FACTORY IN HISAR (HARYANA) USED FOR MANUFACTURING OF PSYCHOTROPIC SUBSTANCE.
Recovered 18 Kg Alprazolam powder (commercial Quantity), unaccounted cash ₹ 1,17,60,350/- & a scooty used in commission of crime., The recovered drugs worth around Rs 4.20 Crores in international market., Busted a factory in Hisar (Haryana) used for manufacturing of psychotropic substance.Total 06 persons including owner of Alprazolam manufacturing unit, (Dr. Naveen Aggarwal, Winner of Indian achiever’s Award) arrested.

On 23.03.2024, acting upon a secret information, team of ANTF/Crime Branch arrested one Rajender Prasad Mishra @ R.P. from Brijpuri, Delhi area and busted supply chain of the psychotropic substance “Alprazolam”. Recovery of 18 Kg Alprazolam powder (commercial Quantity) was affected from his possession. In this regard, a case vide FIR No. 65/2024 dt.23.03.2024, u/s 22(c)/25/29 NDPS Act was registered at PS Crime Branch, Delhi and investigation was carried on.
While continuing drive against drug traffickers/suppliers active in Delhi, the team of ANTF, Crime Branch had been developing information in the area of North-East Distt., Delhi. The diligent and enthusiastic efforts of police team paid dividends & HC Deepak Parewa got secret information that one Rajender Prasad Mishra @ R.P. r/o Sabhapur, Delhi, who is indulged in trafficking of Alprazolam powder, would come near Aggarwal Sweets, Main Wazirabad Road, Delhi to take consignment of Alprazolam powder in huge quantity from one of his associates.
Immediately, a team led by Inspector Praveen Rathi, comprising SIs Rajendra Kumar & Sukhraj Singh, ASIs Kuldeep Singh, Naresh Kumar & Satbir Singh, HCs Deepak Parewa, Vikki, Satyavir, Jitender Hooda & Naveet was constituted and swung into action under the supervision of Sh. Anil Sharma, ACP/ANTF (Crime), Sh. Arvind Kumar, ACP/ARSC, Crime Branch.
During this operation, upon receiving of a secret information, a trap was laid near Aggarwal sweets in Brijpuri, North-East Delhi area and at the instance of secret informer Rajendra Prasad Mishra @ R.P r/o Sabhapur, Delhi (Age 48 years) on a scooty was apprehended, a blue colour plastic katta was recovered, which was carried by him on the front side of scooty, between his legs, the same was checked in which total 18 Kg Alprazolam powder was recovered.
FURTHER INTERROGATION & ARREST
On interrogation accused Rajender Prasad Mishra @ R.P.disclosed that he works as a carrier in the Drug cartel involved in supply of Alprazolam powder. He further disclosed that he procured the Alprazolam powder from a person namely Ram Ashish Maurya r/o Brijpuri, Delhi to deliver the same to one Anand Kumar @ Sonu r/o Karawal Nagar, Delhi.
Mr. Amit Goel, IPS, DCP , ANTF, Crime Branch, said, guring the course of investigation, raids were conducted to nab the co-accused persons namely Ram Ashish Maurya and Anand Kumar @ Sonu but both were absconding. However huge cash ₹ 1,17,60,350/- was recovered from their houses. Later on, accused Ram Ashish Maurya, Anand Kumar @ Sonu and Deepak Kumar were arrested with the help of technical surveillance and local intelligence.

On interrogation accused Deepak Kumar disclosed that the Alprazolam powder was manufactured in a manufacturing unit namely Biocase foods & Extracts Pvt. Ltd. situated in Hisar, Haryana, which was owned by one Dr. Naveen Aggarwal. After that, Naveen Aggarwal was also arrested in the present case. Traces of Alprazolam powder were also found and lifted from the factory with the help of FSL team.
During the course of investigation, it was also revealed that accused Deepak Kumar r/o Baghpat, UP took shelter at the residence of one Mukesh Kumar, who was also arrested on dt 22.08.2024 and was booked u/s 27 A of NDPS Act & u/s 201 IPC.
PROFILE OF ACCUSED PERSONS -
(1.) Rajender Kumar Mishra @ R.P. was born in a lower middle-class family in 1976. He had been used to supply the Alprazolam powder in different places in Delhi on commission base for each delivery.
(2.) Ram Ashish Maurya @ Pappu belongs to a middle-class family, he has studied up to 9th standard. He used to receive Alprazolam powder from Deepak and supplying the same with co-accused Rajender Kumar Mishra to one Anand Kumar @ Sonu.
(3.) Anand Kumar @ Sonu owns a pharmaceutical company namely Sakshi enterprises Ltd. He met co-accused persons Rajender Kumar Mishra @ R.P. and Ram Ashish Maurya in Bhagirath Palace, where accused Rajender Kumar Mishra @ R.P. told him that there is a significant demand of Alprazolam powder in the market now days and he can give him supply of the same.
(4.) Deepak Kumar r/o Baghpat, UP, is a drop out and having a good knowledge of chemical formulas. In 2021 he came in contact with Dr. Naveen Aggarwal of Hisar, Haryana and they started manufacturing Alprazolam powder in the factory i.e. Biocase foods & Extracts Pvt. Ltd.
(5.) Dr. Naveen Aggarwal owns two companies namely Nutriley Pvt. Ltd. and Biocase Foods & Extracts Pvt. Ltd in Hisar, Haryana. The recovered psychotropic substance was being manufactured in the Biocase Foods & Extracts Pvt. along with accused Deepak
(6.) Mukesh Kumar r/o Meerut, UP has been known to accused Deepak Kumar since 2013 and he gave shelter to him at his residence for 10-12 days and also facilitate him.
FINANCIAL INVESTIGATION
An action under financial investigation was also taken against them. An unaccounted cash of ₹ 1,17,60,350/- & a scooty used in commission of crime have been already got freezed under NDPS Act by the competent authority and further action of freezing of factory owned by Naveen Aggarwal at Hisar & 02 build up properties and one car belongs to accused Anand Kumar @ Sonu is under process.
