If Hansi in the State of Haryana a Police District as well as Revenue District or else only a Revenue District ? A Legal Representation has raised questions over the present administrative status of Hansi, pointing to what it describes as a potentially significant gap between the State Government’s police and revenue records.
The issue stems from two separate government notifications issued under different administrative frameworks: Hansi was declared a Police District in December 2019 by the Haryana Home Department, while it was subsequently notified as a Revenue District on December 19, 2025 by the Revenue & Disaster Management Department.
This interesting however highly significant issue has been raised by Hemant Kumar, an Advocate at Punjab & Haryana High Court, who keeps a close eye on administrative developments in the State of Haryana. He has sought an authoritative determination on whether Hansi continues to simultaneously function as both a Police District and a Revenue District—or whether the later revenue notification had any legal effect on the earlier police-district status.
Two departments, two statutory regimes
According to the representation, the 2019 declaration was made under the Haryana Police Act, 2007, through Notification No. S.O. 82/H.A.25/2008/S.10/2019.
Six years later, Hansi was declared a Revenue District through Notification No. 682-ARIC-03-2025-7392 dated December 19, 2025, under the applicable provisions of the Haryana Land Revenue Act, 1887 and the Registration Act, 1908.
The legal representation stresses that the two designations are not necessarily interchangeable. A Police District relates to policing, law and order and police jurisdiction, whereas a Revenue District concerns revenue administration, land records, registration and allied functions.
“Where is the order ending the 2019 status?”
The central question is whether the 2019 Police District notification was ever abolished, rescinded, modified or superseded.
The representation argues that the mere subsequent declaration of Hansi as a Revenue District does not, by itself, establish that the earlier Police District notification ceased to operate. It seeks identification of any specific order or notification that may have altered the earlier status.
It further asks whether Hansi presently has one district status or two distinct administrative jurisdictions, and, if both continue, whether their territorial boundaries are identical or different.
Government asked to issue a speaking order
The representation calls for the Home Department and Revenue & Disaster Management Department to jointly verify their records, preferably in consultation with the Law & Legislative Department, and place the definitive legal position on record.
Among the specific reliefs sought are disclosure of the operative status of the 2019 Police District notification, identification of any subsequent order affecting it, clarification of the respective territorial limits if both districts continue, and issuance of a speaking order/official clarification binding the relevant administrative records to a uniform position.
A question of administrative certainty, not allegation
The representation deliberately stops short of alleging mala fide conduct or misconduct against any authority. Instead, it frames the issue as one of legal certainty, administrative coherence and public interest.
“The Government itself is the appropriate authority to remove the ambiguity, identify the governing legal instrument and place the definitive position on record.”
The representation has been addressed to the Governor, Chief Minister, senior officers of the Haryana Government, the Haryana State Law Commission, Lokayukta, Advocate General, Divisional Commissioner, Deputy Commissioner, Hansi, and the Principal Accountants General, among others.
The issue now before the State Government is straightforward but potentially consequential: if Hansi remains both a Police District and a Revenue District, the Government may need to formally say so; if its earlier police-district status has ended, the legal instrument that ended it would need to be identified, asserted Advocate Hemant Kumar.
