The team of Counter Intelligence, Special Cell, led by ACP Rahul Vikram, Inspectors Dalip, Vikram, and Nishant, under the supervision of DCP Manishi Chandra, in their continuous endeavour to curb the spread of terrorist activities which are expanding their footprints across North Indian States, including Delhi-NCR, has succeeded in apprehending two key members (including a JCL), of an international terror module.
With the arrests, the sensational RPG attack incident at the Intelligence Headquarters in Mohali, Punjab, has been worked out. The apprehended accused are important nodes of the joint terror network of Pakistan-based Khalistani terrorist Harvinder Singh @ Rinda & Canada-based gangster turned terrorist Lakhbir Singh Landa.
BACKGROUND: In the late evening hours of 09/05/2022, a rocket-propelled grenade was fired at the Punjab Police’s intelligence headquarters in Mohali, Punjab. During the course of the investigation, it was established that the attack was a conspiracy of Babbar Khalsa International (BKI), backed by Pakistan’s Inter-Services Intelligence (ISI) and local gangsters.(SUBHEAD)
The attackers were identified as a juvenile, r/o Faizabad, Uttar Pradesh and one Deepak, r/o village Surakhpur, Haryana. It was also established that the attack was orchestrated by gangster turned ISI stooge Harvinder Singh @ Rinda.
Another fugitive gangster Lakhbir Singh Landa had joined hands with Harvinder Singh @ Rinda, in sharing of manpower, logistics and resources. Rinda’s name had already cropped up in the grenade attack at the Crime Investigation Agency (CIA) office in Nawanshahr and the arrest of four suspected Pakistan-linked terrorists in Haryana's Karnal earlier this year.
The other arrested accused is Arshdeep, r/o of Tarn Taran, Punjab, who is running wanted in the IED recovery case of Shahabad, Kurukshetra and IED recovery case of PS Sirhali, Tarn Taran, Punjab along with other narcotics and arms supply cases.
OPERATION: From day one of the attack, the Counter Intelligence team of Special Cell, Delhi started working to unearth the entire conspiracy and nab the culprits. Several other security agencies across the country were on the trail of the suspects. The team collected details of an identified local network of gangsters which provided logistic support to the attackers. After initial technical leads were stabilized, intensive technical and manual efforts, along with the deployment of local informers, were resorted to tracing the suspects and apprehension of the accused Arshdeep and CCL from Jamnagar, Gujarat.

PREMINARY FINDINGS: With the apprehension of the JCL and arrest of accused Arshdeep, the unholy nexus between Rinda and Landa Harike has been exposed. While the JCL was being handled by Rinda, Arshdeep was being handled by Landa Harike. Both the fugitive gangsters turned terror operatives pooled their resources and the presently apprehended persons were got connected to each other for safe stay and future tasking.
Mr. H.G.S. Dhaliwal, IPS, Special CP/Special Cell, said, the apprehended JCL has also disclosed the task given to him along with absconding Deepak Surakhpur and Monu Dagar (in jail) by Lawrence Bishnoi regarding the elimination of film actor Salman Khan. Various other incidents have been disclosed by the duo; the same are being currently verified. The apprehended JCL is being produced before the JJB; the arrested accused Arshdeep is being produced before the concerned UAPA Court. Further investigation is in progress,
KNOW LANDA AND RINDA
Canada-based Landa is considered to be the close aide of Pakistan-based wanted gangster Harvinder Singh alias Rinda, who had joined hands with Babbar Khalsa International (BKI), and they have close ties with the ISI. Landa had played a key role in conspiring the Rocket Propelled Grenade (RPG) terror attack at Punjab Police Intelligence Headquarters in Mohali and had also planted an IED beneath Sub-Inspector Dilbag Singh’s car in Amritsar.
