CBI Special Court Judge Ms. Alka Malik on Friday convicted Ex DSP Ram Chand Meena and a Hotelier Aman Grover in a 10 years old corruption case of accepting Rs. 40 Lacs from a Petrol Pump owner Mr. Chawla. Both were arrested in a trap by CBI seluths.
Both the accused have been sent to Judicial Lock up and will be produced on 29 March, 2025 before the CBI Court , where quantom of sentence will be pronounced.
CBI nominated 2 more accused , out of which one accused Barklay owner Sanay Dahuja, become approver and one Sub Inspector died during the trial.
On Friday the accused Meena was present with Shri S.P.S. Bhullar, Advocate whereas acccused No. 2 Aman Grover was present with Shri Vaneesh Khanna, Advocate. Accused no.3 has been ordered to become as an approver and arrayed as a prosecution witness vide order dated 06.03.2020. (Proceedings against accused no.4 already abated vide order dated 22.07.2019).
During dictation of the judgment, it was noticed that in the written arguments submitted on behalf of A-2, 18 judgments have been mentioned. However, print out of the same is not given, while print out of some other judgments is given. When asked, the accused no.2 along with his counsel made following statement:-"Stated that out of 18 judgments mentioned in the written arguments, print out of only one judgment titled Ram Singh Versus Col. Ram Singh is annexed along with seven other judgments, print out of which was submitted in the court after conclusion of arguments".Vide separate judgment of even date, the accused no.1 & 2 have been convicted and held guilty.

Accused no.1 is convicted and held guilty for the commission of offences punishable under Section 120-B of Indian Penal Code & Section 7 as well as Section 13(1)(d)(ii) punishable under Section 13(2) of the Prevention of Corruption Act, 1988.
Accused no.2 is convicted and held guilty for the commission of offence punishable under Section 120-B of Indian Penal Code read with Section 7 and Section 13(1)(d)(ii) punishable under Section 13(2) of the Prevention of Corruption Act, 1988.
Per request made by the learned defence counsel, to come up on 29.03.2025 for hearing on the quantum of sentence.
Both the convicts be taken in judicial custody and be produced before this court on 29.03.2025 at 10:00 AM sharp. Their custody warrants be prepared accordingly.
It may be recalled that CBI had registered the instant case on 13.08.2015 against accused including those convicted by the Court today. It was alleged that private persons had demanded a bribe of Rs.70 lakhs on behalf of then DSP and then SI of Chandigarh Police for not arresting the complainant’s parents in a case registered with EOW, Chandigarh.
CBI had laid a trap and caught accused private persons red-handed on 13.08.2015 while demanding and accepting bribe amount of Rs.40 lakhs in cash and a postdated cheque of Rs.30 lakhs from the complainant who were caught taking bribe, on behalf of accused public servants.
After completion of investigation, chargesheet was filed on 09.10.2015 before the Court of Special Judge, CBI cases, Chandigarh against accused including the accused convicted by the Court today. During trial proceedings, accused SI expired and proceedings against him were abated.
