Continuing with the crackdown on the ground operatives of Pak-based Shahzad Bhatti Network, teams of Special Cell/NDR led by Insp. Sunil Rajain and Insp. Dheeraj under the supervision of Sh. Vivek Kumar Tyagi, ACP/NDR and overall supervision of Sh. Praveen Tripathi, DCP/NDR dismantled two modules, (i) terror and (ii) arms trafficking, with arrest of total six operatives. FIRs under relevant sections of Bharatiya Nyaya Sanhita and Arms Act have been registered by PS Special Cell in this regard.
Module-I : The first module was being handled by Pak ISI handler Rana Hunain, an associate of Shahzad Bhatti. This module was tasked to carry out an attack on any vital installation or police establishment in Delhi using petrol bombs. Two accused were arrested from Vijay Ghat area along with three petrol bombs and Rs. 2000/- from their possession.
Module-II: The second module was involved in cross-border arms trafficking. This was being handled by Pak ISI handler, Hassan Gujjar, another associate of Shahzad Bhatti. This module was receiving weapons from Pakistan smuggled via drones. The funds collected by the handler were being used for financing terror and criminal activities in India. Three accused of this module were arrested from Kalindi Kunj area along with three pistols and five live cartridges from their possession. Module-II: Tayyab (27 yrs) s/o Md. Mahboob, resident of Shaheen Bagh, New Delhi,
Jubair Khan (24 yrs) s/o Israr, resident of Modinagar, Ghaziabad, Uttar Pradesh, Ali Fazal (26 yrs) s/o Saleem, resident of Lisari Gate, Meerut, Uttar Pradesh Malkiat Singh (36 yrs)
s/o Mangal Singh, resident of District Amritsar, Punjab
Recoveries from Module-I : 3 Petrol Bombs (Molotov Cocktails), One stolen motorcycle, INR 2000/- cash, Mobile Phones containing incriminating photos, videos and chats with Pakistani handlers.
Module-II: Three sophisticated pistols and five live rounds,
(6) Two cars – Hyundai Verna and Ford Ecosport
(7) Mobile Phones containing incriminating photos, videos and chats with Pakistani handlers.
Profiles of the accused:
Module-I : Danish @ Chand Miya came in contact with Rana Hunain through social media in April-2026. He was tasked to conduct recce and target some vital installation or police establishment in Delhi. He was promised Rs. 20,000/- after completion of the work. Handler was giving him instructions over phone.
Salman is a friend of Danish @ Chand Miya. He came to Delhi along with Danish. He was directed to make video of the attack. He was also promised Rs. 20,000/- after completion of the work.
Module-II : Tayyab came in contact with Hasan Gujjar through social media. He sent his friend Jubair Khan to receive a consignment of sophisticated arms and ammunition from Malkiat Singh in Amritsar on the directions of Hasan Gujjar. He gave these weapons to Ali Fazal for selling to some buyer in Delhi or UP.
Jubair Khan is an associate of Tayyab who received a consignment of sophisticated pistols and live rounds from Amritsar. He went to Amritsar and stayed one night at the residence of Malkiat Singh in Amritsar.
Ali Fazal is the brother-in-law of Tayyab. He was instructed by Tayyab to sell the weapons received from Pakistan to someone in Delhi or UP. An Arms Act case was registered against Ali Fazal in 2025 by UP Police.
Malkiat Singh is the receiver of drone delivered cross-border arms consignment from Hassan Gujjar. He provided the arms consignment to Jubair Khan.
