STAGE PROTEST DEMONSTRATION, BURN EFFIGIES, SUBMIT MEMORANDUM

Hundreds of Congress workers today staged a protest demonstration, demanding dismissal and arrest of the Punjab Finance Minister Harpal Cheema for abetting the suicide of Gulzar Singh. The protestors also burnt the effigy of the minister.
They also submitted a memorandum, addressed to the Director General of Police, Punjab, through local administration seeking immediate registration of FIR against Finance Minister and his immediate arrest for abetting suicide of a Dalit Gulzar Singh.
The memorandum while seeking urgent action referred to the suicide committed by Gulzar Singh, a Dalit of Dhirba after he was intimidated and humiliated by the Finance Minister Harpal Singh Cheema and his henchmen.
It said that the Punjab Police has registered an FIR against five persons but has conveniently avoided mentioning Harpal Cheema’s name in the FIR.
“This is despite the fact that Gulzar Singh in his dying declaration held Harpal Cheema responsible for his suicide”, it noted.
The memorandum pointed out, it is a universally accepted practice that the dying declaration is held to be an important evidence in such matters. “When Gulzar Singh has been so clear and categorical in mentioning Harpal Singh as the person responsible for his suicide, why he has not been named in the FIR and why is he not being arrested?” it asked.
The memorandum urged the DGP that Harpal Cheema must be booked for abetment to suicide under the relevant sections of the law and he must be immediately arrested so that he does not use his position and power in intimidating Gulzar Singh’s family and forcing them for the compromise.
It pointed out, Gulzar Singh’s cremation was done forcibly by the government, much against the wishes of the family. “Under these circumstances, the first and foremost duty of the police is to arrest Harpal Cheema to facilitate justice for Gulzar Singh and his family”, it added.
