The Haryana government has suspended, Sh. Surya Kant, who was serving as an Executive Engineer in the Public Health Engineering Department (PHED), with immediate effect. He was also holding additional charge of PHED No.-1, Bhiwani.

This action has been taken under Rule 5 of the Haryana Civil Services (Punishment & Appeal) Rules, 2016. A total of six chargesheets had been issued against the officer, of which three were found valid. Consequently, disciplinary action was taken under Rule 7 of the same rules.

The charges state that Mr. Surya Kant displayed indiscipline during duty. Other allegations include administrative irregularities, neglecting public complaints, negligence in resolving grievances received through the CM Window and public interactions, and inadequate supervision of various projects. 

Additionally, it was found that on 26 January 2026, when the Minister for Public Works and Public Health Engineering, Mr. Ranbir Gangwa, was visiting Bhiwani to hear public complaints, the officer was absent from duty. There have also been complaints about the officer’s failure to take public health-related grievances in Bhiwani seriously.
