The demand for action in an alleged bribery case involving the Chandigarh Municipal Corporation has intensified. Prashant Bhadoria, proprietor of People Connect Services, a company engaged in JCB and tipper-related contractual work, has submitted a memorandum to Punjab Governor and UT Chandigarh Administrator Gulab Chand Kataria, along with other senior administrative officials, seeking the immediate suspension of four officials.
The complainant has expressed apprehension that the investigation could be influenced and evidence potentially tampered with if the officials concerned continue to hold their present positions.
The memorandum seeks the suspension of Joint Commissioner Balbir Raj Singh, Sandeep Sethi, posted in the Accounts Section of the Medical Officer of Health (MOH) Department, Chief Sanitary Inspector Kulbir Singh, and Sanitary Inspector Nitin. Copies of the memorandum have also been sent to UT Chief Secretary H. Rajesh Prasad, Home Secretary Mandeep Singh Brar, and Municipal Corporation Commissioner Amit Kumar.
Bhadoria alleged that an audio recording of Sanitary Inspector Shakti Sharma mentions the names of the four officials. He claimed that the recording is in the custody of the CBI and alleged that the issue is being complicated deliberately. These allegations have not been independently verified.
Allegation of ₹14 lakh bribe demand
According to the memorandum, Bhadoria alleged that a bribe of ₹14 lakh was demanded from him in connection with payments against contractual bills, the provision of attendance sheets, and threats to cancel the tender. He stated that he submitted a written complaint to the CBI’s Anti-Corruption Branch in Chandigarh on October 5, 2026.According to the complainant, the CBI verified the complaint, and an audio recording of the conversation also became part of the investigation. He further alleged that on October 7, the CBI caught Sanitary Inspector Shakti Sharma while he was allegedly accepting ₹5 lakh as a bribe. The memorandum refers to FIR No. RC0052026A0025 in connection with the case.
Demand for impartial investigation
Bhadoria further alleged that the conversation indicated that other officials may also have had a share in the alleged bribe amount. He has demanded a fair and impartial investigation into the roles of the officials named in the memorandum and their suspension until the investigation is completed.
The complainant has urged the administration to take appropriate legal action and ensure that the investigating agency can proceed independently, without any interference. The allegations against the officials are part of the complainant’s memorandum and have not been established as proven facts.
