The AEKC, Crime Branch has busted a notorious, interstate Gang of auto-lifters and arrested four accused persons namely, Kewal Singh @ Lala, Sonu @ Sonu Sugad, Riyazuddin @ Rudher and Rajesh Kakkar @ Raja (Receiver of stolen vehicle).
The accused Kewal Singh @ Lala is the kingpin of the gang, involved in several cases of auto theft across Delhi & NCR, Uttar Pradesh, Uttarakhand and Haryana. Two auto lifters Kewal Singh @ Lala and Riyazuddin @ Rudra, who escaped from police encounter in Panchkula with Haryana Police have also been apprehended. Both of them are wanted in case FIR No. 225/24 U/s 25(1) Arms Act, 109(1), 132, 281, and 3(5) BNS, PS Raipur Rani, Panchkula, Haryana
Keeping in view the large number of auto thefts cases, especially Luxury Cars being reported in Delhi, A team of AEKC comprising of SI Naveen Kumar D-3563, SI Ashok Kumar No. D-1743, SI Vijay Kumar No. 5295/D, SI Vijay Kumar No.4586/D, ASI Rohit Solanki, HC Somesh, HC Vinit, HC Gurvender, HC Pramjeet,HC Parvinder, HC Nitin, Cont. Pyar Singh and Const. Sonu Kumar under the supervision of Sh. Sushil Kumar ACP/AEKC was constituted.
The team studied the pattern of the incidents of thefts, time of theft, and CCTV footages of various cases. It was revealed that the accused persons mostly operate in midnight. They were targeting mostly four types of vehicles mainly Hyundai Creta, Fortuner, Hyundai Verna and Maruti Brezza.
It was also observed that the accused persons hardly take a few seconds to open and start the targeted car and steal it within one or two minutes. They were seen operating some laptop type equipment. The team gathered information about the various gangs operating in Delhi in the theft of luxury cars and tried to follow their movements through technical surveillance. The team spend many days in (Ram Nagar Uttarakhand, Aligarh UP, Bahadurgarh, Panchkula, Haryana, Alwar Rajasthan and several places in Delhi).
The team also took help of secret informers and information about this gang headed by Kewal Singh @ Lala was received. A massive manhunt was launched.
On dated 24.11.2024, a tip off was received that Kewal Singh @ Lala, who is permanent resident of Bahadurgarh (Haryana), and presently residing in Ram Nagar Uttarakhand would be coming in a white colour stolen Fortuner Car having fake number plate, along-with his associates namely Sonu Sugad and Riyazuddin @ Rudhra.
On this, a team comprising of SI Ashok Kumar No. D-1743, SI Vijay Kumar No. 5295/D, SI Vijay Kumar No.4586/D, ASI Rohit Solanki, HC Pramjeet, HC Nitin, Cont. Pyar Singh and Const. Sonu Kumar was constituted. The team laid a trap as per the information and at about 03:00 PM at Near Flyover Ring Road opposite Kilokiri Village Maharani Bag Delhi, and intercepted the White colour Fortuner car as per information.
The car was having fake number plate and three persons who were in the car were identified as, (1) Kewal Singh @Lala @Tillu r/o Nehru Park, Ashirwad Gali, Bahadurgarh, Jhajjar, Haryana or Badri Vihar, Peeremdera Ram Nagar Uttarakhand, Age- 55 Years (2) Sonu r/o Tehsil Gharonda, Distt. Karnal, Haryana, Age 35 Yrs (3) Riyazuddin r/o Village Naya Gaon opposite VKV Factory, Moradabad, Uttar Pradesh-244001 Age- 42 Years.
On checking the engine number and chassis number the car was found stolen vide FIR No. 035946/2024 U/s 305 (B) Bharatiya Nyaya Sanhita (BNS) PS Subash Palace Nagar North West Delhi, having original registration number. On checking the vehicle forged R/C, one tablet (X-Tool), L-N Key, Head Cap, drill machine, 02 Screw drivers, one torch, one cutter pliers, hammers, iron rod, wire cutter, 05 blank remote keys, 01 mechanical/master keys were also recovered. All the recovered items are used for the purpose of stealing the cars.
The accused Kewal Singh @ Lala has been involved in 11 similar cases, accused Sonu @ Sonu Sugad has been involved in 22 similar cases, and Riyazuddin @ Rudhra has been involved in 3 similar cases only in Delhi. The were found habitual offender.
Hence, a case vide FIR No. 241/2024 dt 24.11.2024 U/s 317(2)/336(3)/340(2)/345(3)/111/3(5) of the Bharatiya Nyaya Sanhita (BNS) was registered, and investigation was initiated. During the course of the investigation, a stolen Hyundai Creta car was recovered on the instance of accused Riyazuddin @ Rudra. Upon checking the engine number and chassis number, the car was found to have been stolen as per FIR No. 036240/2024 U/s 305(B) Bharatiya Nyaya Sanhita (BNS), PS Naraina, Delhi.
Further, on the instance of accused Sonu @ Sonu Sugad, another stolen car, a Maruti Suzuki Brezza, was recovered. Upon checking the engine number and chassis number, this car was also found to have been stolen as per FIR No. 283/2024 U/s 305(B) of the Bharatiya Nyaya Sanhita (BNS), Police Station Vashali Nagar, Alwar, Rajasthan.
Further, during the course of the investigation, two cars (MG Hector and Kia Seltos) were also recovered on the instance of accused Kewal Singh @ Lala. Both cars were used in the aforementioned crimes, and their status as stolen is yet to be verified.
Additionally, one more accused, Rajesh Kakkar @ Raja R/o Greater Kailash Palm Enclave Ludhiana Punjab (a receiver of stolen vehicles), was arrested from Ludhiana, Punjab, on the instance of accused Kewal Singh @ Lala, and three more stolen cars were recovered from his possession. In total, 10 luxury cars have been recovered from the possession or instance of the accused persons. Two auto lifters Kewal Singh @ Lala and Riyazuddin @ Rudra, who escaped from the police encounter of Panchkula Haryana Police also apprehended.
INTERROGATION:
During the interrogation, the accused persons disclosed that they had stolen a large number of luxury cars, including Hyundai Creta, Toyota Fortuner, Hyundai Verna, and Maruti Suzuki Brezza. They sold these cars to receivers based in Gujarat, Haryana, and Punjab.
Accused individuals Kewal Singh @ Lala, Sonu, Riyazuddin @ Rudhra and Rajesh Kakkar @ Raja further disclosed that they had previously been involved in several cases of luxury car theft. This gang is estimated to have stolen approximately 90-100 cars in the last four months.
Mr. Bhisham Singh, IPS, DCP, Crime-II, said, the accused persons disclosed a unique modus operandi to steal the cars through OBD (On Board Diagnostic). All modern cars have an on- board diagnostic port that authorisesBonafide technician to access the vehicle’s main frame and check for errors in the vehicles electronics, engine and other systems. However, accused Riyazuddin @ Rudhra and Sonu being a car Mechanic themself and having good knowledge about vehicles used this port to download the cars original digital key on to a blank key and thereby stealing these cars through these Chinese scanners namely X-tool (Lansdor).
During the course of the investigation, accused Kewal Singh @ Lala and Riyazuddin @ Rudhra disclosed that on 13.11.2024, they, along with their associates Rakesh and Manoj, came to Delhi after stealing a car. While en route, their car was stopped by the Haryana Police. At that time, they fired at the police, but their associates Rakesh and Manoj were arrested on the spot. Kewal Singh @ Lala and Riyazuddin @ Rudhra, however, managed to escape. In this regard, a case was registered vide FIR No. 225/24 dt 13.11.2024 U/s 25(1) Arms Act, 109(1), 132, 281, and 3(5) of the Bharatiya Nyaya Sanhita (BNS) at PS Raipur Rani, Panchkula, Haryana.
MODUS OPERANDI:
Mr. Bhisham Singh, IPS, DCP, Crime-II, said, the accused persons disclosed a unique modus operandi to steal the cars through OBD (On Board Diagnostic). All modern cars have an on- board diagnostic port that authorisesBonafide technician to access the vehicle’s main frame and check for errors in the vehicles electronics, engine and other systems. However, accused Riyazuddin @ Rudhra and Sonu being a car Mechanic themself and having good knowledge about vehicles used this port to download the cars original digital key on to a blank key and thereby stealing these cars through these Chinese scanners namely X-tool (Lansdor). The tablet/Tool recovered from the possession of accused persons is actually a Chinese made “X-tool”. Both the accused persons disclosed about the receivers and other accused persons of the auto-lifter gang.

(2) Sonu r/o Vill. Faridpur, Tehsil Gharonda, Distt. Karnal, Haryana, Age 35 Years.
(3) Rajesh Kakkar @ Raja r/o Greater Kailash, Palm Enclave Ludhiana Punjab Age 50 Years.
(4) Riyazuddin r/o Village Naya Gaon opposite VKV Factory, Moradabad Uttar Pradesh-244001 Age- 42 Years.
Kewal Singh @ Lala: Aged about 55 years, has studied only up to the 4th class. Initially, he, along with his father, opened a sweet shop in Bahadurgarh, Haryana. However, the business was eventually closed due to unknown reasons. Afterward, he began receiving and selling stolen vehicles, earning significant money. In 2006, he met Riyazuddin (also known as Rudhra), an auto-lifter from Moradabad, Uttar Pradesh, and together they started stealing cars. Later, Kewal Singh moved to Ram Nagar, Uttarakhand, with his family. Known as a notorious auto-lifter, Kewal Singh is adept at using an X-tool to steal vehicles. He has been arrested multiple times for auto theft in Delhi, Uttar Pradesh, and Himachal Pradesh. Accused Kewal Singh has connections with several receivers in Haryana and Punjab. He is also involved in at least 11 criminal cases in Delhi alone. Now, he is currently involved in three cases, in which the stolen vehicles have been recovered
Riyazuddin @ Rudhra: Aged about 42 years, has studied up to the 2nd class. He was running a car workshop in his native village in Moradabad, Uttar Pradesh. During this time, he met Sonu, a resident of Haryana and an auto-lifter, who was an associate of Kewal Singh (Lala). Through Sonu, Riyazuddin connected with Kewal Singh, and together they began stealing cars. Due to his limited skills, Riyazuddin primarily drove the stolen vehicles and handed them over to the receivers. Now, he is currently involved in two cases, in which the stolen vehicles have been recovered
Sonu:-Aged about 35 years, Sonu @ Sonu Sugad has studied up to the 8th class in Haryana. He, along with his uncle, ran a car workshop in their native village in Karnal, Haryana. With prior experience working at a Maruti Suzuki agency, he gained good knowledge of car repair. During this time, he met Kewal Singh @ Lala, an auto-lifter from Haryana, and began stealing cars with him. Due to his limited skills, Sonu primarily drove the stolen vehicles and handed them over to the receivers. Now, Sonu is currently involved in two cases, in which the stolen vehicles have been recovered.
Rajesh Kakkar @ Raja: Aged about 50 years, has studied up to the 7thclass in Moga, Punjab. He resides in Ludhiana, Punjab, and is a known receiver of stolen vehicles. His family also lives in Punjab, and he has two sons, both of whom are working in Canada. Rajesh Kakkar @ Raja has been previously involved in three auto theft cases in Delhi in 2017 and six cases in Punjab in 2009-2024. According to his interrogation, he has been receiving stolen vehicles from auto-lifters since 2009 and has been arrested multiple times in Punjab, Uttar Pradesh and Delhi. He typically receives stolen vehicles from accused Kewal Singh@ Lala, Sonu @ Sonu Sugad, and Tushar. Now, Rajesh Kakkar is currently involved in three cases, in which the stolen vehicles have been recovered.
