INTERSTATE NARCOTIC DRUG CARTEL BUSTED, TWO MP BASED KEY MEMBERS ARRESTED IN DELHI.

A team of Special Cell/Southern Range, led by Insp. Sanjeev Kumar and Insp Ranjeet Singh supervised by ACP Attar Singh has busted an interstate narcotic drug cartel by arresting its two key members including source of supply of heroin. Both the arrested drug suppliers are Trilok Chand (age 51 yrs) s/o Sh. Ramgopal Patidar r/o – VPO-Bhensoda, Distt. Mandsaur (MP) and Lal Chand (age 29 yrs) s/o Mangilal, r/o-vill. Julmi, Distt-Kota (Rajasthan). Total 4.2 kgs heroin i.e. 4 kgs from Trilok Chand and 200 gms from Lal Chand was recovered at the time of their apprehension at spot.

Value of recovered heroin is more than Rs. 21 crores in international market. Both have been indulging in supplying of heroin in Delhi NCR and other adjoining states for many years. 

Special Cell in its tirade against drug suppliers had busted several narcotic drug cartels in the past by arresting many members of these cartels and by recovering huge consignments of the heroin at their instance.(SUBHEAD)

A team of Special Cell was working on the information that an Interstate narcotic drug cartel is active in the states of MP, Rajasthan, UP, Punjab, Delhi NCR etc. This information was further developed through human surveillance. It took painstaking efforts of 3 months to develop the information. During this process, members of this cartel were identified and their activities were kept under discreet surveillance.

On 28.08.2022, an information was received by Insp. Sanjeev Kumar that MP based two members of the cartel namely Trilok Chand and Lal Chand have come to Delhi. Both would come at bus stop near ISBT Sarai Kale Khan on 28.08.2022 between 6 pm to 7 pm to deliver the big consignment of heroin to one of their contacts.

On this information, a raiding party consisting of Insp. Sanjeev, SI Balraj, HC Amit, HC Devender, HC Anil was constituted and a trap was laid near said bus stop opposite ISBT Sarai Kale Khan Delhi. At about 6.30 pm, Trilok Chand and Lal Chand were spotted near the said bus stop. Members of the team apprehended both of them. From the search of their bags, 4.2 kgs heroin i.e 4 kgs from Trilok Chand and 200 gms from Lal Chand was recovered. A case under the appropriate sections of law of NDPS act was registered at PS Special Cell.

Mr.Jasmeet Singh, IPS, Dy. Commissioner of Police, Special Cell , disclosed that, both the arrested drugs suppliers have disclosed that they have been indulging in drugs supply in Delhi NCR, Rajasthan, Punjab, UP etc by procuring heroin from MP. Both have further disclosed that recovered heroin was to be delivered to two persons i.e. one in Delhi and another in Karnal in Haryana. Trilok Chand is the kingpin of this narcotic cartel. Lal Chand is his carrier and he supplies heroin in various states as per directions of Trilok Chand. Both have disclosed that members of their cartel have already supplied more than 100 kgs heroin in Delhi during last 2 years.

Arrested Trilok Chand has disclosed that he has been indulging in supply of drugs in Delhi NCR, Rajasthan, UP, Punjab, MP etc for last 25 years. Trilok Chand has further disclosed that he had procured the recovered consignment of heroin from a person of Mandsaur, MP. He had sent Lal Chand to Delhi with the said consignment of heroin and he himself came to Delhi by a different train. As per plan, he met Lal Chand near ISBT Sarai Kale Khan where they had to deliver the part of consignment to a person of Delhi.

Trilok Chand has further disclosed that he is expert in preparing heroin from opium. He has also told that he would manage to procure opium from farmers doing lawful cultivation of opium in Mandsaur, MP. He has further revealed that he used to prepare heroin from opium by various chemical processes. Trilok Chand has also admitted to have been previously arrested in a case of NDPS involving one kg heroin in Mumbai in the year 2004.

Efforts are afoot to identity the remaining members of this narcotic drug cartel.
