SI Ravi Poonia, No. D-812, currently posted at PS Dayalpur, received a PCR call on 09/10/2024, vide DD No. 148A, regarding a trespass at Brijpuri, Delhi. Upon arrival, both Sanjay Kumar and Tohid Malik claimed ownership of the property. Tohid requested time to provide ownership documents but failed to submit them.
In the above matter a person claiming to be from the OSD Office of Ministry of Home Affairs and an acquaintance of Tohid called SI Ravi multiple times threatening him of dire consequences if the possession of the property not be handed over to Tohid. Later on, it was found that the ACP Gokalpuri Deepak Chandra had also received such calls from the same person. Then the said person came to PS Dayalpur, where he met with the SHO concerned and continued threatening the staff. The SHO then directed them to provide ownership documents, but they left saying that the DCP would direct them to hand over the possession.
Mr. Rakesh Paweriya, IPS, DCP, North East Distt., said, the team traced the ownership of the used mobile number, identified the SIM owner, and based on the mobile's location, conducted a search. Eventually, with the aid of secret informer and technical surveillance, the team conducted a raid and reached Sector 51, Noida, and apprehended one accused, Navin Kumar, Noida. During further investigation, the mobile phone and SIM were recovered from his possession.
Enquiry revealed that the said person was impersonating as an official from the Office of OSD to the Hon’ble Home Minister to threaten and pressurize the police officials to give undue advantage to Tohid. After the due approval of the senior officers a case U/s 319(2)/351(2)/204/61 BNS was registered and investigation was taken up.
OPERATION AND ARRESTS: Given the severity of the offense, a special team consisting of IO SI Jugnu Tyagi, SI Ravi Poonia, HC Pushpendra No-753/NE, of PS Dayalpur, HC Rohit Hudda No-2721/NE, HC Deepak No-2761/NE, HC Krishan No-426/NE, and Ct Monu Poonia No-2556/NE of AATS North East, was constituted under the supervision of Insp Atul Tyagi SHO/Dayalpur and Sh. Deepak Chandra, ACP/Gokalpuri, and the overall supervision of the undersigned.

MODUS OPERANDI:
In order to make money he started deceiving people under the pretext of giving them a job at ONGC. Subsequently, in pursuit of making more money, he started cheating people by promising to make them members of the Rajya Sabha and Board members, for which he has been imprisoned multiple times. About 2-3 years ago, he met a person named Taj Mohammad in connection with some work, who was involved in land grabbing. Around 10-15 days ago, Taj Mohammad and Ravi approached him and informed him that they, along with a person named Toheed, had forged documents to occupy a plot in Brijpuri, Delhi, and that the police were not allowing them to enter.
Under the temptation of money, he made phone calls to ACP/Gokalpuri and various other persons occupying official positions, pretending to be the OSD of the Home Minister of India, to exert pressure. It also came up that he made calls to several officers at the behest of Taj Mohammad with the intention of applying pressure. He was arrested, and his phone, which he used to impersonate the OSD, was recovered.

In a case of cheating of PS -Vigilance, Chandigarh, he has been involved in cheating the complainant on the pretext of providing him a job in ONGC.
PERSONS ARRESTED & RECOVERIES:
Navin Kumar Singh, Age: 43 years. One Mobile phone along with sim card has been recovered from the possession of accused person. Further investigation is on in the case.
