COMPASSION WITH CAUTION: A BALANCED APPROACH TO HAWARA’S PAROLE REQUEST

The request for temporary parole by Jagtar Singh Hawara to meet his elderly and reportedly unwell mother presents a sensitive situation where humanitarian considerations and security concerns need to be carefully balanced.

There is understandable sympathy for an aged mother wishing to meet her son after a prolonged separation. From a purely humanitarian perspective, facilitating such a meeting, even for a limited period, would be a compassionate gesture. However, given the nature of the case and Hawara’s status as a life convict in the assassination of former Punjab Chief Minister Beant Singh, any decision regarding temporary release also needs to take into account the larger security environment.

A possible middle path could therefore be to facilitate a short, one-day meeting under appropriate supervision and security arrangements. Such an arrangement would address the immediate humanitarian concern without creating unnecessary complications associated with a longer period of unrestricted parole.

The Punjab and Haryana High Court, in its July 2026 order, directed the authorities to process Hawara’s parole request in a time-bound manner after obtaining the necessary comments and recommendations. The court did not itself direct his release.

Security Expert Prof. Baljit Singh said that this distinction is important. The issue should ideally be decided on the basis of the latest assessment of the competent security and prison authorities rather than public sentiment or political considerations.

Punjab has seen considerable progress in maintaining peace and stability over the years. Any decision concerning a high-profile convict should therefore be measured, proportionate and carefully monitored.

Allowing a limited, supervised meeting with his mother could demonstrate compassion while ensuring that institutional responsibility and public safety remain paramount. A longer period of parole, meanwhile, may reasonably require a more detailed security assessment before any decision is taken.

The objective need not be to deny compassion, but to ensure that compassion and caution move together.
