A team of Special Cell, Southern Range led by Inspr. Ishwar Singh and Insp. Satvinder under the supervision of ACP Attar Singh, has busted an interstate gun-running racket by arresting a notorious arms supplier namely Dhurv @ Pappi (age 24 years) s/o Betal Singh r/o Village Iqbal Pur Teh. Phadi Distt. Dholpur Rajasthan.
Above arms supplier was arrested in the evening of 02.08.2022 at Faridabad road near turning leading to Aali village Delhi. 12 good quality pistols i.e. 10 semi-automatic pistols with 10 live cartridges and 2 single shot pistols with 2 live cartridges have been recovered from the bag of accused at spot. Dhruv @ Pappi has been indulging in firearms trafficking in Delhi NCR, Punjab, Haryana & UP West for the last 03 years. He used to get supply of arms and ammunition from arms manufacturers cum supplier of Khargone Madhya Pradesh. Arrested arms supplier is also previously involved in four cases of dacoity at gun point and one of arms trafficking pertaining to various police stations in Rajasthan, UP.
INFORMATION AND OPERATION
In pursuit of constant drive launched by the Special Cell against the illegal firearms traffickers in Delhi NCR involved in procuring firearms from Sendhwa, Khargone, Dhar and Burhanpur (MP) and further supplying in Delhi NCR, concerted efforts were being made to identify the members of these syndicates. Special Cell had earlier succeeded in busting several such interstate arms syndicates in the past. A team of Special Cell was having information about the illegal activities of arms trafficking in Delhi NCR by Dhruv @ Pappi in association with his associates. Manual surveillance was mounted to develop the information about him. Secret sources were deployed to gather information in this regard.
(SUBHEAD)After continuous efforts of more than two months, a specific information was received on 02.08.2022 that a notorious arms trafficker namely Dhruv @ Pappi would come at Faridabad Road near turning leading to Aali Village, Delhi between 5.30 pm to 6.30 pm to deliver the supply of firearms & ammunition to one his contacts in Delhi.
Accordingly, a raiding party lead by Insp. Ishwar Singh was formed and a trap was laid near the aforesaid turning at Faridabad road. At about 6.05 PM, Dhruv @ Pappi carrying a bag on his shoulder was spotted arriving at above turning point and further waiting for someone there. After waiting for 05 minutes, he started walking away. He was surrounded and overpowered by the members of the team.
From the search of his bag, 12 pistols with 12 cartridges i.e. 10 semi-automatic pistols with 10 live cartridges and 02 single shot pistols with 02 live cartridges were recovered. A case u/s 25(8) of Arms (Amendment) Act, 2019, in P.S. Special Cell was registered in this regard. In this section, there is provision of minimum sentence of 10 years and it can be extended upto life imprisonment and also punishable with fine.
Mr. Jasmeet Singh, IPS, Dy. Commissioner of Police Special Cell, sais, during the interrogation, accused Dhruv @ pappi has disclosed that he had received the consignment of recovered pistols and cartridges from a notorious arms manufacturer-cum-supplier of District Khargone in MP. He has further disclosed that he has been indulging in the supply of illegal firearms and ammunition in Delhi NCR, Punjab, Haryana and UP West for the last 03 years.
Initially Dhruv @ Pappi had worked as career for an arms trafficker of Rajasthan. But subsequently, he developed his own network of arms trafficking in Delhi NCR. He has disclosed that he used to procure a semi-automatic pistol in Rs 10000/- and a single shot pistol in Rs 3000/- from MP and he used to sell these firearms in Rs 25000/- and 6000/- per piece respectively to the gangsters and hardcore criminals in Delhi NCR, Punjab, UP and Haryana.
Accused has also disclosed that he had supplied firearms to a gangster in Punjab. From the interrogation of Dhruv @ Pappi, it has been revealed that he has already supplied more than 400 firearms in Delhi NCR in the last 3 years.
Dhruv @ Pappi has disclosed to have been previously arrested in five cases including four of dacoity and one of arms smuggling in UP and Rajasthan. Dhruv @ Pappi along with his 5-6 associates had intercepted a truck laden with edible oil, abducted its driver and helper and looted the truck with edible oil valuing about more than 50 lacs in the area of PS Saiya Distt. Agra UP at gun point in the year 2019. He along with his associates had also committed three other house robberies at gun point in Rajasthan and UP and looted cash and jewellery from the occupants of the houses.
Accused has been taken on police custody remand. Further interrogation of accused is in progress. Efforts to trace and arrest the remaining members of arms syndicate including source of supply are being made.
