THE FACTORY (ARMS MANUFACTURING UNIT) BUSTED,HUGE ARMS & AMMUNITION RECOVERED (01 AUTOMETIC CARBINE OF .30 BORE, 05 PISTOLS AND 75 LIVE CARTRIDGES) RECOVERED BY THE TEAM OF ANTI-NARCOTICS CELL, NORTH DISTRICT, MANUFACTURING TOOLS AND MACHINES OF ILLEGAL FIREARMS WERE RECOVERED FROM HIS FACTORY, RAW MATERIALS FOR MANUFACTURING APPROX 200 TO 250 ILLEGAL FIREARMS ALSO RECOVERED, COMPLETE CHAIN/FACTORY OF ILLEGAL FIREARMS BUSTED WITH THE TOTAL RECOVERY OF ONE CARBINE MACHINE GUN (SAF), 15 SEMI-AUTOMATIC PISTOLS, 18 SINGLE SHOT PISTOLS AND 229 LIVE CARTRIDGES OF DIFFERENT BORES.

The team of the Anti-Narcotics Cell/North District has been directed to work on the wanted criminals, especially active gang members, Arms Suppliers, Robbers, Snatchers and criminals involved in street crime. The team collected details of wanted criminals of North District and deployed secret informers to nab them. Moreover, Anti-Narcotics team has been working relentlessly and developing information about the criminals active in the area and they also used to patrol randomly in the area during odd hours to keep a check on their illegal activities.
On 04.10.2023, as per secret information one person, namely Bintu @ Mintu @ Bittu, age-23 years was arrested. One Semi-automatic pistol along with 06 live cartridges were recovered from his possession and on searching of his bag, nine more semi-automatic pistols, 18 single-shot pistols and 148 live cartridges of different types of bores were recovered and a case vide FIR No. 425/23 dated 04.10.2023 u/s 25/27/59 Arms Act was registered at PS Civil Lines, Delhi in this regard.
During sustained interrogation the accused Bintu @ Mintu @ Bittu has disclosed that he had received the above said firearms and ammunitions from one person namely Lalit who is resident of somewhere in Bagpat, Uttar Pradesh. During investigation, four days police custody remand was obtained from the concerned Hon’ble Court in order to arrest the left-over associate and identify or trace the source of recovered firearms & ammunitions.
TEAM & OPERATION: During PC remand, a dedicated police team of the Anti-Narcotics Cell/North District led by Inspr. Surender Singh (In-charge Anti-Narcotics Cell), comprising SI Vijay Pal, HC Parveen Saini, HC Ravinder Dhaka, ASI Sanjeev Kumar, HC Dilbagh, HC Rakesh, W/HC Sapna, Ct Vicky and Ct Ashish was formed to nab the left over associates by conducting raid, under the guidance of Shri Dharmender Kumar, ACP, Operations Cell/North District. During further interrogation, accused Bintu @ Mintu @ Bittu disclosed that he had never seen the house of Lalit, but he had provided his mobile number.
On the basis of technical surveillance, the number was found active in Bagpat, Uttar Pradesh and without wasting any time the above-mentioned police team of the ANC/North District along with local police conducted a raid at Village Gauna, PS Chandi Nagar, District Bagpat, Uttar Pradesh. On the basis of technical support and on the instance of earlier arrested accused person Bintu @ Mintu @ Bittu, a person namely Lalit was apprehended on 08.10.2023. The accused was identified as Lalit Kumar, age 33 years.
INTERROGATION: After sustained interrogation, the accused produced a blue white plastic bag and on checking the same, one Carbine, 05 Pistols and 75 live cartridges of two types of bores were recovered from his possession. During the course of interrogation, when sufficient evidence came on record, the accused person, Lalit Kumar was arrested as per law.
Further, the accused person disclosed that in the year 2013, he had no job and financial condition of his family was also poor. He started a work of wielding, but he was not satisfied with his earnings.
Meanwhile, he met a person namely Johny Pradhan, who was resident of his nearby village and he introduced him to a person namely Deepak Yadav, who was a politician cum illegal firearms supplier. He was allured that Deepak Yadav runs a factory of manufacturing illegal firearms. If he, began to work in the factory, he may earn more money and he would also learn about how to manufacture the weapons. In the year 2015, the factory of Deepak Yadav was busted by Uttar Pradesh Police and many weapons were recovered from the factory, but he managed to escape.
(SUBHEAD)After sometime he (Lalit Kumar) met his friend, Johny Pradhan, who advised him to start their own work of manufacturing illegal fire arms. Thereafter, they established a factory of the same work and supplied illegal firearms with the cost of Rs. 20-25 thousand for per semi-automatic pistol and Rs. 5-7 thousand for per single shot pistol. They also supplied illegal firearms to notorious gangs in Western UP as well as Sonipat, Rohtak and Jhajjar, Haryana. The most of the gangs i.e. Anil Dujana Gang, Udham Singh Gang, Rahul Khatta Gang and Sachin @ Baba Gang are actively involved in murder, robbery, dacoity and extortion. In the year 2019, Uttar Pradesh STF busted their factory and he and his friend Johny Pradhan were arrested and many weapons were recovered from his factory. After getting bail, he again met his friends Surender, Sumit, and Bittu and planned to start again manufacturing of illegal firearms secretly.
Mr. Sagar Singh Kalsi, IPS, DCP, North District, said, accused started a factory of manufacturing illegal firearms and supplied more illegal firearms to various gangster of UP i.e. various member of Anil Dujana gang active in Western UP and various members of Pradeep @ Chhota gang active in Haryana as well as various members of Chhenu Pahalwan including Mumtaz active in Delhi with the cost of Rs. 30-40 thousand per semi-automatic pistol and Rs. 8-10 thousand per single shot pistol.
He further disclosed that on 04.10.2023, he came Delhi from his village to supply illegal firearms to one active gang member of Pradeep Kasni namely Bintu @ Mintu @ Bittu. When police party overpowered him, he managed to escape from the spot.
During investigation, he disclosed that he had received about 500 live cartridges of different types of bore from Deepak Yadav in 2020. He had supplied these ammunitions to various gangsters and only 229 live cartridges were remained with him out of these 500 cartridges. Now, on 04/10/2023 he had given 154 live cartridges to Bintu along with firearms, remaining 75 live cartridges were recovered from him. He further disclosed that he used to sell live cartridges with cost of Rs. 500 per cartridge. During investigation 04 days police custody remand was obtained from the Hon’ble Court in order to arrest the left over associates and recover more firearms.
On 08/10/2023, a raid was conducted on illegal firearm factory of Lalit Kumar in the area of Loni, i.e. Naveen Kunj, Shyam, Industrial area Loni, Ghaziabad, UP. On the instance of Lalit Kumar a factory was identified where he manufactured illegal firearms secretly. Some manufacturing machine, tools, iron rod, wooden pieces, iron sheet which are used to manufacture illegal firearms and raw materials of manufacturing approx 200 to 250 illegal firearms were also recovered and the same were taken into police possession through seizure memo. On interrogation, he disclosed that he manufactured fire arms with the help of MS Iron Rod of 15 MM and 4 MM iron plates which are easily available in market.
PROFILE OF ACCUSED PERSON:
• Lalit Kumar r/o Village Gauna, PS Chandi Nagar, District Bagpat, Uttar Pradesh, age 33 years. The accused Lalit Kumar studied up to 8th standard. He is running on bail. He is continuously involved in manufacturing illegal firearms and supplying to the same to various gangs which are active in Western U.P., Delhi, Haryana and Rajasthan.
RECOVERY: 01 Carbine (SAF) .30 Bore, 05 Semi-Automatic Pistols., 75 live cartridges of two bore, Manufacturing Machine, Tools and raw materials of manufacturing illegal firearms.
Further efforts are being made to ascertain the role of other elements in supplying and manufacturing of illegal fire arms and nab them.
