In an extensive, multi-continental effort, perhaps for the first time in the history of Delhi Police, a dreaded fugitive criminal, Sachin Thapan @ Sachin Bishnoi @ Tilak Raj Toteja, has been brought back to India from Azerbaijan.
He is also mastermind of killing Sidhu Moosewala, in Punjab, as claimed by Punjab Police.H
The current operation was launched after the Special Cell received a tip-off that a wanted and dreaded criminal, Sachin Bishnoi, who is the nephew of international dreaded criminal Lawrence Bishnoi and also known by his alias Sachin Thapan, had left India in the name of Tilak Raj Toteja. Sachin Bishnoi is an extremely dangerous criminal of the Lawrence Bishnoi crime group who is wanted in the following cases:

On March 30, 2022, a case vide FIR No. 226/22 was registered against the same gang of criminals at Police Station Mohan Garden, District Dwarka, Delhi. In this case, the shooters of the gang injured a real estate businessman by shooting him in both legs and demanded Rs. 1 crore from him. Seeing the seriousness of the case, the teams of the Special Cell conducted raids at Sriganganagar and Hanumangarh (Rajasthan) and various places in Haryana and Madhya Pradesh and arrested all the shooters, all the criminals involved in the conspiracy, the smugglers of the weapons used in the crime, and the criminals who gave information about the victim. Dhaliwal, IPS, Special Commissioner of Police, Special Cell, Delhi, said, because Sachin Bishnoi is a dangerous criminal whose associates would make every effort to stop his deportation in any way, a team of Delhi Police immediately reached Azerbaijan, and with the collective efforts of the Indian diplomatic representatives along with the officers present there, the accused Sachin Bishnoi has been brought to India on Tuesday and his interrogation is going on.
Sachin Bishnoi had marked the above-mentioned place before the crime and had also taken away some weapons used in the incident. Apart from this, during the investigation of the case registered under MCOCA against this gang, the involvement of accused Sachin was also found in the Sidhu Moosewala murder case.
Extensive investigation and technical procedures revealed that Sachin Bishnoi, in the name of Tilak Raj Toteja s/o Shri Bhim Sain, fled from India on a fake passport and reached Azerbaijan, from where he conspired with his other accomplices to carry out the activities of his organized crime group spread across Delhi and adjoining states. When it was confirmed that Sachin Bishnoi had reached Azerbaijan, a Red Corner Notice was immediately issued against him for his apprehension.

In this new, big international effort, both the major intelligence agencies of the country, the Ministries of Home and External Affairs, various embassies, Interpol, the CBI, Delhi-based officials, and high officials of Azerbaijan supported the Delhi Police at every step. The combined efforts of all these have been receiving special emphasis and encouragement from the Hon'ble Union Minister for Home Affairs at every stage.
Police said, in August 2022, during a review of the working of the Delhi Police, the Hon'ble Union Minister for Home Affairs instructed the Special Cell and Crime Branch of the Delhi Police to root out every kind of inter-state and international criminal-terrorist nexus and organization. Compliance with this directive was initiated with full dedication, and the unit made a strategic plan to analyze and initiate deterrent and preventive action against every criminal and terrorist fleeing or attempting to flee out of India.
Since then, the Delhi Police has shown remarkable versatility, as a result of which the Special Cell has arrested more than 50 dreaded criminals associated with the criminal-terror nexus and recovered AK-47s, MP-5s, UBGLs, grenades, etc. from them. These arrests have broken the backs of the foreign-based Rinda, Landa, and Arshdeep Dalla networks in Punjab. In this period, the top criminals from almost all the states near Delhi have been arrested by the Delhi Police. During the period, the Delhi Police worked out the Mohali RPG attack case, arrested the accused responsible for the murder of Pradeep Kataria, an accused in the Bargari sacrilege case, nabbed the accused involved in the murder of Sidhu Moosewala, caught the accused involved in the murder outside the Nagaur court in Rajasthan, arrested the accused in the firing outside the Nalagarh court in Himachal Pradesh, and arrested several wanted criminals from Uttar Pradesh and Uttarakhand.
In April 2023, in an international effort, the Delhi Police, with the help of the premier intelligence agency, the Ministries of Home and External Affairs, various embassies, Interpol, the CBI, officials based in Delhi, and high officials of the US Federal Bureau of Investigation (FBI) and Mexico Police, arrested the notorious criminal of this group, Deepak Pahal @ Boxer, from Mexico and brought him to Delhi.
Similarly, with a special focus on organized crime, more than 200 middle-level criminals have been arrested and huge quantities of arms, ammunition, and narcotics have been recovered by the Crime Branch of the Delhi Police.
