HARYANA GIVES ONE-TIME RELIEF TO CLERKS AS STRIKE PERIOD TO BE TREATED AS SERVICE LEAVE

The Haryana Government has taken a significant decision regarding the strike period from 12th August 2024 to 16th August 2024 for the clerical cadre. The government has decided that this period will be treated as “Leave of the Kind Due”. Accordingly, adjustments will be made from clerks’ earned leave and half-pay leave, and if necessary, earned leave in advance may also be sanctioned. 

As per the order issued by Chief Secretary Sh. Anurag Rastogi, who also holds the charge of Additional Chief Secretary, Finance Department, the strike period will first be adjusted against the earned leave already accumulated by the clerks prior to the strike. If earned leave is insufficient, the remaining period will be adjusted from half-pay leave. If any portion of the strike period still remains, it may be sanctioned as earned leave in advance, to be debited from the employee’s leave account in the future. 

The government has clarified that this relaxation is a one-time measure and shall not be treated as a precedent for future cases. Under this decision, the clerks’ salary for the strike period will not be deducted, and the strike will not be considered a break in service. 

This order is applicable only to clerks who participated in the strike between 12th and 16th August 2024. 

The government has directed that the clerks’ salary for the strike period should be released only after verification by SAS cadre officials working in the respective departments.
