CHIEF SECRETARY ISSUES PROCEDURE FOR ENGAGING CONTRACTUAL MANPOWER THROUGH HKRNL

Haryana Chief Secretary Mr. Sanjeev Kaushal has issued a procedure for raising demand for the engagement of contractual manpower through the Haryana Kaushal Rozgar Nigam Limited (HKRNL) on its portal.

Now it has been decided that the Boards, Corporations, and Undertakings that do not receive budgetary support from the State Government are exempted from the requirement to seek prior approval from the Finance Department for the engagement of contractual manpower through HKRN, as long as the engagement remains within the sanctioned posts, procedure added. However, if additional staff beyond the sanctioned posts is required, prior approval from the Haryana Bureau of Public Enterprises (HBPE) of the Finance Department, following the established procedure, is mandatory.

In instances of seasonal engagement of manpower through HKRN, such as ALMS during Rabi and Kharif seasons by DISCOM and the engagement of Data Entry Operators and Chowkidars by HSAMB during procurement seasons, one-time approval for the number of such seasonal manpower shall be sought from the Finance Department.

HKRN will continue to adhere to the existing procedure for soliciting demands for the engagement of contractual manpower through its portal. All Heads of Departments have been instructed to submit their respective proposals to the Finance Department for review at the same time. To ensure a streamlined process, the HKRN will provide a consolidated list of demands raised by the departments on the HKRN Portal every Monday to the Finance Department. The Finance Department will review the proposals submitted by the Administrative Department within a week and then approve the proposals, as appropriate, on the HKRN portal, the letter added.
