DELHI POLICE INITIATIVE COMPAIGN AGAINST DRUGS, 1500 KG NARCOTICS WORTH RS. 2200 CRORES DESTROYED

To fulfill the vision envisaged by the Prime Minister Shri Narendra Modi, the Government of India is vigorously pursuing a policy of 'Zero Tolerance' against drugs. Union Home Minister Shri Amit Shah has time and again conveyed his resolve to root out the menace of drugs and has constantly emphasized to take stringent action against all drug traffickers and eradicate this evil from our country.

 
 The campaign against drugs is being sincerely implemented by Delhi Police under the guidance of Lieutenant Governor, Delhi, Shri Vinai Kumar Saxena and under the leadership of Commissioner of Police Shri Sanjay Arora. To crack down on drugs, various operations and campaigns are being run by the districts and units of Delhi Police. To eradicate the drug menace from the society, all concerned have been directed to take strong effective action against the narco-offenders.

As per directives of MHA, ANTFs have been established nationwide and are carrying out the objective of the Hon’ble Prime Minister and Hon’ble Union Home Minister to achieve the target of "Drug Free India". The mandate of ANTF is to bust drug trafficking syndicates and take coordinated action alongwith all other units/districts/police stations. The ANTF acts as nodal agency for narcotics related matters and coordinates with NCB, Delhi.

ACTION AGAINST SMUGGLERS/ SUPPLIERS:-Continuing its drive against illegal drug smugglers/suppliers operating in Delhi, Delhi Police is continuously busting the network of illicit drug traffickers with the arrest of illegal drug suppliers/peddlers every day. During the current year (upto 25.06.2023), Delhi Police has arrested 939 narco-offenders in 773 NDPS cases and seized about 38 kg heroin/smack, 15 kg cocaine, 1845 kg ganja, 233 kg opium, 10.7 kg charas and 71.5 kg doda poppy etc. Delhi Police has taken very strict action against drug mafias and strict steps are being taken against these mafias by coordinating with other departments like MCD Delhi Police is working relentlessly to make Delhi Drug Free.

FORMATION OF ANTI-NARCOTICS TEAM (CRIME BRANCH):- As per the order of Ministry of Home Affairs, in Delhi Police, Anti-Narcotics Team (ANTF) was set up on 21.06.2022 in Crime Branch, after which Delhi Police has intensified its campaign against drug smugglers with more enthusiasm.

"DRUG FREE INDIA PAKHWADA" EVENTS:-

i) On the occasion of International Day against Drug Abuse and Illicit Trafficking being observed on 26th June, "Drug Free India Fortnight" inspired by the "Drug Free India Campaign" of Hon'ble Prime Minister Shri Narendra Modi and Hon'ble Home Minister Shri Amit Shah was celebrated all over Delhi by Delhi Police from 12th June to 26th June. This fortnight began on 12th June by Hon'ble Delhi Police Commissioner Shri Sanjay Arora by spreading the message inspired by "Nasha Free India" through stickers on the barricades of Delhi Police located outside the Police Headquarters and to spread the message of de-addiction through public relations vehicles, street plays and teams of sportspersons to different parts of Delhi to give inspirational messages to the general public, especially the youth. It was flagged off.

ii) On the 19th June, during "Operation Kavach”, various teams of Delhi Police were constituted to take strict action against narco-criminals under "O" and for the implementation of Operation Kavach, 182 places were raided. 64 narco-offenders were arrested in 62 NDPS cases with recovery of large quantity of drugs. The purpose is to take strict action on the supply side (drug smugglers).

iii) Advertisements were broadcasted to make the general public, especially the youth, aware through television, newspapers, FM channels, radio etc. Nowadays, the social media platform is becoming a medium of communication, which was also used well by the Delhi Police and the Twitter handle of Delhi Police tweeted from time to time to make the general public aware of the dangers of drugs.

iv) Apart from the general public, especially the youth, celebrities also contributed a lot in this campaign of Delhi Police, whose awareness video message about drugs was shared by the Twitter handle of Delhi Police.

v) Departments like Railways, Metro and Airports etc. also participated actively in the campaign of Delhi Police to reach out to the public travelling in these modes of transport through various communication mediums (about 03 crore people) and they were called through audio and video medium to join the e-pledge campaign.

MAIN EVENT:

i) In addition to the above, the following major programmes were organized by the Delhi Police:-

(a) MoU was signed between XLRI, Jamshedpur and Delhi Police on 19th June, which includes drug related survey & future action plan. By conducting a survey, it will find out what are the causes of drug smuggling, to what extent it is spread to which sections of the society and what are its effects on which particular group, what measures can be taken to prevent it under the future action plan and according to him, in future, XLRI, Jamshedpur, along with Delhi Police, will make efforts to get rid of drugs by using radio and telecommunication mediums according to the age group, to educate the society to control drugs and appropriate steps will be taken.

(b) On 23rd June, lectures were organized by the counselors and doctors of Brahmakumari Sansthan in 15 auditoriums in all the districts in which about 15000 people participated. The purpose of these events was not only to make people aware about the dangers of drugs, but also to educate drug addicts about their successful treatment through yoga, pranayama, therapy and meditation. Brahmakumaris Sansthan has already organized such events to bring millions of drug addicts into the mainstream globally

(c) On 25th June in the morning, 05 kms. Walkathon programme was organized from India Gate to Sansad Marg, in which Shri Sanjay Arora, Commissioner Delhi, Police & other senior officers participated. Around 5000 participants from both police and general public participated enthusiastically in the Walkathon and raised slogans, posters and banners to create awareness among the present generation about the harmful effects of drug abuse were displayed, which ended at the Police Station Parliament Street.

The purpose of organizing this Walkathon was to inspire the general public, especially the youth, to adopt good health and a healthy lifestyle by staying away from drugs.

(d) On 26th June at 09.30 a.m. in the presence of Hon’ble Lieutenant Governor of Delhi, 15000 kg of illegal drugs worth about 2200 crores in the international market were destroyed as per procedure at the incinerator located at SSI Industrial Area, GT Karnal Road, Near Jahangirpuri, Delhi.

(e) According to the notification of the Government of India, Ministry of Finance (Department of Revenue) and the order of the Hon'ble Supreme Court, various committees were formed by the Delhi Police to destroy the illegal drugs recovered from the drug smugglers and these committees took part in the cases from 1986 to 2022 this year. According to the seized drugs, observed the list court disposal order and FSL reports and issued orders to destroy them accordingly. ganja, heroin, charas, cocaine etc. were prominent among the illegal drugs destroyed. In the future also, the process of destroying illegal drugs will continue to be done in this manner.

CLOSING CEREMONY OF DRUG FREE INDIA FORTNIGHT CAMPAIGN:
• The closing ceremony of the Drug Free India Pakhwada campaign was held at Talkatora Stadium, New Delhi at 05.00 p.m. in the presence of Hon'ble Lieutenant Governor, Delhi, in which about 4000 people participated. Apart from the Hon'ble Lieutenant Governor, Smt. Meenakshi Lekhi, Hon’ble Minister of State for External Affairs and Culture, Hon'ble MP from Delhi Shri Harsh Vardhan, Shri Manoj Tiwari, Shri Hansraj Hans, Smt. M.C. Mary Kom (Former Hon'ble MP and Boxing Champion) were also present at the event. Ms. Rani Rampal (former Captain of Indian Hockey Team), DDG/NCB, Chief Secretary, Govt. of NCT of Delhi, Commissioner of Police/Delhi, senior officers of Delhi Government and Delhi Police besides a large number of people from Delhi Police and Public were present. The main attractions of this event are as follows:-

• The Delegation present in the stadium, police personnel, spectators present in the stadium and all the government employees working in Delhi were given a collective e-pledge by the Hon'ble Lieutenant Governor Delhi through mobile. Apart from those present, the general public was also requested to join this campaign by taking an online oath through the media. All the employees of Delhi Government and Delhi Police have also taken oath through digital medium.

According to the order of the Hon’ble Lieutenant Governor of Delhi, it is being made mandatory at the time of admission at the school and college level by the Education Department. So far, about 32 lakh people have taken an oath against drugs across India from this portal of Government of India. This has proved to be the government's biggest digital initiative against drug de-addiction. India Book of Records had covered the e-pledge campaign during this fortnight and according to their estimates, the number of people who took oath in this fortnight is estimated to be the highest (about 02 lakh).

• Broadcast of programme based on Emotional Intelligence for addiction free life by Brahmakumaris.

• A short film was telecasted by the Delhi Police, through which inspirational messages related to the effect of drug addiction and freedom from it were broadcasted to the youth.

• Staging of the play Nasha Hai Zehar against drugs by Ashmita Group of Theatre.

• Presentation of songs full of love for the country, motivating the youth against drugs by Hon’ble M.P. Shri Hans Raj Hans.

• In the campaign against drugs by Smt. M.C. Mary Kom (Ex-Hon’ble M.P. & Boxing Champion) and Smt. Sushri Rani Rampal (Ex-Captain–Indian Hockey Team) and in their own words motivating the youth.

• Encouragement by His Excellency the Hon’ble Lieutenant Governor to the representatives of the Delhi Police Band, Nukkad Natak Mandali, Runner Team, Brahmakumari Sangathan and India Book of Records, who spread the message of de-addiction to the masses throughout Delhi during the whole fortnight.

MESSAGE TO THE GENERAL PUBLIC: The main objective of these events organized by Delhi Police during drug free India fortnight, has to make the general public, especially the youth, aware of the use and its disadvantages of drugs and to motivate them to stay away from drugs and adopt a good health and healthy lifestyle.

Delhi Police calls upon the youth, who are particularly vulnerable to drug use, to face the truth about drugs. The prevalence of substance use among young people is more than double that of the general population. The pressure of peers to use illegal drugs can be very high. Additionally, people who take illicit drugs are either misinformed or insufficiently aware of the health risks associated with it. Many people become frustrated and lonely after taking drugs and begin to feel patient. Drug addiction is becoming a problem of our society every day, which is very important to overcome. Drug addiction is also fatal for our upcoming breeds.

Mr.Ravindra Singh Yadav, IPS, Special Commissioner of Police ,Crime, said, drug abuse is a serious problem that can have devastating consequences for individual, family and society. Intoxication can cause physical, mental and economic problems of the person and even death. Delhi Police is making continuous efforts to make Delhi drug-free, in which the cooperation of all of you is required. Through all of you, I urge you to join the Delhi Police in this campaign of fight against drugs so that we all succeed in realizing the dream of Hon’ble Prime Minister Shri Narendra Modi and Hon’ble Home Minister Shri Amit Shah of "Drug Free India".
