investigation, agent namely Asit Biswas S/o Late Sh. Panchan Biswas R/o Village Rupdaha Dakshin, Bayerdehgi, PS Hanskhali, Distt Nadia West Bengal, Age 54 Years and his associate agent Gobinda Chandra Roy S/o Sh. Narayan Chandra Roy R/o Barachupria P.O Chupria, P.S. Hanskhali, Mauza-Bara Chupria, Distt. Nadia, West Bengal Age 45 Yrs were arrested in the case in March 2024. On sustained interrogation from both accused persons, the names of another two associate agents namely Deepak Roy @ Deepu & Dinesh also surfaced who were actively involved in their syndicate. Several raids were conducted at their possible hideouts but they could not be traced then, despite best efforts.

During course of investigation of the case, accused pax Debashis Paul was interrogated and arrested in the case. On interrogation, he disclosed that he is a Bangladesh National and was working in Bangladesh as a labour. He was not getting paid enough to support his livelihood there. One of his uncle’s namely Pritosh Pal had illegally entered into India 35 years ago and started residing at Chowgacha, West Bengal.

In 2020, he also entered illegally in India through Meghalaya border and came to his uncle in order to better his life. During his stay in West Bengal, he came in touch with one agent namely Asit who allured him to go to UAE for better employment opportunities and assured him to arrange his journey by arranging Indian documents in lieu of Rs 1.5 lakhs.

Thereafter, agent Asit arranged Indian documents i.e., Aadhaar, PAN, Voter ID Card, Ration Card for him fraudulently on a fake address of West Bengal with the help of one of his associates namely Gobinda, on the basis of which he got Indian Passport issued. Subsequently, in August 2023, agent Asit arranged his travel to the UAE using that Indian passport and availing a visa on arrival. Upon the expiration of his visa, he returned to India and was detained at IGI Airport due to suspicions raised.

Based on an input, a dedicated team led by Inspr. Vijender Rana, SHO/IGI Airport, comprising of W/SI Saroj & ASI Pradeep was constituted under the close supervision of ACP/IGI Airport and overall supervision of the undersigned. The team was briefed properly and tasked to nab the culprits at the earliest.

On the basis of local intelligence, technical surveillance coupled with sincere and dedicated efforts, agent Deepak Roy @ Deepu S/o Nirapada Roy R/o Village- Kaikhali, PO- Haritala, Distt Nadia West Bengal, Age 40 Years was nabbed from one of his hideouts in Nadia, West Bengal and arrested in the case.

On sustained interrogation, he confessed his guilt and revealed that he is a graduate and is running a Tour and Travels office in the name of “Roy Travel” at Nadia, West Bengal for last many years which deals in sending people abroad. During his work, he came in contact with some other agents and with their help, he started duping people on the pretext of sending them abroad. The accused further disclosed that he, along with the help of his associates Asit Biswas, Gobinda & Dinesh, used to create fake Indian documents for Bangladesh Nationals to give them Indian identity and arranged Indian passports on the basis of fake documents for sending them abroad. In the present case, they arranged Indian documents and a passport for the journey of one Bangladeshi National namely Debasish Pal and charged Rs. 80,000/- from him in his phone pay account and he further transferred Rs 40,000/- in the account of Dinesh as his share.

On the instance of accused Deepak Roy @ Deepu, 18 original passports issued in the name of different persons, photocopies of 8 passports, 25 photographs of different persons, 8 filled stamp papers & 6 blank stamp papers of West Bengal Govt. & other miscellaneous documents were recovered from his office “Roy Travel” and taken into police possession.

Later, on the instance of accused Deepak Roy @ Deepu, his associate Dinesh @ S. Dinabandhu Patra S/o S. Maguni Patra R/o VPO-Gola Gandapalli, PS-Rambha, Distt-Ganjam, Odisha, Age 49 Yrs. was also arrested from Odisha in the case. He also confessed his guilt in the case and disclosed that he is working as an agent and running an institute in the name of “Mahavir Training” in Odisha which also deals in sending people abroad. From his office, 3 passports issued in the name of different persons were recovered, which were also taken in police possession.

Investigation of the case is in progress to unearth the involvement of other associates, to scrutinize bank accounts of the accused persons & recovered passports and other documents.

Advisory: All passengers/travelers are requested to approach authorized agencies to procure their documentation for going abroad and do not fall in the trap of fraudulent agents who offer the journey abroad at cheaper rates.
