DELIMITATION OF WARDS IN ABOHAR, FAZILKA ETC CHALLENGED IN HIGH COURT

The delimitation of wards in Abohar, Fazilka, Moga and Dhariwal etc has been challenged by individuals before the Punjab and Haryana High Court. Petitions were filed by Anita Rani, Sahil Arora, Rajinder Kumar and others.

The bench of Judges Harsimran Singh Sethi and Vikas Suri has directed the Chief Secretary, State of Punjab to file an affidavit on or before February 3, the next date of hearing. As the issue with regard to the delimitation of wards of urban local bodies is pending consideration before the Court, the state has been requested not to precipitate the things in any manner.

(SUBHEAD)The petitioners, through Advocate Surinder Pal Singh Tinna and other counsels, challenged the process of de-limitation which has been initiated or finalized after December 31, 2025. The challenge is based upon the notification issued by the Ministry of Home Affairs, Govt of India on August 13, 2025. According to the notification, keeping in view the planning for the census 2027, directions have been given Pan-India that no change is to be undertaken qua the boundaries of the towns, districts, including the wards which are existing in a town.

In order to decide the issues arising out of the points raised regarding the said notification, the state government has to explain whether it is accepting the Govt of India notification dated 13. 8. 2025 or has a different view even qua the freezing of the wards of urban local bodies, the issue will be decided by the HC as to whether the Government of Punjab will have jurisdiction to delimit the wards of the urban local bodies even after January 1, 2026.
