MAJOR BREAKTHROUGH BY OPERATIONS UNIT, CENTRAL DISTRICT IN AN INTER-STATE CHILD TRAFFICKING CASE, TWELVE ACCUSED PERSONS, INCLUDING TRAFFICKERS, MEDIATORS, BUYERS AND A HOSPITAL OWNER, ARRESTED. FIVE (05) INFANTS RESCUED FROM DIFFERENT LOCATIONS ACROSS DELHI, HARYANA AND MADHYA PRADESH., ORGANIZED CHILD TRAFFICKING NETWORK OPERATING ACROSS DELHI, HARYANA, RAJASTHAN, MADHYA PRADESH AND GUJARAT UNEARTHED, HOSPITAL OWNER FOUND INVOLVED IN FACILITATING ILLEGAL ADOPTION AND ARRANGING FABRICATED DOCUMENTS. CASH AMOUNT RS. 20,000/- (TOKEN MONEY) AND RS. 2,92,400/- RECOVERED, MASTER SUPPLIER OF INFANTS APPREHENDED FROM GUJARAT ON BASIS OF TECHNICAL SURVEILLANCE AND LONG CHASE, • FIR NO. 258/2026 U/S 143(4)/61(2)/3(5) BNS & SECTION 81 JJ ACT REGISTERED AT PS PAHARGANJ.

On 05.06.2026, acting upon specific secret information, a team of Operations Unit, Central District conducted a well-planned decoy operation near RK Ashram Metro Station, in the area of Paharganj and apprehended three accused persons, 2 lady and one person Lalit, while they were attempting to sell a newborn infant to decoy customers arranged by the police team.
During the operation, a newborn male infant aged about 4–5 days was rescued safely and an amount of Rs. 20,000/- paid as token money by the decoy customers was recovered.
Accordingly, FIR No. 258/2026 under Sections 143(4)/61(2)/3(5) BNS and Section 81 JJ Act was registered at PS Paharganj and investigation was entrusted to W/SI Pragati of Operations Unit, Central District.
INVESTIGATION AND EXPOSURE OF THE SYNDICATE: During sustained interrogation and technical investigation, it was revealed that the arrested accused were part of a larger organized inter-state child trafficking syndicate engaged in procuring infants from various sources and illegally selling them to childless couples for substantial monetary consideration.
Investigation revealed that accused lady was operating as a key trafficker and was obtaining infants through different intermediaries. One such source was accused Kalia, who used to provide newborn infants procured from Rajasthan. Accused Vipin worked as a driver and facilitated the transportation of lady and co-accused another lady for collection and movement of infants.
At the instance of accused lady, two additional accused namely another lady and Vipin were apprehended while they were on their way to arrange another infant. During their apprehension, cash amounting to Rs. 2,92,400/- was recovered, which was intended for the purchase of a newborn child.
Further investigation disclosed the involvement of 3rd lady accused, who used to work as domestic help in Gurugram. On some occasions, this lady acted as a mediator and facilitated the procurement of infants, which were subsequently handed over to members of the trafficking network for illegal sale.
ROLE OF HOSPITAL OWNER: Investigation further revealed the involvement of accused lady doctor, owner of Heera Multi Speciality Hospital, Begampur, Delhi. Lady doctor allegedly played a crucial role in facilitating the illegal trafficking operation by keeping trafficked infants at her hospital and identifying prospective buyers among childless couples approaching the hospital for fertility-related treatment. Investigation further revealed that fabricated medical and supporting documents, including hospital records, delivery-related documents, birth-related records and other supporting papers, were arranged to falsely establish parentage and facilitate the illegal transfer of infants.
MODUS OPERANDI: Investigation revealed that the syndicate operated through a well-organized network of suppliers, mediators, transporters, facilitators and buyers.
Infants were allegedly procured through various sources operating in different States and were transported to Delhi through members of the syndicate. The infants were thereafter concealed, medically attended and prepared for illegal transfer to prospective buyers.Childless couples seeking children were identified and approached through the network. Fabricated records and supporting documents were allegedly arranged to falsely establish legal parentage and facilitate the transfer of infants. The children were then sold for substantial monetary consideration ranging from several lakhs of rupees.
ROLE OF ACCUSED PERSONS : 1.) Lady R/o Tilak Nagar, Delhi. Age- 37 Years – Main trafficker and coordinator of the syndicate. She is previously involved in Case FIR No- 623/22, U/s- 363/370/370A/370D/34 IPC & 6 POCSO Act r/w 4 & 5 ITP Act, PS- Punjabi Bagh. (arrested on 05/06/2026).
Lady, R/o Tagore Garden, Delhi. Age- 43 Years -Associated with 1st lady, involved in handling and delivery of infants. (arrested on 05/06/2026).
Lalit, R/o Laxmi Nagar, Delhi– Associated with 1st lady involved in trafficking transactions. (arrested on 05/06/2026).
Lady, R/o Goyla Vihar, Near Sant Thomas School, N.D, Age- 34 Years – Masters in MRIT works as Freelancer Lab Technician and associated with Heera Multi Speciality Hospital and active facilitator in procurement and sale of infants. Co-ordinates with the members of the syndicate and facilitates in the procurement and sell of the child. She is Previously involved in Case FIR No- 256/23, U/s- 370(4)/120 B/34 IPC, PS- IGI Airport, Delhi. (arrested on 07/6/2026).
Vipin, R/o Kutub Vihar, Ph-II, Goyla Dairy, ND. Age- 33 Years – Driver and facilitator involved in transportation of syndicate members for procurement of infants. (arrested on 07/6/2026).
Lady R/o Gurugram Haryana (Mediator), Age-45 Years – Mediator involved in arranging infants for the trafficking network. in Case FIR No- 256/23, U/s- 370(4)/120 B/34 IPC, PS- IGI Airport, Delhi. (arrested on 12/6/2026).
Lady Doctor R/o Rohini, N.D. Age- 47 Years Owner of Heera Multi Speciality Hospital and facilitator of illegal transactions through medical and documentary support. (She assists gynaecologist and she is BSC Nursing, MSc Critical Care and Doctorate in Obstetrics & Gynaecology) (arrested on 14/6/2026).
Mukesh and lady, (Age- 37 Years Approx) – Purchasers of two trafficked infants. (Gwalior based Family). (arrested on 14/6/2026).
Sunny Arora and lady (Aged about 34 Years)– Purchasers of one trafficked infant. (Panipat Based Family) (arrested on 14/6/2026).
Saybabhai Ghamar @ Kalia, R/o Udaipur, Rajasthan. Present address- Sanwar Kantha, Gujarat. He is the Major supplier of infants to the syndicate, from the various places of Rajasthan and Gujarat. (arrested on 17/6/2026).
Lady, age-38 years, R/o Panipath, Haryana. She is purchaser of a traffic infant. Arrested on 18.06.2026.
RESCUE OF FOUR (04) ADDITIONAL INFANTS: One male infant aged about four months was rescued from Panipat, Haryana. Two infants, one male and one female aged about 27 days, were rescued from Gwalior, Madhya Pradesh. One Male Infant has been rescued from Panipat, Haryana. Thus, a total of five (05) infants has been rescued in the present case. Out of which four babies are tribal babies and one is from Delhi.
ILLEGAL TRANSACTIONS UNEARTHED: Investigation has so far revealed illegal child trafficking transactions running into several lakhs of rupees. They were bought for 1.5-2 lakhs rupees each and sold between 6-8 lakhs rupees. One infant was allegedly sold for approximately Rs. 6 lakhs, while two other infants were allegedly sold for approximately Rs. 9 lakhs.
ARREST OF MASTER SUPPLIER: Further investigation led to the identification of accused Kalia as a major supplier of infants to the trafficking network. Through technical surveillance and sustained efforts, the absconding accused was traced and apprehended on 17.06.2026 from Gujarat.
RECOVERIES: • Five (05) rescued infants.
• Rs. 20,000/- token money used during the decoy operation.
• Rs. 2,92,400/- intended for purchase of a newborn child.
• Documentary evidence relating to hospital and birth-related records under examination.CHILD WELFARE MEASURES:
All five rescued infants were produced before the Hon’ble Child Welfare Committee (CWC) and necessary directions regarding their care, protection and rehabilitation have been obtained.TEAM CREDIT: The operation and subsequent investigation being carried out by W/SI Pragati, W/SI Yamini Vats, ASI Hamender, W/HC Sushma, ASI Sunil, HC Anuj, HC Mohit and Ct. Inderjeet under the supervision of Inspector Sandeep Yadav and ACP Operations Sh. Padam Singh Rana under the ample guidance of DCP/Central Distt.
Further investigation is underway to identify the Biological Parents of the recovered Infants. More arrests and rescue/ recoveries will be conducted as per the requirement of investigation, said Mr. Rohit Rajbir Singh, IPS, DCP, Central, New Delhi.
