Chandigarh Administration has allowed the sale and use of only green firecrackers certified by CSIR-NEERI strictly as per the directions of Hon'ble Supreme Court and N.G.T. Officials order have been issued by the District Magistrate Chandigarh on Friday.
Only the green crackers certified by CSIR-NEERI would be allowed for sale and use in Union Territory Chandigarh. Sale and use of joined firecrackers (series crackers or laris) even if falling under green category is hereby banned as the same causes huge air, noise and solid waste problems.
The sale shall only be through licensed traders and it shall be ensured that these licensed traders are selling those fire crackers which are permitted by this order. No e-commerce website, including Flipkart, Amazon etc. shall accept any online order and effect online sales of fire crackers within the Jurisdiction of U.T. Chandigarh.
On Diwali day, the use of firecrackers would be allowed strictly from 08:00 PM till 10:00 PM and on Gurupurab, it would be from 04:00 AM to 05:00 AM and 09:00 PM to 10:00 PM only.
(SUBHEAD)The fireworks are not burst in silence zones, that is, an area at least 100 m away from hospitals, nursing homes, primary and district health-care centers, educational institutions, courts, religious places or any other area that may be declared as a silence zone by the authorities.
All the concerned government agencies tasked with the implementation of these orders and particularly the police shall ensure that fireworks take place only during the designated time. They shall also ensure that there is no sale of banned fire crackers. In case any violation is found, the SHO of the concerned Police station shall be held personally liable for such violation.
DM orders said, only Green firecrackers shall be allowed to be used only in Effigy on the festival of Dusshera. SHO of the concerned police station in their respective jurisdiction shall ensure that no other fire cracker except green cracker is used in effigy and except that purpose no other person shall be allowed to burst fire cracker on Dusshera.
These orders shall come into force with immediate effect and shall remain in force until further orders.
Any violation of aforementioned orders shall invite immediate penal action under section 188 of IPC along with other relevant acts such as Disaster Management Act, 2005, Environment Protection Act, 1986, Explosive Act etc.
