HARYANA GOVT URGED TO REVIEW DESIGNATION OF BELOW-STS LEVEL 2010 BATCH IAS AS DIRECTOR-GENERAL

In the State of Haryana, one IAS officer of 2010 batch of State Cadre viz. Prabhjot Singh is currently posted as Director-General,Technical Education since 27 September 2024. Although the Order issued by then Chief Secretary, Haryana pertaining to ibid posting of aforementioned IAS is not uploaded on the official website of Chief Secretary.

Meanwhile, Hemant Kumar, an Advocate at Punjab and Haryana High Court has written to the Haryana Government questioning the designation of Prabhjot Singh, IAS of 2010 batch as Director-General by asserting that he is yet to be granted Super Time Scale (STS) of IAS which would be granted to him next year i.e. with effect from 1 January 2026 or in other words, when he would complete 16 years of service in IAS, hence till then, he can’t be designated as Director-General but rather only as Director in whichever Department or Directorate he is posted. Hence, his appropriate and correct official designation as on date should be Director, Technical Education and not Director-General, Technical Education.

(SUBHEAD)Even three other IAS officers of 2010 batch of Haryana Cadre who have been posted as Directors in various other Departments viz. Rajnarayan Kaushik as Director, Agriculture, Haryana, Rajesh Jogpal as Director, Food, Civil Supplies and Consumer Affairs, Haryana and Jitender Kumar, Director, Secondary Education, Haryana have not been designated as Director-General, quipped Hemant.

The Advocate also revealed that since after an amendment in Business of the Haryana Government (Allocation) Rules, 1974 with effect from 1 Jan 2023, Technical Education is no more a Department of the State Government but rather its comes under the Department of Higher Education, hence as on date, Technical Education is merely a Directorate under the Higher Education Department in the State of Haryana.
