TRUCK WITH HIDDEN CAVITY IN FUEL TANK HAVING NO PB-03AT-5233 SEIZED, SOURCE IS SIMLIGUDA, KORAPUT, ODISA

Team NR-I, Crime Branch has busted an interstate gang involved in drug trafficking, in Delhi -NCR area from Odisa. Three persons including receiver of consignment namely 1. Ishrafeel @Ram Chandra S/O Md. Mustakin R/O Village- Gasdiha, District- Balram Pur, UP Age-42 Years, (Driver), 2. Palji Gautam S/O Radhey Shyam R/O Seikhpura PS Valterganj, Dist.- Basti, UP Age-23 Years (Helper) and 3. Shabuddin S/O Salauddin R/O H. No. 673, Pocket-11, Sector A-6, Punarvas Colony, Narela, Delhi Age 49 Years (Receiver) have been arrested. 250 kg of fine quality Marijuana (Ganja) worth more than Rs. 25 lakhs has been seized from the hidden cavity prepared in fuel tank of truck no PB-03AT-5233.
An Information about the supply of a huge consignment of narcotics substance (Ganja) has been developed by ASI Sandeep No. 236/Cr. NR-1, Crime Branch through field sources and technical analysis. Accordingly suspected phone number taken on interception.
On 24.07.2022, after analysis of conversation on intercepted phone number and CDRs of several numbers mobile numbers of drivers/helper were extracted. Regular locations of suspected mobile numbers of driver and helper of the truck were obtained and a route from Orrisa to Delhi was prepared. On the basis of route and location of suspected mobile numbers, details of trucks passed from the different Toll Plazas were obtained but registration number of suspected truck could not be established. But through technical surveillance locations suspected phone numbers of driver and helper were continually taken and followed up. It was also established that the consignment was supposed to be reach Bhalaswa, Delhi by morning on 25.07.22.
On 25.07.22, A team led by Inspr. Alok Kumar Rajan, comprising of Inspector Sanjay Kaushik, SI Narender Singh No. D -5967, SI Surender No. 4613/D, ASI Yogesh No 5025/Cr., ASI Sandeep No. 236/Cr., ASI Ramesh No. 1274/Cr., HC Ashok No.1337/Cr.,HC Kuldeep No. 1345/Cr. and HC Karmjeet No. 1292/Cr. was constituted under the close supervision of ACP/NR-I, Sh. Anil Sharma and overall supervision by DCP/Crime-III, Sh. Vichitra Veer to intercept the truck.
The team was divided in three parts and one advance team under the leadership of SI Narendra, sent to identify the truck on the basis of phone locations of suspected driver. Team reached near Mathura and started intercepting the suspected trucks heading towards Delhi. Finally due to best effort by SI Narender and ASI Sandeep suspected truck intercepted near Noida and registration number of truck revealed as PB03AT 5233. Truck was open body and without any goods.
Thereafter truck was chased by the advance team. Second team under the leadership Inspector Sanjay Kaushik deployed to identify and the receiver of consignment, Sahabuddin @ Khan according to location of phone number developed through analysis of CDRs of all suspected phone numbers. Location of suspected phone number of receiver found roaming nearby Bhalaswa, Delhi area. It was also established through sources that the consignment of ganja is to be supplied near Bhalaswa, Delhi.
According to information developed through technical analysis and physical informer and information share by advance team, a trap was laid on service road, in front of Golf course, Bhalaswa, Delhi and at about 06.15 AM on 25.07.2022, Truck having number PB-03AT-5233 was intercepted and driver Ishrafeel @ Ram Chandra, helper namely Palji Gautam and receiver namely Shabuddin were apprehended. Truck was open body and no any goods found loaded.
Mr. Dheeraj Kumar, IPS, JCP, said, on details search it was found that size of fuel tank is abnormally big. On sustained interrogation of driver a hidden cavity found prepared in fuel tank and during search, Bags containing 250 Kg Marijuana (Ganja) were recovered from the secret cavity created inside the fuel tank of truck, specially designed for the purpose and roof of cabin of truck. Accordingly, a case, vide FIR 152/22, U/S 20/25/29 NDPS Act P.S. Crime Branch was registered in this regard and all the above three accused persons were arrested.
MODUS OPERANDI: Sahabuddin @ Khan (Receiver), Ishrafeel(Driver), Tiwari (supplier), Pawan(owner of truck) and Munna (source) are the active members of interstate gang of illegal drugs(Ganja)trafficking. Munna is the source of Ganja in Simliguda, Odisa, who provided Ganja to Tiwari and Sahabuddin. Pawan is owner of truck, who purchased second hand truck and prepared hidden cavity in fuel tank and provided to Tiwari and Sahabuddin on rent for 2 Lakh/trip.
Ishrafeel is driver of truck and working for Tiwari and Sahabuddin to carry big consignment of ganja in truck from Orrisa to Delhi, Haryana and UP. He charged Rs 50, 000 for one trip from Orrisa to Delhi. This time they used vehicle truck having no. PB03AT 5233 in which the truck owner Pawan R/o Panipat, Haryana had made a cavity in fuel tank for hiding Ganja. Sahabuddin used to sell Ganja in different area of Delhi and Haryana.(SUBHEAD)
INTERROGATION: Shabuddin S/O Salauddin R/O H. No. 673, Pocket-11, Sector A-6, Punarvas Colony, Narela, Delhi Age 49 Years:
Presently he is living at C-180, Gali no.2, Jahangir Puri, Delhi in his in-laws house. He is receiver of the ganja recovered in this case. He was born in Seema Puri, Delhi. Basically he belongs to Bangladesh. He has three sons and one daughter. He is illiterate. His parents came from Bangladesh and settled in Jhuggi, Seema Puri, Delhi.
After demolition of Jhuggi in Seema Puri , a small plat was allotted to him in Narela, Delhi. He started Kabadi work on this plot. In year 2001 he came in contact with one Krishan in Sonipat jail, when he was arrested in a theft case. After some time Krishna started kabadi work with him.
After meeting with one Iswar Tiwari ( Ganja Supplier) he started work to supply ganja from Odisa to Delhi. Later on Krishan died in road accident. Thereafter he started supply of Ganja in large quantity. In begging Tiwari supplied Ganja in Agra from where he carried to Delhi for further sale. In this business started getting good benefits. Tiwari introduced him a person namely Munna belongs to Simliguda , Odisa, a big ganja supplier(Source).
In the month of June this year, he went Raipur by flight, where he met Tiwari who provided this Truck having No. PB03AT 5233 in which the alleged truck owner Pawan R/o Panipat, Haryana had made a cavity in fuel tank for hiding Ganja.
He reached Simliguda, where he met with Munna to whom he had given Rs 3 lakh cash for 300 kg of Ganja. He stayed there for 2-3 days. Munna loaded only 125 kg of ganja in the cavity made in the fuel tank of truck according to capacity and stated that the rest to be taken later. Truck was driven by Mohd. Ishrafeel @ Ramchander and Palji Gautam. He sold this consignment of ganja to one Sardar Ji of Panipat and some locale drug paddlers.
The truck owner Pawan had taken 2 lakh rupees and the driver Mohd Ishrafil @ Ram chander took 55 thousand rupees and he gave 17 thousand rupees to Palji (helper) for this consignment. Thereafter on 06.07.22, he again sent driver Mohd Ishrafeel @ Ramchander along with helper Palji to Simliguda in same truck to collect the remaining ganja. Where Munna loaded total of 250 kg ganja out of which some ganja loaded in the cavity build up in fuel tank of truck and some on the roof of the cabin. When on 25.07.22 the consignment of ganja reached Bhalaswa, Delhi and consignment was about to deliver to receiver he was arrested along with driver and helper of the truck and truck along with ganja was seized. He was involved in theft in Sonepat in Haryana.
Ishrafeel @Ram Chandra (Age-42 Years) S/O Md. Mustakin R/O Village- Gasdiha, District- Balram Pur, UP: – He is driver of the truck. He is illiterate. He is residing with wife and one daughter. He had come to Gurugram ago 20 year in search of work. He worked there in creaser machine as conductor on dumper. Where he learned to drive. In year 2014, he started work as driver on a tempo in Narela, Delhi.
During this period he came in contact with scrap dealer Sahabuddin(receiver) and further with one Iswar Tiwar( Ganja supplier). Tiwari brought ganja from Orissa and supplied in Delhi, Haryana and UP. Tiwari was in need of any driver.
Tiwary offered him good amount for carrying ganja in truck from Orrisa. As he not earns more from driving of tempo, he started driving vehicles of Tiwari in which Ganja were supplied from Orrisa to Delhi, Haryana and UP. He was arrested in NDPS cases two time, in year 2017 in Odisa and in year 2019 in Andhra Pradesh.
He used to get Rs 50,000 or more for one trip to carry ganja from Odisa. He is working with Tiwari and Sahabuddin for long. In the month of June he supplied total 125 Kg ganja to Sabuddin in truck no PB03AT5233, on the direction of Tiwari. The owner of the truck is one Pawan from Panipat as stated by Tiwari.
In this truck a hidden cavity is prepared in fuel tank to carry ganja. He again visited Simliguda, Koraput, Odisa to carry consignment of ganja with same truck. He waited for one weak at Rai Pur , Chhatisgarh for direction of Sabuddin. He purchased new sim card on the basis of id proof of any unknown persons. Thereafter according to direction he visited Simliguda, Koraput, Odisa, where Munna met him, who loaded total 250 Kgs of ganga in cavity built up in fuel tank and above the roof of truck cabin. After that He along with helper Palji reached Delhi with ganja loaded truck, where he was arrested.
Involvements : Arrested in year 2017 in NDPS Case in Odisa. Arrested in year 2019 in NDPS Case in Andhra Pradesh.
Palji Gautam S/o Radhey Shyam R/o Village Seikhpura, PS Vaulterganj, Distt. Basti, UP Age-23 yrs :- He studied upto 5th class. He started driving and came in contact with Mohd. Ishrafil @ Ram Chander, who is also a driver. Mohd. Ishrafeel used to drive the vehicles having Ganja from Orrisa to Delhi, Haryana and UP. He also started work as helper/driving with Mohd. Ishrafil in ganja loaded truck. In the month of June this year he was with driver Ishrafeel, when the consignment of total 125 Kg ganja supplied to Sabuddin in truck no PB03AT5233.
In this truck a hidden cavity is prepared in fuel tank to carry ganja. On 06/07.22, He again visited Simliguda, Koraput, Odisa with driver Ishrafeel to carry rest consignment of ganja with same truck. He waited for one weak at Rai Pur, Chhatisgard according to direction of Sabuddin. Driver Ishrafeel purchased new sim card on the basis of id proof of any unknown persons and thereafter according to direction reached Simliguda, Koraput, Odisa, where Munna met him, who loaded total 250 Kgs of ganga in cavity and above the roof of cabin of truck. After that He alongwith driver Ishrafeel reached Delhi with ganja loaded truck where he was arrested.
On 26.07.2022, Shabuddin and Ishrafeel @Ram Chandra were produced in Court and taken on 10 days police remand. Efforts are being made to trace 1. Munna(Supplier) in Simliguda, Odisa, 2. Pawan (Truck Owner) in Panipat, Haryana and others wanted in this case. Team will also visit Simliguda, Karaput, Odisa to locate the source and to point out the place, where ganja was loaded in truck. Further investigation in the case is in progress.
