RECOVERED HEROIN WAS SMUGGLED IN INDIA FROM MYANMAR VIA MANIPUR, ARRESTED ACCUSED HAS BEEN INDULGING IN SUPPLYING OF HEROIN IN DELHI NCR AND OTHER STATES FOR LAST 7 YEARS.

A team of Special Cell/Southern Range, led by Inspr. Shiv Kumar and Inspr. JitenderMavi under the supervision of ACP Attar Singh has busted an International narcotic drug cartel by arresting a key member of cartel namely Akhilesh Kumar Ray (age 39 years) s/o late Subhash Ray r/o Vill. Jamilpur, Distt. Chhapra, Bihar.
He was arrested opposite EDM Mall at Gazipur road Delhi in the evening of 09.08.2022. 4 kgs heroin was recovered from the possession of arrested accused. Value of recovered heroin is Rs. 20 crores in international market. Recovered heroin was sourced from Myanmar in India through Manipur and it was destined to be delivered in Delhi. Arrested drug supplier has been indulging in drug trafficking in Delhi and other parts of country for last 7 years.
Special Cell in its tirade against drug suppliers had busted several narcotic drug cartels in the past by arresting various members of these cartels and by recovering huge consignments of heroin at their instance. A team of Special Cell was working on information that an International narcotic drug cartel is active in the states of Manipur, Assam, UP, Bihar and Delhi. Members of this cartel were involved in receiving supply of heroin in Manipur smuggled from Myanmar and further supplied the drugs in various parts of the country including Delhi NCR. This information was further developed through human surveillance.
It took painstaking efforts of 4 months to develop the information. During this process, members of this cartel were identified and their activities were kept under discreet surveillance.
On 09.08.2022, a specific information was received by Special Cell that a member of this cartel namely Akhilesh Kumar Ray, a resident of Chhapra Bihar had collected a big consignment of heroin from Bihar. As per information, he would come opposite EDM Mall at Gazipur road Delhi between 6.30 pm to 7.30 pm on 09.08.2022 to deliver the heroin to one of his contacts.(SUBHEAD)
A raiding party led by Insp. Shiv Kumar was constituted and a trap was laid. At about 6.45 pm a person coming from EDM Mall side was spotted. He was having a bag in his right hand. Theperson was identified as Akhilesh Kumar Ray who started waiting for someone opposite the mall. At about 7 pm, Akhilesh Kumar started walking when he was surrounded and nabbed by the members of the team. Search of bag of Akhilesh led to the recovery of 4 kgs heroin. A case under the appropriate sections of law of NDPS act was registered at PS Special Cell.
Mr. Jasmeet Singh, IPS, Dy. Commissioner of Police, Special Cell, said, during interrogation of the arrested drug supplier, it has been revealed that he was the member of a big international narcotic drug cartel. He has disclosed to have been indulging in drug supply in Delhi NCR and parts of UP, Bihar, Jharkhand etc for last 7 years.
He has further stated that he had procured recovered heroin from a person of Distt. Hajipur, Bihar and he had come to Delhi to deliver 04 kgs heroin to a person. He has also stated that he along with his two associates, both residents of Hajipur Bihar used to receive heroin from one Mulla Ji of Manipur who is a big supplier of heroin.
Arrested Akhilesh has further revealed that said supplier of heroin has links in Myanmar and he used to get supply of heroin from Myanmar through Manipur. Most of the heroin brought in Manipur from Myanmar is further sent to adjoining states of Assam and Arunachal Pradesh. Contraband is further transported in others parts of the country including Delhi by him and other members of syndicate. During the investigation of this case, it has been revealed that heroin is also manufactured in Naxalite affected areas of Jharkhand and militancy affected areas of Manipur with opium which is illicitly cultivated there.
Akhilesh Kumar Ray has further disclosed that quality of heroin smuggled from Myanmar and Manipur is much superior to the heroin manufactured from opium in conventional areas of legalized cultivation of opium in parts of the country.
That is why heroin manufactured in Myanmar and Manipur is in high demand internationally and also in India. For the last 7-8 years, it has been revealed that this has become prominent new route for smuggling of heroin from Myanmar via Manipur in other parts of the country including Delhi NCR. Heroin brought from Myanmar and Manipur is not only comparatively cheaper in cost but it is also relatively of very good quality in comparison to the heroin manufactured in areas of legally cultivated opium of Bareilly, Badaun, Barabanki in UP, Mandsaur in MP and Jhalawar, Chhitorgarh, Bhawani Mandi etc in Rajasthan.
Efforts are afoot to identity the remaining members of this narcotic drug cartel.
