DELHI POLICE NABBED TWO REWARDED FRAUDSTERS CHEATING JOB SEEKERS

A team of Inter State Cell of Crime Branch, Chanakyapuri has arrested two wanted fraudsters/cheats namely Govind S/o Om Dutt R/o H. No. 177, VPO- Tatiri, Chaupal No. 02, Baghpat (UP) Age 38 Yrs and Bipin Patel @ Vipin Patel S/o Ramdas R/o 33-A, Vimapuri, Kanpur, UP also at Vill- Dilawalpur, PS Bindaki, Distt Fatehpur, UP, Age- 35 yrs, who were declared proclaimed offender in case FIR No. 25/2016 dated 29.02.2016 U/s 420/201/467/471/120-B IPC, PS Crime Branch, Delhi. Reward of ₹ 50,000/- was declared on the arrest of each accused by worthy CP Delhi.
 
On the complaint of Sh. Rupendra Rambaran Pal R/o Shana Seth Ki Chali, Ram Nagar, Bheelwada, Ahmedabad, wherein he alleged that he saw a recruitment advertisement for ‘Gupt Sipahi’ in a Newspaper and made a call on the given number for job query.

The other hand note down his details on phone and after few days, he received a job letter in which it was mentioned that he has been selected for the job of ‘Gupt Sipahi’ under India Welfare Association, Ministry of Home Affairs, Govt. of India.(SUBHEAD)

The alleged persons asked the complainant to deposit security amount in the accounts. Accordingly complainant Rupendra Pal had deposited a sum of ₹ 1,16,000/- in the bank accounts provided by the alleged persons. Similar complaints were also received in this regard at ISC, Crime Branch. Accordingly, a case FIR No. 25/2016 Dated 29.02.2016 U/s 420/201/467/471/120-B IPC was registered at PS Crime Branch, Delhi and the investigation was taken up.

Mr. Amit Goel, IPS, DCP, Crime Branch, said, during investigation, in the year 2016, on the basis of technical surveillance two accused persons namely Arjun s/o Munesh Kumar r/o B-7 Ground Floor, Pandav Nagar, Delhi and  Suresh Nagar s/o Jaipal Nagar r/o Flat No. 2853, 1st Floor, Green Fields Colony, Faridabad, Haryana were arrested in the case but their associates Govind Solanki and Bipin @ Vipin Patel were running absconding. Despite several efforts and raids they managed to escape from the hands of law. So, they were declared proclaimed offender in the case. Further, a reward of ₹ 50,000/- was declared on the arrest of each accused, by worthy CP Delhi.

A dedicated team was constituted on the case to nab these notorious fraudsters, accused persons comprising Insp. Kamal, ASIs Gulab, Rakesh, Shailender, Jafruddin, HCs Shakti Singh, Rajbir, Mandeep, Ramkesh, Karambir, Varun, Cts Ashish, Naveen, Kuldeep & Shri Ram under the supervision of Inspr. Satendra Mohan and over all supervision of Sh. Ramesh Chander Lamba, ACP/ISC.

Information was developed and raids were conducted to nab accused persons. An information was received in ISC that accused Govind is searching property to open a new office in the area of Laxmi Nagar, New Delhi.

Accordingly, the team conducted door to door visit of property dealers in the area of Laxmi Nagar with the photograph of accused. Sincere and hard work of the team paid result and one property dealer identified accused person and told that the man in photograph is asking a commercial property to open a new office. He provided the mobile number of accused person.

On 30.07.2022, with the help of technical surveillance, the dedicated team managed to nab accused Govind from Laxmi Nagar while he was looking for properties. He was arrested in the case and taken on PC remand. On interrogation from accused person about one remaining accused Bipin Patel, it came to know that he is residing somewhere in Fatehpur (UP). Accordingly, another team was sent to Kanpur and on 01.08.2022, after sincere efforts, team arrested accused Bipin @ Vipin Patel from Fatehpur (UP).

MODUS OPERANDI: The accused persons used to get job advertisements published in national newspapers for the post of ‘Gupt Sipahi’ in Department of India Welfare Association, Ministry of Home Affairs, Govt of India in various states of India with mobile number (issued on fake id). After that, when the victim called the accused persons on the given mobile number, the accused persons used to take all the details of the victims viz name, address, qualification etc.

After that, the accused persons posted a fake appointment letter and provided bank account number to the victims (opened on fake Id) to deposit security money. The accused persons namely Arjun, Govind & Suresh Nagar used to get the advertisements published through agency of Kuwar Pal Singh. Then accused persons Suresh Nagar and Arjun contacted the victims, issued fake appointment letters to the victims and provided bank account opened on fake Id for depositing security amount.

Accused Bipin Patel used to provide the bank accounts opened on fake IDs to accused persons Suresh Nagar, Govind Solanki and Arjun. With this modus operandi, accused persons cheated crores of rupees from innocent Job seekers. Accused Govind and Vipin @ Bipin Patel have also been previously involved in similar MO cases.

KNOW THE ACCUSED: Accused Govind, age- 38 years was born at his native place i.e. Village Tatiri, Bagpat U.P. He studied up to 12th Std. He has a daughter & wife in his family. He was previously involved in the following cases:- FIR No. 197/2006 u/s 363/366/34 IPC, PS Parliament Street, Delhi., FIR No. 101/2011 u/s 419/420/467/468/471/472/120B/34 IPC, Pandav Nagar, Delhi. FIR No. 185/2018 u/s 420/468/471/467/120B/34 IPC, Crime Branch (Kotwali), Delhi.. FIR No. 1/2015 u/s 420/406/120B IPC, PS Sangener, Jaipur (Raj).FIR No. 153/2019 u/s 420/406/120B IPC, PS Kalanour, Rohtak (HR).

Accused Vipin @ Bipin Patel, age- 35 years was born at native place i.e. Village- Dilawalpur, Th. – Chhichha, PS- Bindki Distt Fatehpur UP. He completed his graduation from Kanpur and then pursued B.Ed from Kanpur UP. He has a son & wife in his family. He was previously involved in a case FIR No. 157/2014 u/s 419/420/467/468/471 IPC & 207 MV Act PS Rail Bazar Kanpur UP.
