USE OF PLA FUND AGAINST MANDATE, BY SPECIALLY CREATED SOCIETIES IN GOVT COLLEGE

As per information supplied through RTI ,Deputy Director (Admn),For Education Secretary Chandigarh vide its Memo no.220-DHE-UT-College-12/(40)19 dated 7.8.2019 allowed Govt Colleges to get the Society registered with the condition. That Society will not be provided any financial assistance aid/grant/budget and the entire activities will be carried out by the Society out of its own resources and funding or assistance out of Corporate Social Responsibility (CSR) ,if any, said RTI activist Mr. R.K. Garg. 

Consequently Govt College of Commerce & Business Administration registered a Society named “Chandigarh Higher Education Society-Government College of Commerce & Business Administration, Sector 50 Chandigarh (CHES-GCCBA-50) vide Certificate of registration no.4850 of 2019 dated 4.9.2019.(SUBHEAD)

In spite of clear orders this College transferred Rs Rs 33,25,000.00 out of PLA Fund during 2019-2020 and Rs 50,00,000.00 out of Pupil Ledger Account (PLA) Fund during 2021-2022 and spent money rs 43,77,245 on salary expenses during 2021-22 and RS 545967.00 during 2020-21 and Rs 26,73,259.00 on salary account during 2019-2020 thus used Public Funds by diverting through a Society which was not permitted to do so.

Similarly another college Named Postgraduate Govt College Sector 46 Chandigarh transferred RS 24.,50,000.00 during 2020-2021 and RS 32,06,000.00 during 2021-2022 and made expenses on salary RS 25,24,489.00 during 2021-22 and Rs 24.,02,471.00 during 2020-2021 apart from RS 15869,Rs 8977.00 on advertisements and Rs 10041 on books during these years.

While information from other colleges is awaited even after 3 months these two colleges have used Public Funds for the purpose these were not meant and not allowed to do so.

As such necessary action be taken to restore the money to treasury account which have been unauthorisedly transferred to Societies and also action be taken against the college staff which has used public funds reported unauthorisedly.

For future the strict orders may also be issued, urges R.K. Garg, RTI activist to the Adviser Chandigarh Administration for Information and necessary action to restore public Funds to Govt Account.
