DELHI POLICE BUSTED MODULE WORKING FOR ISI HANDLERS , 8 ARRESTED

In a coordinated multi-state operation, eight operatives arrested.  They were working at the behest of ISI handlers, Shahzad Bhatti,Munna Jhingada and Yawar Khan.  The arrests unearthed a criminal conspiracy hatched byPak ISI-Mumbai Underworld network to carry out grenade attacks and firing at vital installations, security establishments and police personnel in Delhi and other cities.  Four Pak made Hand grenades, two Glock pistols and 24 live rounds were recovered from the three operatives arrested from Delhi. A Nepali citizen tasked to arrange hideout for operatives in Delhi and handling finances of Munna Jhingada also arrested.

In a significantintelligence-based operation, a team of the Special Cell consisting of ACP Vivek Kumar Tyagi, Insp. Sunil Rajain and Insp. Dheeraj Mehlawat,led byPraveen Kumar Tripathi IPS, DCP/NDR under the supervision of Pramod Kumar Kushwaha, IPS, Adl. CP dismantled an international and inter-state network of Pak ISI – Mumbai Underworld and Shahzad Bhatti.The modulewas involved in a criminal conspiracy to execute grenade attacks and firing at vital installations, security establishments and police personnel in Delhi and Mumbai.

Eight accused were arrested and FIR under relevant sections of BNS and UAPA was registered in this regard by PS Special Cell, New Delhi.

OPERATION: Based on intelligence inputs and subsequent technical analysis and verification of leads through human sources, accused Vijay @ Shooter, a native of UP was arrested from Pune on 14.5.26. His associate Nitish was arrested from Sahibganj Jharkhand on 17.5.26. Vijay was in regular contact with members of Shahzad Bhatti network operating from Pakistan and Dubai. Vijay was tasked to carry out various criminal and terror activities in Delhi, Punjab, Haryana, Rajasthan and UP. He was also tasked to recruit youth for executing terror activities in Delhi-NCR.

Interrogation of Vijay and technical analysis led to the arrest ofTaoqeer and Arbaaz from Mumbai on 27.5.26. Both were in contact with ISI handlers Yawar Khan and Munna Jhingada. They were recruited by one Huzaifa from Mumbai (absconding), who was working at the behest of Shahzad Bhatti, Yawar and Munna. They were tasked to carry out grenade attacks and firing at vital installations, security establishments and police personnel in Delhi and Mumbai.

Furtherinterrogation of the Mumbai-based accused and technical analysis revealed that another group from Punjab is arriving in Delhi at the behest of same handlers to carry outattacks on vital installations and security personnel. All the three accused namely Harvinder Singh, Gagandeep Singh and Manjeet Singh, all residents of Punjab, were intercepted atMahrauli-Badarpur Road at around 01:00 hrson 30.05.26 and a heavy cache of arms and ammunition was recovered from them.

Technical analysis and questioning of Punjab-based accused led to arrest of a Nepali citizen, Ang Kami Lama, who wastasked to arrange a hideout for the accused in Delhi and funding their activities on the direction of Munna Jhingada.

RECOVERIES:  Four Hand Grenades (made in Pakistan Ordinance Factory). Two Glock pistols and 24 live rounds (made in Pakistan).

Unearthing the conspiracy:  During monitoring the activities of some cadres of Shahzad Bhatti network, it was found that operatives of Pak and Dubai based handlers ofShahzad Bhatti-Mumbai Underworld-Pak ISI network are planning to carry out attacks on vital installations, security establishment and police personnel in Delhi, Mumbai, Punjab and Chandigarh. The input was subsequently developed into actionable intelligence through reliable human sources.

The intelligence led operation resulted in arrest of 8 accused from Pune (1), Bihar (1), Mumbai (2) and Delhi (4) including one Nepali citizen.

The module was being handled by Pak-based Underworld operative Munna Jhingada, Shahzad Bhattiand other ISI associates. Munna Jhingada is a known Dawood Ibrahim’s henchman, who had carried out attack on Chhota Rajan in Bangkok in the year 2000 at Dawood’s behest. He remained in Thai jail for 17 years for the same.

 The arrested Nepali citizenAng Kami Lama was lodged in a Thailand jail from 2001 to 2018 in a narco case, wherein he came in contact with co-inmates Aizaz Rasool and Md. Salim @ Munna Jhingada, both from Pakistan. After coming out from jail, Lama maintained contact with Munna Jhingada.

Interrogation has revealed that additional nodes including that from Nepal were also involved in this, efforts are being made to identify these nodes., said, Mr. Anil Shukla, IPS, Special Commissioner of Police
